The attached resolution is sponsored by Mayor Julio Robaina and Commissioner Randy Wiscombe,seeks
approval for co-naming of SW 57th Avenue from US 1to SW 74th Street after South Miami Police Officer L.
Daniel Schulz.
BACKGROUND
Officer DanSchulzwasbrutallyattackedinOctober1987byagang of youthsonRedRoadinfrontofthe
former site of theAMCTheaternowShops of Sunset.Danwasworkingextra-dutywhensomeonealerted
him toa problem outside the theater.When he responded to help,thejuvenilegang turned on him,and a
scuffle ensued.Ashefoughtwiththeteenagers,someofthemwerearmedwithknives,infacttwoboysand
one girl;brothers andsister stabbed him below and above the bulletproof vest.The offenders were juveniles
in ages raging from 12 to 15.Duetohis extensive injuries hewas rushed toJackson'straumacenter where
he recovered and afew weeks later he was sent home to continue his treatment tofull recovery.But 41 days
after the stabbing incident,onNovember27,1987,he passed away athomefromaheartattackfromthe
recent trauma.
ANALYSIS
The proposed scheme would have the name of the police officer placed above the street or avenue number
within thestreet sign.Miami-Dade County onthe designated intersection within the boundaries ofthe
thoroughfare will install this new sign.The attached resolution specifies the avenue and boundaries tobe
named "Officer L.Daniel Schulz Avenue".
The proposal to co-name this avenue isa joint effort of the Miami-Dade Police Benevolent Association,
Miami-Dade County and the City of South Miami.Miami-Dade County approved the designation on May
23,2000 (Attached).
The expense for the new street signs will be less than $1,000.00.They will be fabricated by the County
Public Works Department.
Funding for this disbursement will come from Account No.112-1730-541-4640 "Local Option Maintenance
and Repairs of Streets and Parkway.This account currently has a balance of approximately $12,000.00
remainingfor thefiscal year.
RECOMMENDATION
The City of South Miami Commission and Administration strongly believe that this police officer should be
honored and remembered.The City of South Miami will be the first municipality in Miami-Dade County to
implementthishonor.
Approval is recommended.

members to have streets in Miami-Dade County renamed in honor of law enforcement officers
whowere killed intheline of duty.After much researchandseveral meetings,the Miami-Dade
County Commission approved such aprojectand adopted an ordinance that outlines aprocedure
tobeginthe renaming process.The renamingprojectis now under way inthe County;infact,the
street that houses our building along with the Miami-Dade Police Department,Northwest 25th
Street,was renamed "PBA Memorial Boulevard."We were very honored by this action,andlet
it serve as a constant reminder of our fallen brothers and sisters.
We now are appealing to you in hopes thatSouthMiami will bethefirst municipality to join in
andendorsethisproject.We alsoare contacting other municipal mayors inan effort togaintheir
cities'endorsement of theproject.We are enclosing alist of the proposed streetstoberenamed
inhonor of the officers anda copy of the Miami-Dade County Ordinance foryour review.We

CommissionerAlonsonotedCommissionerDiazde la Portifla's proposed amendmentwas
unacceptable.She clarified thattheintent ofthis proposed ordinancewastohonorthose
employees whose liveswereconstantlyplacedatriskin the Oneof duty.
Commissioner Burke askedthatan appropriate ordinance besubsequently prepared by the County
Attorney toapplytoany County employee who gavehisor her life in the line of duty,withthe
family's approval
Inresponsetoquestions raised by Commissioner Ferguson regarding whetherthis ordinance would
beautomaticallyappliedtoanyofficeror firefighter whodied ?n theline ofdutyortospecific
tadrvidnal(s),County AttorneyGinsburgadvisedthatrecommendationsspecificallydetailingthe
name oftheperson(s)to whom thisordinancemight apply;includingwhetheritwassupportedby
the family,wouldbe prepared bytheCountyManagerandforwardedforCommitteereviewpriorto
consideration bytheBoard.Mr.Ginsburg alsopointedoutthatamajorityvote oftheCommission
would be required lo approve this proposed ordinance.
In response to Cfcrnmissknier Reboredo's inquiry regarding theexistingrulewhich provided thata
street could only be named inhonor or the deceased and mo^be approved bya 5C^phis one vote
oftheresidentsresidingonthat street,Mr.Ginsburgadvisedthattheordinancebefore(heBoard
today would supersedetheresolution relating tothe50%rule.Additionally,henotedthisproposed
ordinance would provide more flexibility forthe administration because in addition to
recommending the name ofindividuals),the County Manager wouldalsorecommendan
appropriate right-of-way.
CommissionerFerguson askedthaten appropriate Administrative Orderbe picpaicd bytheCounty
Manager to accomplish the intent ofthe proposed ordinance and forwarded for the Board's review.

The County Manager shall present theBoard of County Commissioners with a resolution
proposing thenaming of an appropriate public right of way or portion thereof in honor of any
Dade County police officer,firefighter or corrections officer who gives bis or her life in the
line of duty.Such resolution shall be considered at public hearing and maybe adopted bythe
Board upona favorable voteofa majority of the commissioners present.«
Section 2.Ifany section,subsection,sentence,clause or provision ofthis ordinance is
held invalid,the remainder of this ordinance shall notbe affected by such invalidity.
Section 3.Itisthe intention ofthe Board of County Commissioners,anditis hereby

and be made a part of the Code of Metropolitan Dade County,Florida.Tne sections ofthis
