No. 231-00-11124RESOLUTION NO.231-00-11124 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO THE CITRUS CANKER ERADICATION PROGRAM;CALLING UPON THE STATE OF FLORIDA TO ESTABLISH A TREE CANOPY COMPENSATION FUND TO PROVIDE JUST AND FAIR COMPENSATION TO MIAMI-DADE COUNTY RESIDENTS WHOSE TREES HAVE BEEN ERADICATED BY THE DEPARTMENT OF AGRICULTURE AND TO PROVIDE FUNDING TO CITIES IN MIAMI-DADE COUNTY TO REESTABLISH THE DECIMATED TREE CANOPY IN THEIR COMMUNITIES;PROVIDING AN EFFECTIVE DATE. WHEREAS,the eradication of citrustrees under the Florida Department of Agriculture's Citrus Canker Eradication Programin Miami-Dade County isan issue of majorconcerntoallresidentsandthevarious municipalities within Miami-Dade County;and WHEREAS,the Florida Department of Agriculture has declared astate emergency and quarantine of SouthFloridainorderto protect the8.6 billion dollar citrus industry fromthe bacteria thatcausescitruscanker; Xanthomonasaxonopodis Pv.Citri(Asian-Strain);and WHEREAS,an estimated 1,000,000 citrus trees have or will be eradicated in Miami-Dade County under theFlorida Department of Agriculture's Citrus Canker Eradication Program;and WHEREAS,this eradication hasplacedmajor hardships on residents and denuded thetree canopy incities;and WHEREAS,theState of Floridaisprovidingonlya limited-use $100.00 certificateperresidence,regardless of thenumber of treeseradicated,as compensation;and WHEREAS,theseeffortsareclearlyinadequate. NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA; Section1.TheCityCommissioncallsupontheState of Florida andthe Florida CitrusIndustrytoestablisha just andfair compensation grantprogramfor Additions shown by underlininganddeletionsshown by overstriking. residents thatwill provide sufficient fundingto replace allcitrustrees eradicated duetothe Citrus Canker Eradication Program. Section 2.The City Commission further calls upon the State of Florida andtheCitrus Industry to establish a matching grant program forlocal municipalities toenablethemto immediately beginto replace thetreecanopy decimated bytheCitrus Canker Eradication Program. Section 3.The City Commission encourages all other municipalities to support similar resolutions ineach of theircities. Section 4.This resolution shalltake effectimmediately upon approval. Section 2.The Miami-Dade League of Cities further calls upon theState of Florida and the Citnis Industry to establish a matching grant program for local municipalities to enable them to immediately begin to replace the tree canopy decimated by the Citrus Canker Eradication Program. Section 3.The lVfiami-Dade League of Cities encourages all municipalities to support similar resolutions ineach oftheircities.
