A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OFTHECITYOFSOUTHMIAMI,FLORIDA,RELATINGTO
ELECTIONS;REQUESTING THE MIAMI-DADE COUNTY
BOARD OF ELECTIONS TO UPGRADE ELECTION
EQUIPMENTANDREQUESTINGTHEFLORIDA
LEGISLATURE TO ADOPT UNIFORM STANDARDS FOR
BALLOTDESIGNANDCOUNTINGBALLOTS;PROVIDING
AN EFFECTIVE DATE.
WHEREAS,theMayorandCity Commission of theCityofSouth Miami,
along with citizens of therestofthe Nation,are distressed bythe confusion and
uncertaintythatresultedinthe2000PresidentialElection;and
WHEREAS,confusion and uncertainty,in part,resultedfromtheuseof
antiquated equipment and technology in some counties,including Miami-Dade
County,and from a lack of uniformity in ballots and standards for counting ballots
to eliminate overcounting and undercounting votes;and
WHEREAS,the Mayor and City Commission encourage responsible
government officials to bring uniformity,simplicity and clarity to voting
procedures;and
WHEREAS,the Mayor and City Commission desire Miami-Dade County
to upgrade election equipment and further desire the Florida Legislature to adopt
uniform standards for ballot design and for counting ballots.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OFTHE CITY OF SOUTH MIAMI,FLORIDA;
Section 1.The Miami-Dade County Board of Elections is requested to
upgrade election equipment and evaluate the cost,simplicity of use,and
effectiveness of using optical scanning technology,and to install new equipment
and complete voter education by the next presidential election in the year 2004.
Section 2.The Florida Legislature is requested,atits year 2001
legislative session,to uniform standards for ballot design and for counting ballots
to simplify voter candidate choices,avoid voter confusion,speed up the process of
voting and vote counting,and to eliminate undercounting and overcounting votes.

Section 3.Certified copies ofthis resolution shallbe transmitted,within
threedays of itsapproval,by die CityClerktotheGovernor of theStateof
Florida,the President of theSenateandSpeaker of theHouse of theFlorida
Legislature,theMayor of Miami-DadeCountyandtheMiami-DadeCounty
Supervisor of Elections.
Section 4.This resolution shalltake effect immediately uponapproval.
