A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO
RECOGNIZING THE HISTORIC SIGNIFICANCE OF
STILTSVILLE TO THE SOUTH FLORIDA COMMUNITY AND
SEEKING THE PRESERVATION OF STILTSVILLE;
PROVIDING AN EFFECTIVE DATE.
WHEREAS,Stiltsvilleisacommunity of sevenhomes located inBiscayne
Bayonemile south of KeyBiscayne.These structures are wood framed andrest
of steel reinforced pilings comingout of Biscayne Flatsand surrounded onall
sides by Biscayne Bay;and,
WHEREAS,Stiltsville ishistoricandunique having existed inits present
location foroverfiftyyearswithdistinctive architectural facades and brightly
colored,designedandengineeredtowithstandtherigors of amaritimeand
hurricane prone area;and
WHEREAS,Stiltsville is part of the culture of the SouthFlorida area
having been the backdrop formanybooks,films,television shows,aswellasother
artand literary projects;and,
WHEREAS,Stiltsvilleispart of theBiscayneBayecosystembyproviding
asanctuaryforseaand plant lifewhichdependsonthesestructuresfortheir
continued existence;and,
WHEREAS,Biscayne National Park,the National Park Service andthe
Department of the Interior havemadeaninitial decision notto extend theprivate
leasehold interest fortheseven remaining Stiltsville homes beyond July,1999;
and,
WHEREAS,the National Register of HistoricPlaceshas initially decided
nottoplaceStiltsvilleontheRegistry;and,
WHEREAS,Stiltsvilleisstronglysupportedby numerous community
groupsand organizations,aswellastheDade heritage Trust,Miami-Dade
County's largesthistoricpreservationsociety;Florida Department of Statewhich
stronglyrecommendsthatStiltsvillebeenteredintheNationalRegistry of
HistoricPlaces;University of MiamiRosenstielSchool of Marineand
Atmospheric Science;the Marine Council;Greater Miami Chamber of Commerce;

NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section 1.That theCity Commission recognizes the historic significance
of Stiltsville and its importance tothe South Florida community.
Section 2.ThattheCity commission appealstothe National Registry of
Historic Places to reconsider their decision which refused to place Stiltsville onthe
Registry.
Section 3.ThattheCity Commission requests the Department of the
Interior that special usepermitsbe immediately issued bythe National Park
Service granting existing leaseholders permission to continue to occupy and
maintain these historic structures.
Section 4.This resolution shalltake effect immediately upon approval.
