RESOLUTION NO.1 37-Q1-11285 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE YEAR CONTRACT WITH BELLSOUTH FOR THE BASE MONTHLY COST FOR THE (PRI)CITYWIDE TELEPHONE LINE IN AN AMOUNT OF $934.10 A MONTH AND CHARGING THE DISBURSEMENT TO ACCOUNT 001-2100-519.4120 TITLED NON DEPARTMENTAL COMMUNICATION TELEPHONE SERVICE. WHEREAS,the telecommunications system isan essential element of the City's and Police Departments services; WHEREAS,the telecommunications three-year main voice line (PRI) contracted base price has expired; WHEREAS,the new proposed contract base amount of $934.10 a month; WHEREAS,thenew proposed contract amount of $934.10 may fluctuatependingonadditions,deletionsorchangesofcitywide lines; NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA: Section 1.The City Manager be,and hereby is authorized to disbursemonthlybasepaymentsintheamountof$934.10toBellSouth forthe next three years,effective September 30,2001. Year 2001/2002 $11,209.20 Year 2002/2003 $11,209.20 Year 2003/2004 $11,209,20 Section 2.This amount willbe charged to account 001-2100- 519.4120 titled,Non Departmental communication telephone service. The Subscriber agrees to pay the Company for the provision of the Service based on the selected length of term described in the tariff.This monthly rate will continue for the elected Service Period and will not be subject to Company initiated change duringthisperiod. The Service Period,monthly recurring charges,and non-recurring charges for this Agreement are detailed in the Service Attachment. In the event the Service is terminated prior to the expiration of the Service Period,the Subscriber shall pay Termination or Cancellation Charges as specified in the tariff.The appropriate tariff sections shall govern moves of service,upgrades to ahigherlevelof service,and changes in jurisdiction. TheService Attachment describes thequantityof Service the Subscriber hasordered.Should the Subscriber desireto addor change Service,the Company agrees todosounderthe terms and conditions of the tariffandthe Subscriber agreestopayanyadditionalcharges resulting from thechangeor addition. In the eventtheServicerequestedbytheSubscriberiscancelled prior toestablishmentofService,butafterthedateof ordering reflected herein,the Subscriber is required to reimburse the Company for all expenses incurred in handling the request before the notice of cancellation is received.Such charges will notexceedthesumof all charges lha'would apply ifthework involvctrtrrcomplying with therequesthadbeencompleted. The Subscriber agreestopayanyaddedcosts incurred bythe Company dueto Subscriber initiated change in the location ofthe requested Service priortothe time the Service is installed. Atthe expiration oftheService Period,the Subscriber may continue the Service according to renewal options provided in the tariff. Service Periods mayalsoberenewed prior to expiration in accordance with regulations andratesthen in effect. If the Subscriber doesnotelectan additional Service Period,ordoesnotrequest discontinuance ofthe Service,thenthe Service will continue atthe monthly rate in effect for month-to-month rates atthetimethe Service Period expires,oras specified in the tariff. SuspensionofServiceisnot permitted for therequestedService. Service may be transferred to another Subscriber atthesame location upon prior written concurrence from the Company. The new subscriber to whom the Service is transferred will be subject to all tariff provisions and equipment configurations currentlyin effect forthe present Subscriber. ISDN is delivered through two types ofuser interfaces:the Primary Rate Interface (PRI)and the Basic Rate Interface (BRI).Each consists ofa number of 64 Kbps B (bearer)channels coupled to one D (data)channel.B channels are used to transmit voice,video,or data.D channels areusedassignaling channels aswellasfordata transmission.BasicRateISDN has two 64 Kbps B channels and one 16 Kbps D channel.Primary Rate ISDN has twenty- three 64 Kbps B channels and one 64 Kbps D channel. These channels allow you to connect more than one device,such as a PC,a phone,and a fax, to the line.You can then perform multiple tasks simultaneously,such as placing a call and sending a fax,or transmitting a data file and receiving a call.You can also combine the B channels into a single channel and achieve ISDN's top speed for sharing data files and Internet access. ISDN provides an economical and flexible approach to implementing communications services,such as telephone,facsimile,data communications,and image transmission,by means ofa digital transmission network where all signals are converted to digital signals at theuserinterfaceandremaindigital end-to-end. PRI's inherent value lies in its flexibility to integrate multiple voice,data and/or video transmission channels over the same facility and to provide flexible capacity on demand which eliminates the need for single-use trunks.PRI also provides digital end-to-end connectivity,and faster call setup.This service is most commonly used for customers who need to handle large volumes of incoming calls (for example,customers with call centers and/or large PBXs,and Internet service providers).PRI is also used often for customers utilizing Calling Line Identification (CLID)and Calling Name Delivery information.Less common applications for PRI are video conferencing and LAN access.PRI can be used ata host site to terminate traffic from remote locations that use Basic Rate ISDN and/or analog modems. The basic channel stmcture for PRI is 23 B channels and one 64 Kbps D channel.The 23 B channels are used for outbound,inbound,and two-way network access for voice,video,and data information.The 24th channel is the D channel,the signaling channel,which allows sst equipment and the BeilSculh network to exchange information that is needed to originate, terminate,or chahgeuTe stale of voiceand/ordatacalls. PrimaryRate ISDN Service Options •Voice/Data Option allows transmission of voice,data,andvideo.ThisPRI service usually interfaces with a PBX to enable companies to better handle largecall volumes. •Digital Data Only (DDO)allows transmission of digital data calls only.This PRIservice usually carriesvideotraffic. •Inward Data Option (IDO)allows transmission of inward analog and digital data calls only.This PRI service is designed for Internet service providers and corporate LAN sites to terminate dial traffic. •Extended Reach Service (ERS)is available for the Inward Data Option.
