A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,RELATING TO FUNDING ARTEXPO 2001;
AUTHORIZING THE DISBURSEMENT OF FUNDS IN THE
AMOUNT OF $2,000 AND THE PROVISION OF "IN-KIND"
SERVICES IN THE AMOUNT OF $7,500 TO THE

WHEREAS,the Cultural AffairsCouncil of South Miami,Incorporated,
submitted a Cultural and Community Grants Program Application to the City of South
Miami for ArtExpo 2001;and
WHEREAS,members of the Grants Advisory Board have reviewed the
application and recommended approval of thegrant;and
WHEREAS,the Mayor andCity Commission of the City of South Miami support
ArtExpo 2001.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI:
Section 1.The City Manager is authorized to disburse the sum of $2,000
and provide "in-kind"services inan amount of $7,500 totheCulturalAffairs
Council of South Miami,Incorporated,from account #01-2100-519-9910,entitled
"Contribution—Special Events".
Section 2.This resolution shalltake effect immediately upon approval.

BACKGROUND AND ANALYSIS
The Cultural Affairs Council of South Miami,Incorporated,submitted a Cultural and
Community Grants Program Application totheCity of South Miami for ArtExpo 2001.The
eventwill occur January 6-7,2001,between9amand5pmonthe portion of SunsetDrive
fronting City Hall.
WhiletheGrants Advisory Boarddidnothaveaquorumduringits November and December
meetings,thosememberspresentatthemeetingsrecommendedfundingtheeventsatthesame
levelasthe previous year.
The disbursement of the cash andthefunding of the "in-kind"services would be charged to
Account #01-2100-519-9910,entitled"Contribution—SpecialEvents".Theavailableaccount
balanceis$67,700;the resulting balancewouldbe$58,200.

The3rdannual ArtExpo SouthMiamiartsshowwillbe presented onJanuary 6-7,
2001;on Sunset Drive and US-1,infrontof,SouthMiamiCityHall,6130
SunsetDrive,an outdoor event;open dailyfrom9amto5pm,both days—free
of charge to the public and accessible to those with physical challenges.
ArtExpo South Miami isa fine arts and crafts show in which the local,nationa
and international artists will showcase theirworkin Miami-Dade County and in
the municipality of South Miami,presently underserved culturally.Theshow's
missionisto showcase as many diciplines ofthe visual/performing artstothe
residentsand visitors ofthe Miami-Dade County as possible inthe hometown
settingof South Miami.Artist's showcased at ArtExpo South Miamiareofthe
highest quality fromthelocalareaandregionssuchasNewYork,Virginia,
Wisconsin,California,the Carolinas,as well as from other parts ofFlorida.
Our reputation for excellence is evidenced in the work of such artist as Louis
Ullman (from South Miami)whose taught atthe Miami ArtCenter,Miami-Dade
Community College,FIU,andis currently teaching at the University ofMiami.
In addition to the main fine arts and crafts exhibition,the show focuses on
such community building and family-art-oriented activities for the youth and
old,including those physically challenged;from painting contests and murals,
sandpainting and scupturing to storytelling and jazz/dance/classical contests.
The storytelling will use the disciplines of written and oral history,folk-
life,cultural anthropology and literature to investigate how the preservation
and development of the indigenous folk art of the Haitian,Cuban,Native
American,African American,Caribbean,Mexican,Asian and South American
cultures have reflected the past and present struggles of these ethnic groups
to make Miami-Dade County their home.These special activities will be
conducted by Candice Russell,Curator of the Haitian Museum of Art and Tommy
Scott Young,artist in residence for Georgia and South Carolina Council ofthe
Arts.Also,there will be strolling and singing by a diverse number of local
and national performing artists.Live music by the Bobby Ramirez Combo;ethni
dance presentations by dance chorus from South Miami High School;and a
delectable variety of ethnic foods from selected vendors.
ArtLoversmay browse or purchase fine art/crafts or simply enjoy themusic/
dance performances.Collectors can invest in Patron Purchase Award Certificat
and bid on selected art works at the Media Unveiling Gala.The oil on canvas
painting commissioned by the Cultural Affairs Council of South Miamibyartist
Xavier Cortada will beon display.A collaborate mural named Cultural Missior
willbealsoon display.this mural was reproduced for ArtExpo's South Miami'
commemorate poster.

