WHEREAS,theHispanicHeritageCouncilsubmittedaCulturaland Community
GrantsProgramApplicationtotheCity of SouthMiamifortheHispanicHeritage
Festival 2000;and
WHEREAS,on September 6,2000,theGrants Advisory Board reviewed the
application and recommended an award of upto $10,000;and
WHEREAS,theMayorandCityCommission of theCity of SouthMiamisupport
community events and programs,suchasthe Hispanic Heritage Festival,which
positively impact the quality of life enjoyed bythe City's citizens.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI:
Section 1.The City Manager is authorized to provide "in-kind"services
inan amount upto $10,000 from account #01-2100-519-99.10,entitled
"Contribution—Special Events",tothe Hispanic Heritage Council.Inc..forthe
Hispanic Heritage Festival 2000.
Section 2.This resolution shalltakeeffect immediately upon approval.

BACKGROUND AND ANALYSIS
OnOctober24.1999,the Hispanic Heritage Festival washeldinSouth Miami forthefirsttime,andit
wasa tremendous success.Anestimated50,000peopleattendedtheeventtocelebrateHispanic
cultureandenjoydowntownSouthMiami.
Thisyear'seventis scheduled for October 22,2000 and will again be located on Sunset Drive,
betweenRedRoadandUS 1.Thegrandfinale "fiesta"of HispanicHeritageMonthwillbefreeand
opentothe public.Activities,which include music,arts &crafts,food and dance,will begin at Noon
and continue until 9:00 p.m.
On April 5,2000,the Hispanic Heritage Council submitted a Cultural and Community Grants Program
Application to the City of South Miami in order to receive in-kind services,such as police and waste
disposal,for the event.The application requested in-kind services inan amount of up to $10,000.
On September 6,2000,the Grants Advisory Board reviewed the application and recommended
approval.
The funding of the in-kind services would be charged to Account #01-2100-519-99.10,entitled
"Contribution—Special Events".The available account balance is $75,000;the resulting balance
would be $65,000 or more.

The Hispanic Heritage Council,Inc.isduly registered asa non-profit organization in accordance
with the laws ofthe State of Florida and the Federal Government (501)(c)(3).Itis governed bya Board
of Directors,duly elected,representing distinguished community members of diverse ethnic backgrounds
and cultures,sharing responsibilities without remuneration.In addition,we rely ona capable and
professional staff andan executive director.
The celebrations of the Hispanic Heritage Festival have been held annually since 1973.The
purpose of thiseventisto celebrate the contributions madeby Hispanics tothe cultural and economic
development of thisnationandsharethosetraditionsandfolklorewithresidentsandvisitors of South
Florida.Undoubtedly,one of the largest and most successful Hispanic festivals intheU.S.,the Hispanic
Heritage Festival has becomeknown worldwide for its presentation of a first rate special events.
Because of its international flavor,theFestivalhasattractedthe attention and received extensive
press coverage from the local,national and international media.Asa result of the festival's growth in
recent years,Advertising Age ranked the festival among thetopten Hispanic festivals inthe United States
and Travel &Events USA rankedthe festival amongthetop40eventsinthe nation.Itisalsoone of the
oldest Hispanicfestivalsin the nation.
The Hispanic Heritage Council will produce its 28lh annual Hispanic Heritage Festival,composed
of a series of eventsheld during themonth of Octoberto celebrate the contributions madebythe
Hispanic culturetotheeconomic and cultural development of this nation andsharethose traditions and
folklore with residents and visitors of our community."Advertising Age"has ranked the Festival among
thetopten Hispanic festivalsintheU.S.and "Travel &Events USA,"amonthlymagazinefor travelers,
placed the Festival amongthetop40eventsinthe nation.This years events attracted approximately
350,000 localsand visitors.
The1999HispanicHeritage Festival willconsist of the following events:The National Poster
Contest held during themonths of April,May,and Juneto select the official commemorative poster of
this years Festival withover 100 entries from all overthe United States.Artworkis displayed during the
Hispanic Heritage Month.The Miss Hispanidad USA Pageant onAugust 13th televised by Channel 51.
Theofficialopening of the Festival,"TapasonSeptember14attheDouglasEntrance Plaza,featured
famous Latin American and Spanish appetizers bysome of Miami's most popular restaurants,aswellas
Latin entertainment andfolkloric groups.The kick-off eventwill entertained over2,000community and
businessleadersfromhereandabroad.TheHispanicHeritageGala Ball,attheHotelIntercontinentalon
October 6lh,is the event where the Don Quixote Award will be presented toa world renown personality.
Closeto700local,nationaland international VIPs attendthisglamorousevent.The traditional
"Discovery of AmericaDay."anoutdoormusicandfood festival whichisfreeandopentothe public,
will be celebrated onOctober 8th at Bayfront Park with more than 50,000 people that attended between
12 noon and 9 p.m.On October 26,h the Hispanic Heritage Golf Classic will be held at Country Club of
Miamiattracting150playerstobenefittheHispanicHeritageScholarshipFund.TheLegacy of
Excellence Awards takes place on October 1l,h to honor 5 Hispanic families for their entrepreneurial
achievements and community service.
On October 22,h HFTF will bring to the South Miami community one of its most popular events,
"Festival of the Americas."This freefestivalwillbeheldat Sunset Drive between US1 and 57th Ave.
Festival of the Americas willfeatureagiantparty complete withLatinmusicalheadlinersinconcert,
spectacular performancesbyfolkloricgroups of variouscountries,foodandmusicfromeverycorner of
LatinAmerica,achildren'sactivitycenter,and array of samplers.Inaddition,theHispanic Heritage
Essay Contest held with the Dade County Public Schools andPrivate Schools duringthemonth of
October,involves thousands of studentseachyear.Thecontestcreateawareness of theHispanicculture

