Asaresult of thedialoguebetweenthe Association andCity,theAssociationpresentedarevised grant application totheGrants Advisory Board on April 12,2000.The application requested a total award of $24,736,consisting of $9,644 for the 16th Annual South Miami Arts and Crafts Festival,$1,500forthe 1999 holidaydecorations,$1,592for1999SafeStreets Halloween and $12,000 foramarketinginitiative. Inits deliberations,the Grants Advisory Board clearly supported the funding of theholiday decorations andwell-knownevents,butwas hesitant tofully fund the marketing initiative,which it considered tobe "operating costs".Therefore,the Board voted 5-0 to recommend a total award of $18,736,consisting of $9,644 for the 16th Annual South Miami Arts and Crafts Festival,$1,500 for the 1999 holiday decorations,$1,592 for 1999 Safe Streets Halloween and $6,000 for a marketing initiative with the condition that the funding of the marketing initiative be a one-time exception.Thisis summarized below. However,as we havesomeimmediateneeds,weare requesting yourconsideration of the following items: •1.In February,the merchants association put on the 16th annual South Miami ArtsandCrafts Festival.Thiseventisconsistentlyrecognizedasone of top shows of its typeinthecountry.The totalbudgetfor this event was $55,525.00.We arerequestinga grant of $9,644.00,including$3,59900for police,$4,045.00 forpublicworksand$2,500.00towardsthe advertising expense of $10,000.00. 2.Every holiday season,for as longascanberemembered,the RSMA has provided the decorationsandentertainmentfordowntownSouthMiami.For 1999,the association spent $3,132.00 on decorations,advertising and caroling.Weare requesting a grant of $1,500.00.. 3.Inthemid 1980's,cavities and indigestion were no longer theonly concerns parentswere confronted withon Halloween;the RSMA stepped in and created Safe Streets Halloween.An instant success,thiseventprovided a secureenvironment for children totrick or treat andawonderfuldepiction of our city.Aside fromthecost of candy for the individual merchants,expenses forthe1999eventwere $2,145.25.We are requesting a grant of $1,592.00, including$814.00 for police,$643.00 forpublicworksand$135.00 for permits. 4.Inordertoplanand implement our marketing initiative,the creativity and expertise of a professional public relations and advertising firm is essential. Weare requesting $2,000.00 amonth for six months,a total of $12,000.00 to retain such services. Inpastyearsthecityhassponsoredandcontributedtotheseaforementionedeventsand activitiesandlastyearwe received a grant toemployapublic relations firm.Weused these fundsto create advertising,whichwethen paid to place in area publications. EveryyeartheRedSunset Merchants Association presents avariety of events for the benefit of thecity,merchants,and residents;aswellas,for the enjoyment of the general public.
