No. 180-01-11328RESOLUTION No.:1 80-01 -11328 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTHMIAMI,FLORIDA,AUTHORIZINGTHECITYMANAGERTOENTER INTO AN AGREEMENT WITH MIAMI-DADE COUNTY FOR A ONE YEAR ROUTINE MAINTENANCE OF THE LUDLAM GLADES AND BROAD CANAL FOR AN AMOUNT NOT TO EXCEED THIRTY-EIGHT THOUSAND NINE HUNDRED THIRTY-ONE DOLLARS ($38,931). WHEREAS,the Mayor and City Commission ofthe City of South Miami,Florida,wishes to provide routine canal maintenance along the Miami-Dade County canal (Ludlam Glades and Broad canal) systemswithintheCity;and WHEREAS,a Memorandum of Agreement has been created between Miami-Dade County andthe City ofSouth Miami forthepurposeofsharingthecostofthe routine maintenance;and WHEREAS,Miami-Dade County shall provide canal maintenance services asset forth in the Memorandum of Agreement for the Ludlam Glades Canal,from SW 52nd Street to SW 80th Street and for theBroadCanalfrom South-side ofSW 58th StreetculverttoSW 64th Street;and NOW,THEREFORE,BEIT DULY RESOLVED BYTHE CITY COMMISSION OFTHE CITY OF SOUTH MIAMI,FLORIDA,that: Section 1:The City Manager is authorized to enter into an agreement with Miami-Dade County for the routine canal maintenance. REQUEST: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH MIAMI-DADE COUNTY FOR A ONE YEAR ROUTINE MAINTENANCE OF THE LUDLAM GLADES AND BROAD CANAL FOR AN AMOUNT NOT TO EXCEED THIRTY-EIGHT THOUSAND NINE HUNDRED THIRTY-ONE DOLLARS ($38,931),PROVIDINGANEFFECTIVEDATE. BACKGROUND: We have negotiated the attached one-year agreement with Miami-Dade County for routine maintenance of Ludlam Glades and Broad Canal systems.Unlike the previous agreement without acostcapforthe maintenance,this agreement was negotiated for $38,931.With this agreement,Miami-Dade County will provide Culverts (above &below)maintenance,Chemical Treatment and Obstruction Removal services during the year.In addition tothe services tobe provided by Miami-Dade County,we are currently requesting for proposals from private contractors for Trash/Debris removal,Biological Control,Bacteria Monitoring,Water Testing and Border Grass &Brush Control to water's edge.As a result,this is the beginning ofa comprehensive routine maintenance program for the canal system with the City. RECOMMENDATION: It is recommended that the City Commission approve the funding for the work to be performed. ATTACHMENTS: •Proposed Resolution a Copy of Agreement with Miami-Dade County MEMORANDUM OF AGREEMENT This Memorandum of Agreement byand between Miami-Dade County Stormwater Utility (Utility)and theCity of SouthMiami(City)ismadeforthepurpose of sharingthecosts of routine maintenance of theMiami-DadeCountycanalsthatservetheCity of SouthMiami. Thecanal maintenance responsibilities andagreementconditionsfortheCity of SouthMiamiandthe Miami-DadeCounty Stormwater Utility areasfollows: 1.-ThisAgreementiseffectiveOctober1,2001andterminatesSeptember30,2002. 2 .-Definition of terms: CulvertCleaningAboveWater:Shallmeanremovinglitterandmowingthegrassoverthe width of theright-of-wayintheareaimmediatelyovertheexistingculvert,aswellas,removing floatingdebrisatthe culvert mouth. CulvertCleaningBelowWater:shallmeanmechanically removing largedebrisandmaterials depositedimmediatelyinfront of theculvertmouthaswellaswithintheculvertpipeitself. HerbicideChemicalTreatment(AquaticWeedControl):shallmeanapplication of herbicidesin secondarydrainagecanalstoreducetheamount of aquaticvegetationforthepurpose of providing adequateflowforflood protection purposes. MechanicalHarvesting(AquaticWeed ControD:shallmeanthephysicalremoval of aquatic vegetationforthe purpose of providing adequateflowforflood protection purposes.Thisservicecan onlybeperformedincertainsecondarydrainagecanalswhereaccess,canaldepthandwaterdepth allowthespecialized equipment,required forthisservice,tobeused. BankSlopeMowing:shallmean occasional mowing of certain canalbanks within canalright- of-waysandcanalmaintenanceeasements,whereaccessisnotprohibited;thepurposeofwhichisto abatethe growth of woody vegetation thatwouldprohibitaccesstothecanalbylarge maintenance equipment inthe event of a natural disaster,or other emergency.
