WHEREAS,theCity Commission desiresto retain consultants toprovide
ProfessionalGeneral Engineering Services;and
WHEREAS,pursuant to Florida Statute287.055theCity published a Notice for
Professional General Engineering Services and received atotal of fourteen (14)
responses;and
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1:That theCity Commission authorizes theCity Manager to negotiate andto
execute three separate professionals services agreements with:

BACKGROUND:
LastyeartheCityinitiatedaprocess of selectinga number of consultants under
MiscellaneousProfessionalServicesAgreementsinfourdifferentprofessional
categories.Selection of Engineeringconsultantsarerequiredtobedoneinaccordance
withFloridaStatutes 287.055 (Consultants'Competitive Negotiation Act).Thesepre
selected consultants will be used,as funding is made available,for miscellaneous
projects,basiccost of whichdoesnotexceed$500,000oraplanningstudyactivityof
whichthefeefor professional services doesnot exceed $25,000.The execution of these
Miscellaneous Services Agreements nowaycommitstheCitvtoanv minimum amount of
fees and or guarantees anv work.
Withtherecentgrantsandlegislative appropriations receivedforprojects,suchasWater
MainImprovements,Drainage&Roadway Improvements,itisessentialthatwesecure
Professional Engineering Consultants inotherto immediately implement theprojectand
meettheestablishedtimeindicatedinthefundingagreements.
A total of fourteen (14)firms submitted for consideration.A committee consisting of Mr.
W.Ajibola Balogun,Director of Engineering &Construction,Mr.Eduardo A.Vega,
Miami-DadeCountyAssistantPublicWorksDirector,Mr.OrlandoMartinez,Public
WorksDirectorandAssistantCityManagerSubrataBasu recommended thefollowing

The City ol South Miami will receive letter of interest and qualifications
for various future projects,per specifications and scopeof sen/ices,until
3:00pm.July 16.2001.Interested firms must submit qualification package

33143.Anyqualification package submitted pastthe deadline and/or sub
mitted to other locations or offices shall be deemed non-responsive and

Pursuant toChapter 287.055,Florida Statutes,the City of South Miami
will retain consultants to provide professional General Engineering Ser
vices (Civil.Roadway.Drainage and Environmental)for miscellaneous
city projects.In order to fulfill such needs and meet the requirements for
quick response and specialized services,the City intends to retain three
(3)-qualified firms.Each selected firm shall enter into an agreemert for e

The general scope for the professional general engineering services as
follows:
a)Roadway Engineering to include streets,sidewalk,curb,gutter,
drainage,associated traffic control devices,stripping,lighting!
speed reduction devices and incidental landscaping.
b)Drainage Design includes the necessary analysis needed to im
plement proposed drainage improvements,preparation of paving
and drainage plan lor municipal building and facilities.
c)Civil Engineering,to include Distribution (Watermain)system anal
ysisand design and Sanitary SewerSystem Evaluation andde
sign.
d)Environmental Engineering,to include,site investigation and de
sign needed to prepare remediation plans to mitigate underground
storagetanks,hazardouswaste materials andasbestos materi
als.

DESCRIPTION OF THE FIRM
Organized m 1981,Consulting Engineering &Science has grown to become a leading
consulting engineering firm,servicing clients throughout Florida,the southeastern United
States and the Caribbean.While initially established to render civil and environmental
engineering services,the capabilities of the firm and its staff have expanded to cover the
specialized fields ofstructural engineering and coastal engineering including hydrographic
modeling and coastal structure design.
The firm's assignments fall into three general categories:Environmental Services*Civil
Engineering and Design;and,Coastal Engineering and Design.These encompass the
preparation of Development of Regional Impact and Environmental Impact studies
environmental permitting,Phase I and Phase II Environmental Site Assessments and
Contamination Assessments,residential and commercial site development and docks
marina and coastal structures.Our services include preparation of planning studies and
reports;preparation of final drawings,specifications and other contract documents;and

Our environmental services cover all aspects of the planning and implementation of
environmental impact and assessment projects of all types.Our services include
