The presentation of Arts &Crafts in a festival setting on the
main commercial artery of Downtown South Miami.The purpose of
this event is to promote and expose our beautiful and vibrant
shopping district and the fiity at large.This is the seventeenth
edition of the festival and it has been recognized as one of the
top events of its kind in the country.

The Red Sunset Merchants Association wasoriginallyformedin 1952 astheSunsetDrive
Association.The statedpurpose of the Association wastoengagein "practices that will build up
theshoppingdistrictasa whole."TheshoppingdistrictthenincludedthefourblocksonSunset
Drive from US1 to Red Road.
Since then,the boundaries of theassociationhavegrownto encompass theentire downtown
shopping district,whilethemission of the association hasgrownbeyond promoting thewell
being of itsmemberstothebetterment ofthecommunityasawhole.
Aside fromSafeStreets Halloween,theassociationhasalso produced the South Miami Arts and
CraftsFestivalannuallysince1983.Thisfestivalnotonlypromotestheareaandprovidesamajor
source of revenuefortheassociationbut30percent of therevenuegoestotheSouthMiami
RotarytosupportitsprogramsintheCity of SouthMiami.
The associationalsofounded Santa's Parade of Elves.The paradeis now puton by the city but
the RSMA stillpaysthe insurance cost.Overthe years the association has sponsored the Police
Officer of the Month,the South Miami Gray Ghosts,the City's 4th of July Celebration and
supplied theholiday decorations throughout downtown.TheRMSAwas also a sponsor ofthe
Charette that spawned the Hometown Plan,aswellas,Charette IIandboughtthe streetlights for
the Dorn Avenue project.Most recently,the merchants were sponsors of theGunLock Giveaway
program and provided gift certificates to area restaurants tobeusedfortheGunBuy-Back
program.
The Red Sunset Merchants Association is committed to mamtaining thecharming hometown
character of Downtown SouthMiamiandensuringthearearemainsaspecialplacetolive,work
andshop.

application and recommended granting the applicant a total award of $18,736,consisting

forthe 1999 holidaydecorations,$1,592for 1999 SafeStreetsHalloweenand$6,000for
a marketing initiative,withthe condition thatthe funding ofthe marketing initiative,
whichtheBoardconsideredan"operationalcost",beaone-timeexception;and
WHEREAS,the Mayor andCity Commission of theCity of South Miami support
communityevents,programsanditsHometown.

BACKGROUND AND ANALYSIS
The Red/Sunset Merchants Association (the "Association")submitted a Cultural and Community
Grants Program Application totheCity of SouthMiamiwhich sought funding of $246,800for
various events and activities.Recognizing thatthe request contained many exciting andmuch-
needed initiatives but far outstripped thefunding available forthe Cultural and Community
GrantsProgram,Commissioner Russellrequested that MayorRobainaconveneapublic
workshop on the matter.
OnApril10,2000,theMayorandCityCommissionheldapublicworkshopregardingthe
Association's funding request,allowingmerchants,residentsandcity officials todiscussthe
currentstatus of theAssociationandthedowntown,toidentifyneedsandopportunitiesandto
exploreimplementationstrategies.The meeting wasverypositiveandenabledtheCityand
Association totakea critical firststeptowardspositioningthe Association and downtown for
greater success.
Asaresult of thedialoguebetweenthe Association andCity,theAssociationpresentedarevised
grant application totheGrants Advisory Board on April 12,2000.The application requested a
total award of $24,736,consisting of $9,644 for the 16th Annual South Miami Arts and Crafts
Festival,$1,500forthe 1999 holidaydecorations,$1,592for1999SafeStreets Halloween and
$12,000 foramarketinginitiative.
Inits deliberations,the Grants Advisory Board clearly supported the funding of theholiday
decorations andwell-knownevents,butwas hesitant tofully fund the marketing initiative,which
it considered tobe "operating costs".Therefore,the Board voted 5-0 to recommend a total
award of $18,736,consisting of $9,644 for the 16th Annual South Miami Arts and Crafts
Festival,$1,500 for the 1999 holiday decorations,$1,592 for 1999 Safe Streets Halloween and
$6,000 for a marketing initiative with the condition that the funding of the marketing initiative be
a one-time exception.Thisis summarized below.

