AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI,FLORIDA,FIXING THE MILLAGE AT 6.373
WHICH EXCEEDS THE ROLLBACK RATE BY 6.31%AND RESULTING IN
DECREASE OF THE PROPERTY TAX RATE IN THE CITY OF SOUTH
MIAMI,FLORIDA,FOR THE FISCAL YEAR 1999/2000.
WHEREAS,pursuant to section 200.065,Florida statutes,tax assessments forallreal
propertywithinthe jurisdiction of theCity of SouthMiamiforthefiscalyear1999/2000has
been made bythe property appraiser forDade County;and,
WHEREAS,pursuanttotheabove-citedstatutoryprovision,theMayorandCity
Commissionarerequiredtoadoptatentativeandthereafterafinalmillagerateforthetaxing
jurisdiction of the City of South Miami;and,
NOW,THEREFORE,BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section1.ThereshallbeandherebyislevieduponrealpropertyintheCity of South
Miami,Florida,atax of 6.373millsonthe dollar forthefiscalyear 1999/2000 forthe
operation expenses of the government of theCityforthefiscalyear beginning October 1,
1999,and ending September 30,2000.Thismillagerate exceeds the rollback rateby
6.31%.
Section 2.This ordinance shall take effect on October 1,1999.

The attached ordinance establishes the millage at 6.59 mils on real property in the City of South
Miami for the 1999/2000 fiscal year,beginning October 1,1999 through September 30,2000.
This millage rate is the same as the current year's rate and exceeds the rollback rate by 9.92
percent.
Section 200.065 of the state statute requires the percentage increase in millage over the rollback
rate be discussed first during the budget hearing before any other issue.During this discussion,
the City Commission is required to hear comments regarding the proposed increase and explain
the reasons for the proposed increase over the rollback rate.Furthermore,the same statute
requires the adoption of the tentative or final millage before the tentative or final budget is
adopted.
