RESOLUTION NO.105-99-10729 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO CONTRACTS,CONCERNING TELECOMMUNICATIONS EQUIPMENT,AUTHORIZING THE CITY MANAGER TO DISBURSE THE SUM OF $5,221.83 TO MIAMI BUSINESS TELEPHONE CORPORATION FOR THE PURCHASE OF TELEPHONE COMMUNICATION EQUIPMENT,AND $1,377.75 TO BELL SOUTH BUSINESS FOR THE INSTALLATION OF NEW ESSEX LINES FOR EMERGENCY BACK-UP COMMUNICATIONS FOR THE POLICE DEPARTMENT,AND CHARGING THE DISBURSEMENTS TO ACCOUNT NUMBER 110-1310-513-4620,"HURRICANE FUND-MAINTENANCE AND REPAIRS,OPERATING EQUIPMENT". WHEREAS,the Public Works Departmentrequiresasuitable telephone system to performtheirdailyoperationalfunctions,andthePolice Department requiresadependableback up system to communicate during emergencies,and; WHEREAS,theState of Florida Department of Management Services developed the technical specifications forthe proposed system,and; WHEREAS,forthe systems requiredthe technical specifications,the telephone serviceinfrastructure will alsohavetobe improved byBellSouth Business Services,thesole- source utility provider. BACKGROUND AND ANALYSIS The telephone system atthe Public Works Department is outmoded,and does not provide the required capacity and features to accommodate the departmental needs.While the City Hall systemwasrecentlyupgradedinterms of phonesetsandfeatures,PublicWorkscouldnotbe included because ofitsantiquated communications system. The upgraded telephone system at Public Works would notonly improve the administrative and operational functions,butwill provide a backup communications system forthe Police Department.Thisisan important consideration during emergencies,particularly inthe case of long-termtelephoneorpowerfailuresduetotropicalstormsorahurricane.If installed separately sucha back-up system (called a"route diversity"feature)wouldcostin excess of $25,000.00. Among the Public Works functions that will be enhanced asa result ofthe upgrade will bethe Building Maintenance Shop,the Motor Pool,and the administrative offices.The Department's growing responsibilities and diverse workload willbe served well by more modern and flexible telephone units and additional lines.An added benefit from switching tothis system isits access to Sun-Corn long distance service.This service will reduce long distance rates byan estimated thirty five percent.Another benefit from relocating the existing lines toan independent "Essex system"isthat additional "space"would be freed upatourCityHall telephone board for future telephone expansion. /Continued. CONCLUSION AND RECOMMENDATION An up-to-date,well-designed telephone system is absolutely necessary for the effective operations ofa department.This is particularly true in larger departments where minute-by- minute interactions withthe public,vendors,merchants and other departments occur almost continuously.The Public Works Department would retain their present main number (663-6350) sothatourresidentsandotherdepartmentswouldnotbeinconvenience.Theinclusion of a backup communication system forthe Police Department,andthe long distance service makes this expenditure cost effective.Approval ofthis upgrade tothe system is therefore recommended. Funding for these expenditures will come from account number 110-1310-513-4620,"Hurricane Fund-Maintenance and Repairs,Operating Equipment".The balance on the account willbe $3,210.49 afterthis expenditure. The CrisisLink*subscriber may make changes to the routing plan at the time activation is requested.The subscriber may changethenumberstowhichthecallsaretoberoutedandthe percentages ofcallstoberoutedtoother numbers.The subscriber cannot request activation on additional numbers tobe redirected atthattime. In order to restore the original call routing,the subscriber must contact the Company to deactivate the alternate routing plan. Anychangesmadetotheroutingplanatthetimetheplanwasactivatedwillnotberetained. The plan may be updated and changed ona permanent basis bythe CrisisLink'subscriber atany time thatthe plan isnot activated. B.The subscriber must establish a CrisisLink*routing plan for each location included in his serving arrangement for which traffic is to be rerouted. C.CrisisLink*test call capability allows a subscriber,whose CrisisLink*routing plan has been activated,to place a call to test the operation ofthe subscriber's normal service.In this manner,the subscriber may testhis facilities before initiating recovery. D.The CrisisLink*subscriber is required to specify a Callback Number and Verification Party Name(s)which will be used by the Company representative receiving arequestto activate,deactivate,ormodifya subscriber's CrisisLink*service to verify a request. A34.5.2 Definitions ARRANGEMENT A CrisisLink*serving arrangement consists of one or more routing plans that have been identified by the subscriber. ROUTING PLAN A CrisisLink*routing planisthe alternate call routing plan esablished bythe subscriber thatcanbe activated atthe subscriber's request. REDIRECTED NUMBER A redirected numberisanysubscribernumber included inthe CrisisLink*planforwhich incoming callswillbe rerouted when the plan is activated. A34.53 Regulations A.CrisisLink*service is available where facilities or arrangements permit. H.A twelve month minimum service period is required.Subscribers who prematurely disconnect will incur termination charges.These termination charges will be calculated by multiplying the number of months remaining inthe twelve-month periodtimesthe subscriber's monthly ratesforeachplan prematurely disconnected. I.A maximum of ten (10)Redirected Numbers can be included ina CrisisLink*plan.The subscriber may establish multiple plans per location if more thanten Redirected Numbers are required forthe subscriber's arrangement ata location. J.Each ofthe CrisisLink*subscriber's Redirected Numbers must reside ina Company central office. K.The CrisisLink*subscriber must subscribe to adequate exchange facilities to transport the calls routed to the alternate routing locations. L.The activated CrisisLink*service will remain active until the CrisisLink*subscriber requests to have original call routing restored. A34.5.4 Limitation of Liability A.CrisisLink"is intended to allow a subscriber to reroute incoming calls.It may provide help during some network affecting problems,such asacut cable between the end office and the subscriber's location.However,the Company does not guarantee the availability or reliability of CrisisLink*inthe event ofa network affecting disaster.Inthe event ofa network affecting disaster,CrisisLink*may function normally,may not function at all,orit may function unpredictably depending on what part of the network is affected andhow serious the affect is. C.Innoeventshallthe Company,norits agents,beliableforanylossesor damages ofanykind resulting from the unavailability ofitsequipmentor facilities orforanyact,omission,or failure of performance bythe Company,orits employees,oragents,inconnectionwiththisTariff.NeithertheCompany,noritsagents,shallberesponsibleforcallsthat cannotbecompletedasaresultofrepairor maintenance difficulties on Company facilities and equipment,noron equipment owned or leased bythe subscriber. BellSouth®AIN SMS Access service provides the capability for a customer to access the AIN Service Management System CD (SMS)inanefficientand flexible way unaided by BellSouth Telecommunications (BST)personnel orthe service order process.Oncethecustomerhas accessed theSMS,the customer can modify service subscription information,view service related information andaccessreports.