Sinceits inception,The Red Sunset Merchants Associationhasbeenamajorbooster of
theCity of SouthMiami.Through advertising,through contributionsto and
volunteeringforcity sponsored eventsand programs and the production of ourown
festivalsandholidays celebrations,wehave endeavored toshowcaseourspecialcity.
Thepast two yearshavebeenespeciallychallengingforboththe merchants and the
city,what with themonumentalmodification of our cityscape andthe mostly
unwarranted negativepublicity associated withthese changes.Consequently,a major
advertisingandpublicrelationscampaignis required.
The RSMA hasrecentlyappliedforamorecomprehensive grant tohelprealizethis
goal.Thecity commission and administration along withthe merchants islookingfora
consistent and fertilesource of fundingforthismutuallyrecognized imperative.
However,as we havesomeimmediateneeds,weare requesting yourconsideration of
the following items:
•1.In February,the merchants association put on the 16th annual South Miami
ArtsandCrafts Festival.Thiseventisconsistentlyrecognizedasone of top
shows of its typeinthecountry.The totalbudgetfor this event was
$55,525.00.We arerequestinga grant of $9,644.00,including$3,59900for
police,$4,045.00 forpublicworksand$2,500.00towardsthe advertising
expense of $10,000.00.
2.Every holiday season,for as longascanberemembered,the RSMA has
provided the decorationsandentertainmentfordowntownSouthMiami.For
1999,the association spent $3,132.00 on decorations,advertising and
caroling.Weare requesting a grant of $1,500.00..
3.Inthemid 1980's,cavities and indigestion were no longer theonly concerns
parentswere confronted withon Halloween;the RSMA stepped in and
created Safe Streets Halloween.An instant success,thiseventprovided a
secureenvironment for children totrick or treat andawonderfuldepiction of
our city.Aside fromthecost of candy for the individual merchants,expenses
forthe1999eventwere $2,145.25.We are requesting a grant of $1,592.00,
including$814.00 for police,$643.00 forpublicworksand$135.00 for
permits.
4.Inordertoplanand implement our marketing initiative,the creativity and
expertise of a professional public relations and advertising firm is essential.
Weare requesting $2,000.00 amonth for six months,a total of $12,000.00 to
retain such services.
Inpastyearsthecityhassponsoredandcontributedtotheseaforementionedeventsand
activitiesandlastyearwe received a grant toemployapublic relations firm.Weused
these fundsto create advertising,whichwethen paid to place in area publications.
We appreciateyourpastassistanceandyourconsideration of thisyear'sproposal.
Togetherwecanpreserveandadvancethis incomparable cityweall treasure.
EveryyeartheRedSunset Merchants Association presents avariety of events for the
benefit of thecity,merchants,and residents;aswellas,for the enjoyment of the general public.
SafeStreets Halloween andthe annual South MiamiArts and CraftsFestival areamongtwo of
themost popular,well attended,and prominent venues associated withtheCity of SouthMiami.
SafeStreets Halloween,nowinitstwelfth season,provides children,parents,and area merchants
the opportunity toenjoythe Halloween experience ina safe and attractive atmosphere.The
annual SouthMiami Artsand Crafts Festival,nowinits seventeenth year,isa ranked and.
celebratedfineartsandcrafts festival whichis popular among artists from alloverthecountry,
andwell attended by people from all parts of South Florida.Every year,this show is a successful
presentation of art,entertainment,musicandfood.Thisiseventisalsoalarge fundraiser for
charities associated with Rotary of South Miami.

Sundays on Sunset was devised as a way to make Sundays a more dynamic day in
Downtown South Miami and another way to promote the area in general.The project is proposed
for every Sunday from November through April (the cooler months)from 8:00 am to noon
Sunset Drive would be closed from 57th court to 58th court with music at 58th avenue and tables
and chairs dispensed on the rest of the street.Also street vendors will be selling coffee bagels
croissants,muffins,etc,as well as newspapers from around the globe.This event wou'ld draw
people from around Miami-Dade County and could gain such notoriety as to become a tourist
destmation.
Once the streets re-open at noon,a supply of customers will be available to the
merchants.It is the stated goal of the city for the merchants to be open or Sundays This is a
great way to make this a worthwhile enterprise.
