A Resolution of the City of South Miami,Florida,relating to
the City's 2015/2016 fiscal year budget;advising the Miami-
Dade County Property Appraiser of its proposed millage rate
of 4.3639 mills;its rolled-back rate of 4.0235 mills,and
announcing the dates of public hearing to consider the
proposed millage rate and tentative budget.
WHEREAS,Florida Statute 200.065 requires that within35daysofreceiving
the Certificate ofValue,eachtaxing authority shalladvise the property appraiser ofits
proposed millagerate,its rolled-back rate computed pursuant to sub-section (I)andof
the date,time andplace when apublichearingwillbeheld to consider the proposed
millage rate and tentative budget;and
WHEREAS,the Certification ofValuewasmadeonJuly I,2015;and
WHEREAS,the City's Administration computed the proposed millage rate
and the rolled-back rate;and
WHEREAS,the MayorandCity Commission wish to complywith the
aforesaid Statute.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA THAT:
Section I.The City Administration shalladvise the property appraiser that
the proposed millage rate of the CityofSouth Miami,Floridafor the 2015/2016 fiscal
year budget is4.3639 mills whichisan8.46%increase over the rolledback rate and
that the rolled-back rate computed pursuant to sub-section (I)ofFlorida Statute
200.065 is 4.0235 mills.
Section 2.The date,time,andplaceof the firstand second public budget
hearingsshallbeheld to consider the proposed millage rate are asfollows:
FirstBudgetHearing,September 10,2015 at7:00p.m.,in the City Commission
Chambers,6130 Sunset Drive,South Miami,Florida.
SecondBudgetHearing,September 24,2015 at7:00p.m.,in the City
Commission Chambers,6130 Sunset Drive,South Miami,Florida.
Section 3.Severability.Ifany section clause,sentence,or phrase ofthis
resolution is for any reason heldinvalid or unconstitutional bya court of competent
jurisdiction,the holdingshall not affect the validityof the remaining portions ofthis
resolution.
Section 4.Effective Date.This resolution shall become effective
immediately upon adoption by vote of the City Commission.

BACKGROUND &ANALYSIS
The procedures and timetables forestablishing the taxation rate and the creation of the
Budgetare governed by the Stateof Florida.Theserulesaregenerally referred to as
TRIM (Truth-in-Millage).Thismemo addresses the establishment of the maximum
millage rate,rollback millage rate,andschedulingformalbudgetpublichearingsas
required by the TRIM law.
The Miami-Dade County Property Appraiser certified theTaxableValuewithintheCity
ofSouth Miami at$1,570,747,669.Thisvaluation represents a 6.09%increasefromthe
FY 2014-15 level of $1,480,600,491.
Maximum Millage Rate
Aprimary source ofrevenuefor municipal governmentis the property advaloremtax,
whichis representative of the property taxesapplied to commercialandresidentialreal
property andcommercialpersonalproperty.The Miami Dade Property Appraisersets
thisproperty valuation,nottheCityofSouth Miami.Therateatwhichpropertyis
taxedis referred toasthe millage rate.Thetaxrate,or millage rate,is set bytheCity
ofSouth Miami.Theamountoftaxes paid bya property ownerisdeterminedby
multiplying the millage rate timeseach $1,000 ofassessable property value.
Local jurisdictions,including municipalities,are required,to establish a maximum millage
rateduringthebudgetprocessasrequiredby Florida Statute 200.065whichrequires
that within35daysofreceivingtheCertificateofValue,(CertificationofValuewas
madeon July I,2015)eachtaxingauthority shall advise thepropertyappraiserofits

proposed millage rate,itsrolled-back rate computed pursuant to sub-section (I)andof
thedate,time arid placewhena public hearing will beheldtoconsiderthe proposed
millage rate and tentative budget This rate will beadvertisedbytheCityandalso
reported to the Miami-Dade Property Appraiser.TheCommission can decrease the
rate during thebudget process,butitcannotbe increased aftertheabovedateexcept
under extraordinary circumstancesat significant expense to the City.
Theproposed millage rateis 4.3639 mills,which is equivalent totheCity's FY 2015
existingmillage rate.
At this point the City is simply establishing a maximum millage ratefor budget flexibility
andadvertisingpurposes.Therefore,theMayorandCommissionmay elect to consider
establishingahighermaximum millage rate,forinstance,4.5000,whichwould generate
additional estimated advaloremrevenueof $184,185;abovethe proposed 4.3639
millage rate.
Foreverychangeof one-tenth of the millage rate,the ad valorem revenue generated is
increased or decreased byan estimated $135,331.As per Miami-Dade County's 2015
preliminaryaveragetaxable homestead residentialvalue report,the averagetaxable
homestead residential value for South Miamiis $200^781.
Under the alternately suggested millage rate exampleof4.5000,using the Miami-Dade
County's average taxable value,the average homesteaded residential taxpayer would
incuranannualadditional$80.55,whichequals.22 cents aday,on their 2015 annual tax
bill when compared to their 2014 annual tax bill.

