A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,SUPPORTING
THE MISSING ANGELS INITIATIVE;URGING ALL MIAMI-
DADE MUNICIPALITIES TO PARTICIPATE IN THE
NATIONAL MISSING CHILDREN'S DAY;"PROVIDING AN
EFFECTIVE DATE.
WHEREAS,theformer United StatesPresident Ronald Regan signeda
resolution declaring the 25th of May as "National Missing Children's Day"in
1984;and
WHEREAS,fromthatday,thenumber of missingchildrenhasnotbeen
reduced,onthe contrary ithas increased,andtheproblem isn't being faced
correctly;and
WHEREAS,Every three minutestwo-children are reported asmissing
according toastudydonebytheUnited States Justice Department;and
WHEREAS,MissingAngels,a local organization thatinthelastthree
years identifiedmorethan 150 missing children intheUnited States;and
WHEREAS,MissingAngleswillbeholdingthe first annual
commencement of National MissingChildren'sDayatBayfront Park onMay25,
2001.
WHEREAS,ThisFirst of itskindeventtakingplaceinMiami-Dade
County will serve to celebrate such an important dayaswellas bring awareness
andeducatethepublicaboutthe reality of missingchildreninourcountry.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section1.ThattheCity supports theMissingAngle Initiative.
Section2.TheCity Clerk is directed to provide acopy of this resolution
toMiami-Dade County municipalities.
Section3.ThoseMiami-Dademunicipalitiesareurgedtosupportthis
initiativeby participating intheeventand adopting a similar resolution "National
Missing Children's Day.
Additionsshownby underlining and deletions shownby ovorstriking.
Section 4.This resolution shalltake effectimmediately upon approval.

The justice department reports that every three minutestwochildrenarereportedmissingin
this country andthisproblem,they say,continues togrow.Itisnot every day that we get the
chance tohelpinthis arduous cause offindingmissingchildrenanduniting them with their
parents.For that reason,Iamhonoredtohavejoined Missing Angels,a local organization
that in the last three years has been able toidentify more than 150 missing children in the
U.S.Finding missingchildrenisahuge responsibility,butifwealllendahandtothis cause
andthis organization,wecanmakeadifference.In1984 former United States President
RonaldReagansigneda resolution declaring May 25thNationalMissingChildren's Day.On
that same daythis year Missing Angels will beholdingthefirst annual commencement of
National Missing Children'sDay at Bayfront Park.This will bethefirst event ofitskindin
Miami-Dade to celebrate such an important day and to educate the public about the reality of
missingchildreninourcountry.Icommend City of Miami CommissionerJoe Sanchez and
Miami-Dade Commissioner Jimmy Morales as wellas the Miami-Dade County School Board for
supporting Missing Angels.Iamhonoredtobepartofthe Missing AngelsinitiativeandI
inviteyoutohelpmakea difference in these families'livesbyjoiningmeandthemany great
people who have been touched by this tragedy,at Bayfront Park on May 25th from 9a.m.to
3:30 p.m.,when we will celebrate National Missing Children's Day.

The Missing Angels Inc.,advocacy organization for children in conjunction with thecity
of South Miami,invite with hopeful anticipation of full attendance,anyandallMedia
representatives tothe"NationalMissingChildren'sDay"ceremonytobeheldat
BayfrontParkbeginningat9:30a.m.Friday,May25,2001.
The commemoration of thisdayiswiththefocusto educate,informand sensitize our
community tothe reality ofthehigh proportion of runaway and missing children.The
goalisto reduce the staggering statistics which showupto eighty-seven children reported
missing per hour.Tothat extent,free registration ofall minors by way of digital
fingerprintingandphotographingwilltakeplace.
This event will take place under the auspices and support of:Miami-Dade County
Citizen's Crime Watch,Miami-Dade County Mayor and Commissioners offices,City of
Miami.Miami-DadeCountySchoolBoard,City of WestMiamiandotherSouthFlorida
counties and municipalities aswellasstateandfederal authorities.
The program will include speakers and presentations by expert authorities working
directly inthisfield of preadolescent and adolescent trauma.Political and volunteer
figures of organizationslendingtheirsupportwillalsobeavailablefor information.Live
entertainment will provided by Radio Station Y-100.Inthis context,we intend to present
a technological and innovative system we believe offers one of thebest alternative
methods to protect our children.The eventwillalso feature informational booths and
service vendors throughout thepark.

The former United State President Ronald Regan signed
•-resolution declaring the 25th of May as "National Missing
Jmldren's'Day"in1984.
From that day,the number of missing children has not
been reduced,on the contrary it has increased,and the
problem isn't .being faced correctly.Every three minutes
i.wo Children are reported as missing according to a study
cone by the U.S.Justice Department.
We have shared the pain of the parents whose children are
Kissing;our mission is to resolve the crisis of missing
Children through prevention and recovery.
Our experience is based in the training of Angela Jimenez
as Private Investigator who together with the Journalist
P&tty Agosto have resolved directly or indirectly around
1.0 Missing Children cases during the past tree years
The development of this function constitutes
meticulous and arduous work of investigation and diffusion,
wfcich requires elements that often are not in our hands

We can mention cases whose culmination was described,
UJce the successful location of a minor of 16 years old
that disappeared at 6 months of age,he was a "victim of
abduction-by his mother who changed her name and registered
a«a single mother with a the purpose that the father could
not locate the minor.
In the same way we can mention the case of teenage
resident of Miami,who ran away around the middle of
i-ebruary,being found during a nighttime surveillance and
intense investigation that lacked the support required in
these cases.She was rescued from the hands of group that
cause psychological traumas.
That is the reason of our support to the city of South
Miami Mayor,Mr.Julio Robaina,who recently proposed the
project of law "Alert Amber"which already counts on the
support of different cities of South Florida,non-profit
organizations,and of course with collaboration of the
Mayor of Miami-Dade,Mr.Alex Penelas.
