Section 1•The City Manager is hereby authorized to disburse to M.C.Harry
&Associates.Inc.asumnottoexceed$25,000.00foraCentralBusinessDistrictand
Residential Neighborhood Traffic Study and to invoice the Shops at Sunset Place for
the Study Expenses.
Section 2.This resolution shall become effective immediately after adoption
thereof.

The attached resolution seeks approval to allow the City Manager to disburse a sum not
to exceed $25,000.00 to M.C.Harry &Associates,Inc.(M.C.Harry),for services
related tothe performance ofa Central Business District and Residential Area traffic
study and to invoice the Shops at Sunset Place for the study expenses.
BACKGROUND
The Shops at Sunset Place is required,per the Development Order,to reimburse the City
any expenditure relative to necessary studies and reports as a direct result ofthe Shops up
to the issuance of the final Certificate of Occupancy.The City feels that it is critical to
retain a traffic consultant to collect real data,review and build upon the Shops earlier
traffic studies and to develop mitigating and traffic calming recommendations.
M.C.Harry,is one ofthe three "pre-approved"firms authorized by the City Commission
to provide consulting services on projects.In July,1998,this firm completed a "pre-
Sunset Place"traffic study focusing on the Central Business District (CBD).The Sunset
Drive Development Area Transportation Analysis resulted ina number of short-term and
long-term recommendations to improve traffic flow within the CBD.
Most of the recommendations have been "held"by Miami-Dade County pending the
initial opening of the Shops and a re-assessment of traffic impact based on actual data.A
comprehensive study based on actual conditions will be required before any permanent
modifications and or traffic improvements can be approved and put in place.
This resolution authorizes the expenditure of funds to accomplish this effort.The
attached Scope of Work will provide the collection and analysis of data as well as the
development ofalternative solutions.The Development Order provides for the City to be
reimbursed by the developer for the City's costs for further review of plans,studies,
reports,etc.uptothe issuance ofthe final Certificate of Occupancy.
The City would advance the funds required for this study from surplus cash.The
Development Order requires the developer to reimburse the City within 30 days of
invoice.
RECOMMENDATION
Approval is recommended.

SCOPE OF SERVICES
Task I-Date Collection
In orderto obtain baseline 'traffic data,Khniey-Hom &Associates will collect
me following data:
•Bi-directional,48-hour automatic traffic counts,summarized in 15-minute
intervals will be taken |at up to ten (10)locations.Speed will also be
sampledonthree(3)residentialstreets.
•Two-hour turning movement counts willbetakenatupto fifteen (15)
intersections.ThisincludesonehourduringAMpeakandonehourduring
the PM peakhour.
•Traffic volume data from previous studies within the study area performed
by Kimley-Horn and Associates,theCityof South Miami,and others.We
willalso obtain copies ofthe Miami-Dade County Average Daily Traffic
map.
•Traffic signal timing datawillbe obtained from Miami-Dade Public Works
Departmentforeach signalized intersection inthestudyarea.

Task II-Analysis
We will compile existing traific volume data from previous traffic studies,
Miami-Dade County traffic volume maps,and recent traffic counts taken bythe
City of SouthMiamito determine growth andthe redirection oftrafficwithin
mestudyareaduetothe opening ofthe Shops atSunsetThetraffic volume
data described in Task I will;also be used to perform segment and intersection
capacity analyses.The segment analysis willbe conducted usingthe FDOT
Level ofService Manual andwillbeusedto determine existingLOSon
roadwayswithinthestudy area.
Highway Capacity Software.(HCS)or SIGNAL97 softwarewillbeusedto
performtheintersectioncapacity analysesforcritical intersections located
within the study area.The results ofthe capacity analyses will be compared to
those performed in previous'studies ina summary table to determine the impacts
ofthe opening ofthe Shops at Sunset.A comparative assessment willbemade
of the previous base traffic data against new traffic volumes taken after opening
ofthe"Shops".
The 85th percentile speed Will be determined on residential streets where speed
data was obtained.We wJUjalso determine the number and percent ofvehicles
exceedingtheexistingspeedlimitThis information,alongwithtrafficvolume
data,willbeusedto develop a traffic calming planwhich willbe aimed at
redirectingcutthroughtrafficbackontothethoroughfarestreetsandtheCBD
area.
Task in -Identify and Evaluate Potential Improvements and Traffic
Calming Options
Theresults from Tasks 1 and II will be used to identify potential modifications
tothestreetsystem in South Miami.These modifications will beoftwo types;
•traffic Calming for the:residential area and neighborhood.
•Capacity enhancements fortheCBDareaand thoroughfare streets.
Trafficandtravelspeedsontheresidentialstreetswillbestudiedanda series of
traffic calming options determined forthe neighborhood area.These
operational modification options will range from minor traffic impacts such as
entry signage and graphics tomoredrastic measures such as traffic dlverters at
keyintersections.
FortheCBDareaand thoroughfare streets withinthestudyareawe will identify
potential traffic operational improvements and capacity enhancements thatcan
be accomplished basically >vithin existing right-of-way andwithminimalorno
negative Impact to existing parking.We willalso prepare preliminary