PROJECT CHAIRPERSON:JORGE L.GARCIA
Jorge L.Garcia is a graduate of Florida International University,with an AA
degree,BS and a MBA,served as liaison for Florida International University and
was a key pioneer of the Orange Bowl Marathon.Mr.Garcia is an entrepreneur
with several successful ventures such as Sunset Cobbler,Art World Promotions Inc
and Harvard Enterprises,Inc where he presently serves as President.Mr.Garcia has
been very active in the cultural development and nourishment in South Dade
County,South Miami and South Gables.In 1994,he pioneered the Cultural Affairs
Council of South Miami,becoming the first cultural representation for the City of
South Miami in its history -also he accomplished awareness and opportunities for
tourism forSouth Miami throughoutSouth Florida andthe National and
International sectors with the South Miami Jazz,Holiday and Mother's Concert
presentations.Mr.Garciahasservedaspresidentofthe Red Sunset Merchants
Association,FIU Alumni director,South Miami Hospital Associate Board,active
member of the foundation for Miami Children's Hospital and the Miracle Network
Telethon aswellasinvolvementwiththe SouthChamber andtheCoral Gables
Chamber ofCommerce,Miami Conventions and VisitorsBureau.
PROJECT MANAGER:JAVIER A.ACOSTA
Javier A.Acosta is Executive Director and General Manager for Sunset Cobbler,a
retailservice business in Downtown SouthMiami.Mr.Acostahasa B.S.from
Florida International University.Also completing seminars on marketing,public
relations,P.C,advertisingand accounting.Mr.Acosta isthe Vice Presidentforthe
Cultural Affairs Council of South Miami founding the arts scholarship,concession
agreements and sponsorship awareness including butnot limited to public speaking
on matters ofthat concern theartsat Metro Dade County Commissioners andthe
Cultural AffairsCouncilfor Metro aswellasattheArts Council atthe state level.
Also,Mr.Acostahas served on theBoardofDirectorsoftheRedSunsetMerchants
Association ofSouthMiamiforseveralyears.AmemberoftheFIUalumni;
presently serves onthe board ofthe Cuban American Club,Puente and the Cuban

PROJECT ARTIST DIRECTOR:WANDA HAMMON
Wanda Hammon has served the South Miami Community for approximately 17
years,a business owner in the Downtown South Miami back in the 70's,Wanda
Hammon has been in the arts all her life.Presently she directs the Coconut Grove
Art Festival at St.Stephen's Church,as served in the Festival Committee for the
Red Sunset Merchants Association's Craftsmen's Festival,South Miami Arts &
Crafts Festival and the co-producer of the South Miami International Arts &Crafts
Festival,her expertise expands three generations of artist and crafts people from
aroundthe globe.Presently shesitsonthe Board oftheArtistGuildofSouth
Florida and Mt.Dora's Festival in central Florida.

Marie LaRussa isassistant Vice Presidentof Gibraltar Bank,FSB.Ms.LaRussa is
veryactiveintheSouthDadeCultural Community.Shehasservedasdirectorof
the Red Sunset Merchants Association,Fellowship House,Coral Gables Chamber of
Commerce and is active with Miami Children's Hospital foundation.Presently,she
is executive treasurer of the Cultural Affairs Council of South Miami and ZANTA.

ThepurposeforwhichtheCulturalAffairsCouncil of SouthMiamiisorganizedare:
Toshowcaseperformingartists of allagesbycreatingandprovidingconcertseriesandspecial
eventslocatedinMiami-DadeCounty,Florida.Theconcertserieswillgiveemergingperforming
artiststheopportunityto perform,togain experience by performing inpublicandtoprovidethem
withtheexposurethatwillfurthertheirartistic achievements.Toenhancethewell-being of the
community byprovidingtheopportunitytoattendconcertsand special artseventsthatareboth
convenientandwhichtheentirefamilyandpeople of allagesandbackgroundscanattend,
includingthosewithphysical/mental disabilities.
Beginningwith December's 1994,HolidayCarolingonSunset,thentheSouthMiamiFirst
EverJazzBashonApril 1995,and Mother's SerenadeatSunsetinMay,totheSouth Miami*s
Fourth ofJuly Extravaganza onJuly 4,1995/96 tothenewlydevelopedvenueArtExpoSouth
Miami in1999,theCulturalAffairsCouncil of SouthMiamihas successfully providedfivemajor
events,since1994,alleventsarefree to theSouthFloridacommunityanditsvisitors.
After these first years,andwithfourmajoreventsenductedasannualeventsfortheCity of
South Miami,the Cultural Affairs Council of South Miamiwill continue its commitment to
educatetheyoungandoldwiththepricelessriches oftheartsbyprovidingadditional
presentations/workshops andseminarsatarea recreational facilities andparks.At present,the
Council ispreparingand planning aseries ofworkshopsforthe public andprivate institutions of
educational culturalTVprogramswiththeassistance of CableVision and WLRN17.
ThecontinuesparticipationandsupportbytheCity of South Miami hasenabletheCultural
Affairs Council of SouthMiamitoestablishthegoodwillnecessarytoattractthe enthusiasm from
the community tocomeoutandenjoyoutdoorculturalpresentationsinahometown setting,
allowing for development and awareness ofthe performing arts among the public and otherwise
enrichthelocalcommunityanditsvisitors.