Adopting thecurrent FY 2015 millage rateof 4.3639 asthe FY 2016 millage rate would
provide the City an estimated Ad Valorem revenue increase of $306,200 based onthe
increaseinvalueof property intheCity.
During the FY 2015 budget process,new recommended budget items such as much
neededparks improvements will require additional funds overlastyears budget andthe
Mayor and Commission may request special projects,new funding for educational
alliances,purchaseand or refurbish parks and other publicly ownedpropertiesand
facilities,set new policies,and/or adopt newly negotiated labor agreements,which
expenses the additional estimatedrevenue may assist in funding.As mentioned above,
the initial maximum rate,canbedecreasedbytheCommission later duringthebudget
process.
Rolled-back Millage Rate
Cities arealsorequired to calculate whatisknownasthe "Rolled-back Millage Rate."
Thisis the calculated tax rate atwhich the Citywouldreceive the samead valorem
revenue asin the previousyear,excluding current yearnewtaxablevalues(New
Construction,additions,etc.).Therolled-back millage rate for the CityofSouth Miami
is4.0235.Thisrolled-backrate represents a8.46%decrease in the City's current
millage rate of4.3639.If the City were to adopt the rolled-back rate of4.0235,the
City'sestimatedAdValoremrevenuewould decrease byanestimated$460,666when
comparedtotheCity'sproposed FY 2015 Ad Valorem revenueestimate.

anassessed real property valueincreaseof$89,324,467or 6.09%.
Tangible Personal Propertyassessed values increased by $822,711 or 1%.Tangible
Personal Property (TPP)iseverythingthatisnot real estate (land,buildings and
improvements).Itincludesfurniture,fixtures,tools*computer equipment,machinery,
officeequipment,supplies,leasehold improvements,leased equipment,signage,andany
other equipmentusedinabusiness.Furniture andfixturesusedinarentalunit(condo,
apt,house)arealsotaxable.
Increase in property valuations from specifically fromconstructionfor the current 2015
yearis$9,734,543,which represents anincreasefrom the previousyearof$5,565,060
or 133%.
TheAdministration recommends aproposed millage rate of atleast4.3639 mills.This
millageratewillallow the City to continue with regular necessary services,operations
andon-goingprojects without anincreaseintaxrate.Whatever rate the Commission
sets atthis time willbe the highestpossiblerate for thiscoming fiscal year.The
Commission will beable to re-consider the rateduring the FY 16 budget hearings in
September of 2015 onlyforrates lower than what is set tonight.

make payments to a redevelopment trust fund under:

"Tax increment value"is the cumulative increase in
taxable value from the base year to the current year within
the defined geographic area.Itis used to determine the
payment toa redevelopment trust fund under:
•s.163.387(1),F.S.or
•An ordinance,resolution,or agreement tofund a
projectorfinance essential infrastructure.In this
case,the taxing authority must certify the
boundaries and beginning date to the property
appraiser.
"Dedicated increment value"is the portion of the tax
increment value used to determine the payment to the
redevelopment trust fund.(See s.200.001 (8)(h),F.S.)
Calculate the dedicated increment value on this form and
enter on either Line 6b or Line 7e.
"Specific proportion,"used to determine whether to
complete Line6orLine7,refers to the calculation of the
tax increment payment.Examples:

General Instructions
Each of the followingtaxing authorities must
complete a DR-420MM-P.

•Independent special district,including water
management districts
•Water management district basin
Voting requirements formillages adopted bya
two-thirds or a unanimous vote are based oh the
full membership of the governing body,not on
the number of members present at the time of
the vote.
This form calculates the maximum taxlevyfor
2015 allowed under s.200.065(5),F.S.Counties
and municipalities,including dependent special
districts and MSTUs,which adopt ataxlevy at the
final hearing higher than allowed under s,
200,065,F.S.,may be subject to the lossof their
half-cent sales tax distribution.
DR-420MM-P shows the preliminary maximum
millages and taxes levied based onyour
proposed adoption vote.Each taxing authority
must complete,sign,and submit thisform to
their property appraiser with their completed
DR-420,Certification of Taxable Value.
The vote at the final hearing and the resulting
maximum may change.After the final hearing,
each taxing authority willfileafinalForm
DR-420MM,Maximum Millage Levy Calculation
Final Disclosure,with Form DR-487,Certification
of Compliance,with the Department ofRevenue.
Specific tax year references inthisform are
updated each year by the Department.

Only taxing authorities that levieda2014 millage rateless
than their maximum majority vote rate must complete these
lines.The adjusted rolled-back rate onLine 10 is the rate
that would have been levied if the maximum vote rate for
2014 had been adopted.Ifthese linesare completed,enter
the adjusted rate on Line 11.
Line 12
Thislineis entered by the Department of Revenue.The
same adjustment factorisused statewide byalltaxing
authorities.It is based on the change in per capita Florida
personal income (s.200.001 (8)(i),F.S.),which FloridaLaw
requires the OfficeofEconomic and Demographic Research
to report each year.
Lines 13 and 14
Millageratesare the maximum that could be leviedwitha
majorityortwo-thirdsvoteof the full membership ofthe
governingbody.Witha unanimous vote of the full
membership (three-fourths vote of the full membership if
thegoverningbodyhasnineormoremembers)ora
referendum,the maximum millage rate that can be leviedis
the taxing authority's statutory or constitutional cap.
