No. 128-99-10752Resolution No.^^"99-10752 RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA AUTHORIZING THE CITY MANAGER TO ENTER INTO AN APPLICATION FOR A GRANT FROM THE SAFE NEIGHBORHOOD PARKS BOND PROGRAM. WHEREAS,The citizens of MiamiDade County haveauthorizedtheissuance of general obligation bonds(the"Bonds")for the purpose of financing capital improvement programsforcertainparks,beaches,naturalareasandrecreationfacilities;and WHEREAS,Toimplementandgive effect tothebond program,MiamiDade County,Florida enacted Ordinance No.96-115,theSafe Neighborhood Parks Ordinance (the "Ordinance");and WHEREAS,Itisnecessaryand desirable toimprovethequality of life,tobenefit propertyvalues,topromote prevention of juvenilecrimebyprovidingpositive recreation opportunities,andtoimprovethe recreation facilities foryouth,adult,andseniorcitizensin this community throughtheimprovement of ourparksand natural areas;and WHEREAS,Inordertofoster those important values,theprojectsmorespecifically listedbelowhavebeenidentifiedfor reimbursement pursuant totheterms of the Ordinance; and WHEREAS,Pursuant totheterms of the Ordinance,the passage of this resolution andtheactscontemplatedbythis resolution are conditions to obtaining a grant;and WHEREAS,TheCity of South Miami wishestomake application for the grant moniesfortheproject(s)listedbelowsubjecttoalltermsandconditions of the Ordinance. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: Section 1.The City of South Miami hereby authorizes the City Manager to make application for a grant for the projects and inthe amount listed below,and in connection with such application to execute such grant agreement and other contracts and documents,to expend Safe Neighborhood Parks bond funds received for the purposes described in the funding request,to execute any necessary amendments to the grant application and contracts,and take such other acts as may be necessary to bind the City of South Miami and accomplish the intent of this resolution.Application shall be made with respect to each of the following project(s)Dante Fascell Park Project in the amounts set forth below: Grant Title Total Grant Dante Fascell Park $50,000 Section 2.The City of South Miami shall complete each of the Project(s)in accordance with the terms of the grant agreement,the Ordinance,and the administrative rules authorized by the Citizens'Oversight Committee (the "Committee")to implement the Ordinance.If the total cost ofa Project exceeds the value allocated in the grant,then the Page 2 of Resloution No.128-99-10752 City of SouthMiamiwill provide any supplemental funds required complete theProject.In the event that supplemental fundsare necessary for completion of a Project,as of thepoint in time thatitis known that supplemental fundsare needed,the City of South Miami will demonstrate that such supplemental fundshave been committed tothe Project prior toand asa condition of disbursement or further disbursement of grant funds.The requirement for the City of South Miami to provide any supplemental funds required to complete the Project may,at the sole discretion of the Committee,be modified in whole or in part bya reduction in scope of work consistent withthe Ordinance. Section 3.The City of South Miami recognizes and directs that any beach,park,or other public facility acquired,developed,rehabilitated or restored with bond funds, including the Project(s),shallbe open and accessible tothe public without discrimination asto race,color,gender,age,religion,belief,residence,national origin,marital status or disability. Section 4.Tothe extent allowed bylaw,theCity of South Miamishall commit any andallfunds,which maybe required to operate,maintain and provide programming at each park project upon its completion. Section 5.No substitution in capital project funding bythe City of South Miami shall occur asaresult of thegrantforwhichtheCity of SouthMiamiisapplying. PASSED AND ADOPTED this 8th day of June,1999. Twenty thousand dollars has beenallocatedforthe purchase ofnew park benches picnic tables,ADA accessible amenities and trash receptacles tobe used throughout allourcityparks.The latter resulted fromtheunanimous passing ofresolution#312-98-10-580, "Safe Neighborhood Parks Grant",approved November3,1998. TheSafe Neighborhood Parks board has approved for the remaining $30,000 tobeusedtowardsdesperatelyneeded improvements at Dante Fascell Park. The existing TotLotis more than a decade old.The wear and tear of thousands ofchildren,the elements and Hurricane Andrew have caused extreme deterioration ofits'structure.AnewTotLot will definitely improve theappearanceof Dante Fascell Park and put smiles on many a child's face. The following isastatus report for City Park funding dollars: Brewer Park -Currently in theprocessof renovation through 1998 -1999,Parks &RecreationBudget. Dante Fascell Park -Pending Commission approval ofSafe Neighborhood Parks award. JeanWillisPark -Added landscapingandbenches,renovation through 1999 -2000,Parks&Recreation Budget. Open Space Park -$55,000awardedSafe Neighborhood Parks. PalmerPark-Continuing conversations with Sprint Telecommunications. Fuchs Park -Project $133,000.00 Grant project -90%completed.
