A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,RELATING TO STREET TREE
MAINTENANCE,AFFIRMING TO THE BOARD OF
COUNTY COMMISSIONERS THAT SHOULD
MIAMI-DADE COUNTY ADOPT AN
ENVIRONMENTALLY CONSCIENTIOUS STREET
TREE COMPREHENSIVE MASTER PLAN,THAT
THE CITY OF SOUTH MIAMI SHALL PROPERLY
MAINTAIN ANY STREET TREES IN PUBLIC
RIGHTS-OF-WAY WITHIN OUR MUNICIPAL
LIMITS SUBSEQUENTLY INSTALLED PURSUANT
TO THAT PLAN.
WHEREAS,theMayorandCity Commission of theCity of SouthMiamiadopted
ResolutionNo.236-00-11128 onNovember21,2000,petitioningMiami-DadeCountytoadopt
anenvironmentally conscientious StreetTreeComprehensiveMasterPlan,and;
WHEREAS,theMayorandCityCommission of theCity of SouthMiamibelievesthat
theCity of SouthMiamishouldworkinpartnershipwithMiami-DadeCountyinsuchan
important endeavor,and;
WHEREAS,thecareandupkeep of streettrees,particularlywithrespecttowatering,
fertilization,pruning,andmonitoringfordisease,isanimportantfiscal consideration in
protectingthe investment streettreesrepresent.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.The City of South Miami hereby affirms tothe Board of County
Commissioners that should Miami-Dade County adoptan environmentally conscientious Street
Tree Comprehensive Master Plan based uponthe recommendations set forthinthe
aforementionedCityResolutionNo.236-00-11128,thattheCity of SouthMiamishallproperly
maintain(i.e.,water,fertilize,prune,andmonitoringfordisease)anystreettrees,inpublic
rights-of-way withinour municipal limits,subsequentlyinstalled pursuant tothatplan.
Section2.Thisresolutionshallbeeffectiveimmediatelyuponadoption.

REQUEST
The attached resolution would affirm tothe Board of County Commissioners that should Miami-
Dade County adopt an environmentally conscientious Street Tree Comprehensive Master Plan,
thatthe City of South Miamishall properly maintain (i.e.,water,fertilize,prune,and monitor for
disease)any street trees within theCity subsequently plantedbytheCounty.
BACKGROUND
Asyouwillrecall,theCitypassedaresolutiononNovember21,2000(No.236-00-11128)that
petitionedMiami-DadeCountytoadoptanenvironmentallyconscientiousStreetTree
ComprehensiveMasterPlan.Asaresultofthatresolution,andtheexpressedinterestinthis
issue expressed bytheDade League of Cities,subsequent conversations havetakenplacewith
key personnel of Miami-Dade County.A concern expressed byCountystaffisthelack of fiscal
resourcestomaintainstreettreesoncetheyareinstalled-severalexampleswerecited where*
nativetreesinstalledincounty rights-of-way subsequently diedfromlack of adequatecare.
PROPOSAL
Because of thisconcernexpressedbythe County staff,andin furtherance ofgoalof working
withtheCountyinapartnershiptowardthegoalsexpressedinResolutionNo.236-00-11128,the
CityofSouthMiami,throughadoption of theattachedresolution,wouldtakeoverthe
responsibility of maintainingstreettrees(watering,fertilization,pruning,andmonitoringfor
disease)withinourCity subsequently planted pursuant toa Comprehensive Master Plan.

ANALYSIS
This resolution would cover onlynewly planted street trees,andonlythose planted pursuant to
an environmentally conscientious Street Tree Comprehensive Master Plan.The reason for thisis
partlytoprotectthe City's limitedstaffingresourcesfrombeingoverwhelmed,but primarily this
resolution is meant to serve asan incentive tothe County to adopt a Street Tree Comprehensive
MasterPlan.Suchanincentivewouldbe considerable shouldevery member of theDade
League of Citieswouldadoptsimilarresolutions,andtheCity of SouthMiamicouldbealeader
insuchaneffortthroughtheadoption of thisresolution.
Itisfeltthatthe existing City staff is capable of properly caringforany new street trees
subsequentlyplantedbytheCounty.Aswithanynewlyplantedtree,thecriticalneedisto
water thetreeuntilitis established,afterwhichonly periodic careis necessary.As demonstrated
bytheCityfollowingthelarge-scaleLiveOakandSatin Leaf plantingsinpreviousyears,the
City's staff isfullycapable of handlingsuchundertakings.
RECOMMENDATIONS
ApprovalofthisresolutionisrecommendedtoserveasanincentivetotheCountytoadoptthe
recommendations of Resolution No.236-00-11128.
