A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO
CONTRACTS,CONCERNING STREET IMPROVEMENTS,
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT WITH MIRI CONSTRUCTION CORPORATION TO
CONSTRUCT THE TWIN LAKE DRIVE PROJECT
IMPROVEMENTS ATACOST NOT TO EXCEED $150,000.00,
AND CHARGING THE DISBURSEMENT TO "ESCROW PW
FINANCIAL ASSISTANCE GRANT,ACCOUNT NO.111-0000

WHEREAS,adesignhasbeenpreparedtoaddressdrainage,environmental,and
landscaping improvements fortheTwinLakeDrivearea,and;
WHEREAS,Miri Construction Corporationhasbeenawardedacompetitivebidcontract
withtheCity of CoralGablesforstreetconstruction(ResolutionNo.29621),andhasperformed
satisfactorily fortheCity of South Miamithispreviousfiscalyear.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.TheCityManageris hereby authorized toenterintoacontractwith Miri
ConstructionCorporationbaseduponthe aforementioned City of CoralGablescontract.
Section2.The contract withMiriConstruction Corporation isnottoexceed
$150,000.00 fortheTwin Lake DriveProject.
Section 3.Thisresolutionshallbecomeeffectiveimmediatelyafteradoption.

REQUEST
TheattachedresolutionseeksapprovaltoallowtheCityManagertoenterintoacontractwith
Miri Construction,Inc.toconstructthe"TwinLakeDriveProject"drainage improvements,a
projectfundedthroughaState of Floridadrainage appropriation.
BACKGROUND
The "Twin Lake Drive Project"(located on SW 64th Avenue and SW 64th Place,from SW 58th
Terrace to SW 65th Avenue -see attached location map)is the most ambitious civil works
projecttobe initiated bytheCityindecades.
Intotal,thislatestdrainageinitiativewillimproveapproximately lA mile of roadway,installing
newdrainageinlets,constructingdrainageswales,andplantingstreettrees.Moreover,this
proactiveprojectwillachieveenvironmentalobjectivesneverbeforeattemptedintheCity—
drainageoutfalls(pipesdischargingtocanals)willbe"retrofitted"withpollutioncontrol
safeguards.
DRAINAGE &ENVIRONMENTAL GOALS
TheexistingdrainagesystemsinandaroundTwinLakeDriveconsist of inletsandunderground
pipingthatdischargesdirectlytothe nearby canal.However,norainwaterstorage,retention,
treatment,orfiltrationisprovided(suchasystemcouldnotbeapprovedtodayundercurrent
regulations).Thisexistingsystemalsofailsto address the stormwater drainageneedsalongthis
residential street,resultingin numerous complaints about flooded garagesandlong standing
waterinthe rights-of-way after storms.Itisforthisreason Twin Lake Drive was selected forthe
drainage improvements.

Beside flood mitigation,this project also addresses environmental preservation goals.The EPA
(through the Clean Water Act and the National Pollutant Discharge Elimination System)has
charged the City with the responsibility to proactively protect surface water quality in our canals.
As identified in our reports tothe EPA,the biggest culprit for water pollution is "direct
discharge"drainagesystemssuchastheoneatTwinLakeDrive.Thereasonisthatrainwater
can contain residual automotive fluids,lawn fertilizers,and pesticides;these harmful chemicals
are washed bythe rainwater into the canal through such "direct discharge"drains.Worse still,
these canals,in turn,discharge the industrial pollutants into the environmentally sensitive
BiscayneBay.
Our recent experience with manatees visiting our canals highlights the need to protect water
quality,andthe proposed Twin Lake Drive project will do exactly that through underground
retention weirs,oil/water separators,sedimentation chambers,andwater exfiltration systems
designed to filter and treat the stormwater runoff.It should alsobe noted that thisshallbe
accomplishedwithoutcompromisingfloodingconcerns.Theweirswillallowexcesswaterto
spill overintothe canal (thereby preventing the system from backing-up intothe streets),but
only after the water has been treated and filtered.
LANDSCAPING
Aswithanycivilworksprojectofthistype,most of the improvements willneverbeseenbythe
residents sincethe culverts,weirs,sedimentation vaults,etc.,arealllocatedbelow ground.
However,because thismulti-facetedprojectisalsomeanttoaddress aesthetics,thesurface
featureswillalsobeimprovedthroughfullroadwaypaving,grassswalereconstruction,andthe
addition of street trees.
Aunifiedlandscapingthemewhichemphasizesnativewetlandspecieshasbeenapprovedbythe
ERPB forthisproject.Wetlandspecieswereselectedtotakeadvantage of thesite-specific
hydrology(thewatertableisonlyfivefeetbelowthestreetsurface).Aone-pageschematic
sketch ofthe landscaping planis attached for reference (detailed 24"x36"civilplansare
availableuponrequest).Insummary,theplancallsfor:

Street trees are an infrastructure asset benefiting an entire community,and over fifty (50)street
trees are tobe planted for this project,making a dramatic improvement to the appearance of this
neighborhood,andourCity.
ANALYSIS
Miri Construction Corporation has provided street construction services for the City of Coral
Gables for the last five years,and currently has a one-year contract (with 2 one-year renewal
options)with Coral Gables for street construction.The City of Coral Gables has renewed their
contract withMiri Construction forFY 2000/2001,andthe purchase orderforthisworkisdueto
be issued on 10/2.A copy of that documentation will be available during the commission
meeting.
You should note that Miri Construction performed the "Lake Taco Bell"drainage improvements
(SW 78th Street &SW 63rd Avenue)as well as the "Lake Winn Dixie"improvements (SW 74th
Street and 59th Avenue)for the City.Miri Construction completed these difficult and innovative
projects ina timely fashion,and with the highest quality of workmanship.
Itis proposed to designate Miri Construction asthe contractor forthis project based upon their
unitprice contract withtheCity of CoralGables.Theamount of the contract wouldbe
$150,000.00,which represents thebasebidof $116,085.07 plusa 15%allowance for
landscaping costs(notincludedinthebid,contractorstillawaitingacostquotefromsub
contractors)anda 15%prudent contingency.
RECOMMENDATION
Thisinnovativeprojectwillbebeneficialtoboththeresidentsandthe environment,andfurther
demonstrate totheEPAtheCity's commitment towaterquality protection goals.The project
willalsobe immensely popularonce completed,duetothe drainage and landscaping
improvements.Approval of thisexpenditureisthereforerecommended.
The total expenditure would not exceed $150,000.00,and the disbursement would come from
"Escrow PWFinancial Assistance Grant",account number 111-0000-219-1810.This project is
under the FDEP State Appropriation Grant;this account willbe reimbursed by FDEP after the
project invoices are submitted.
