BACKGROUND: Intherecent months therehavebeen numerous complaints abouttraffic intrusion,speeding, volume of traffic in various neighborhoods.One of the neighborhoods that is impacted isthe area bounded by Sunset Drive in the south,62nd Avenue in the east,64th Street in the north and Brewer Canal onthe west.TheCityhas obtained a proposal,copy attached,from Marlin Engineering,Inc.to do a Traffic Mitigation Study for a cost of $24,455.00.This amount will be drawnfromtheaccountnumber 001-0000-245-1000,whichisanescrowaccountforplanning studies. Task 2:Community Outreach and Public Involvement Thepurpose of thistaskistoinformresidents of thestudyareaaboutthe project andencourage their involvement inthe Traffic CalmingStudy.Themaingoal of theoutreach program isto communicatewiththeresidentsandexplaintheavailabletraffic calming techniques and strategies.Twopublicmeetings (workshops)are anticipated.Thefirstonewillbeaworkshop whereprosandcons different trafficcalmingmeasureswillbeintroduced,aswellastraffic calming experiences ofother cities.Also,residents are encouraged ask questions and comment ontheir perception with differenttraffic calming alternatives.Residents'concernswillbe reviewed carefully to determine the extent of current problems,and develop public support for traffic calming mitigation measures and improvements within the city.The second meeting will beto inform thepublicabout specific recommendations and results ofthestudy,aswellasthe implementationplan.Ameetingwith commissioners willalsobescheduled.Thelocationfor the public workshops and related public information will be coordinated withthe City. Traffic Calming Proposal 7;\Plannmg\City ofSouth MiamiXProposalwpd Task 3:Traffic Calming Analysis The purpose ofthistaskisto identify problem areas and review potential traffic calming measures.A key element forthe success ofa traffic calming program isto identify and determine the magnitude of perceived problems inthe study area.The magnitude of existing problems willbe determined throughfield observations andthereview of previous aswellas currently conducted traffic studies if available.Cut-through,speeding,high volume,and safety are usually themain determinants oftrafficcalming measures.Several modelswillbe developed to determine the magnitude ofeachproblem,individually,according tothe Miami-Dade County criteria for traffic calming studies. Task 4:Selection of Traffic Calming Alternatives The purpose ofthistaskisto develop andassign specific traffic calming solutions to individual locations.After identifying locations withactual problems,appropriate trafficcalming measures willbe selected foreachlocation.The selection of traffic calming measures willbein accordancewithMiami-DadeCountyNeighborhoodTrafficManagementProgram.Traffic calming devices may include butnotlimitedtotraffic circles,speedhumps,speed tables,semi- diverters,right-inright-out diverters,mid-block medians,road narrowing,diagonal diverters, brick pavers,chokers,neckdowns,horizontalalignment changes,andturn restrictions.Selected trafficcalmingalternativeswillbepresentedto Miami-Dade CountyPublicWorks Department forpreliminaryapproval. Task 5:Preparation of Study Report The purpose ofthistaskistoprepareaTrafficCalmingReportforthestudyarea.Findings and recommendations of thestudyincludingcostestimateswillbedocumentedinreportformand submittedtotheCity of SouthMiamiforreviewandapproval.Receivedcommentsfromthe City and/or theCountywillbeincorporatedinthefinalreport.