place on November 16,h at Nations Bank.

ELOY VAZQUEZ
The Hispanic Heritage Council,Inc.isa Non for Profit corporation
duly registered under the laws of the State of Floridaand the Internal
Revenue Service (501 -c-3).Its Executive Director is Eloy Vazquez.
Eloy Vazquezwas born in Spain and has been living in Miami for the
last30years.Pie isa university graduate inBusiness Administration.
Because ofhis large experience in special eventsandthe Hispanic
market,Vazquez has been invitedasaspeakerby prestigious
associations suchastheInternational Festival Association,The
Special Events Association,the Public Relations Society of America,
The Miami HispanicMedia Conference,Kiwanis Club,Lions
International and many others.
In 1973 Vazquez founded the Hispanic Heritage Festival,a yearly
month long celebration of Hispanic culture heldin various sites
throughoutthe Greater Miami area.Todaythe Hispanic Heritage
FestivalisconsideredoneofthetoptenHispaniceventsintheUSA.
Attendance to the HHF is close to half a million.
Due tothemany years of experience in handling large events,Vazquez
was contracted byDisneyWorldasFestivalManagerincharge of
folkloric groups for the inaugural ceremoniesofEpcotCenterin
Orlandoin1982.Inaddition,Vazquez wasthe entertainment
producer fortheAmericanSociety of TravelAgents International
Convention and for the Southern Governors Conference.
In1984 and 1985 Vazquez wasLocal Talent Chairman for the Miss
UniverseandMissTeenUSA Pageants providingentertainmentand
folkloric groups for the shows.Healso has been contracted to
coordinate VIP receptions on the Caribbean and Latin America
Conference attended byheads of governments,primeministers,
members of the consular corps and local elected officials.
In 1986 Vazquez wasappointedExecutiveDirectoroftheDiscovery of
America Quincentennial Committee whosemost important
celebration hasbeenthevisit of the Columbus1 carabelreplicasto
Miami,their first port of callin the United States.In addition,more
than 59 Quincentennial projects were coordinated by
Vazquez.Other projects include the Official Opening of the AT&T
Amphitheater.

The Hispanic Heritage Council publicizes the Festival througha multimedia,comprehensive
promotional campaign which includes the following:5,000officialposters (withcalendar listings),
15,000 brochures and 30,000 souvenir programs arepublishedand distributed atFestivalevents,
media,nationalPRandadvertisingagencies,tourismoffices,schools,consular offices,hotels,airlines,
GMCVB,alllocalandnationalsponsors,etc.Thesepromotionalmaterialsincludecalendarand/or
editorial information on all our events.
Inaddition,75,000 copies of aspecial advertising sectionby DiarioLas Americas dedicated
exclusively totheFestivalis published anddistributedeachyearoneweekpriortothe beginning of the
Festival.Also,100,000copies of a 10-page Festivalsupplementispublishedby Editorial Televisa,the
national Hispanic magazine network circulated intheUnited States and Latin America,and inserted inthe
Octoberissues of Cosmpolitan(inSpanish),Vanidades,TVyNovelas,etc.
Different English and Spanish pressreleases aswellas calendar listingsaredisseminatedto
local,nationalandinternationalnewsmediapriortotheeventandageneralmailingwithphotographsis
doneinJuneandJulytoalllocalandnational monthly travel publications.
TheHispanicHeritageCouncilalsoworkscloselywiththelocalEnglishand Spanish radioand
TVaffiliates.In 1998,theFestivalreceived 670 TV spots,1050radio spots,andover 200local,
national and international newspaper and magazine articles.TV stations whichran promotional
spotsandtalk shows ontheFestivalincluded Channels 7,17,34,41,and 51 as well as
