A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO;
PEDESTRIAN SAFETY;SUPPORTING MIAMI-DADE'S
PARTICIPATION IN THE NATIONAL WALK OUR CHILDREN
TO SCHOOL DAY;PROVIDING AN EFFECTIVE DATE.
WHEREAS,the International Agreement creating and establishing the
Metropolitan PlanningOrganization(MPO)fortheMiami Urbanized Area
requires that theMPOprovideastructuretoevaluatethe adequacy of the
transportation planning andprogrammingprocess;and
WHEREAS,theMPOGoverning Board has established the
Bicycle/PedestrianAdvisoryCommittee(BPAC)toadviseitonbicycle/pedestrian
matters;and
WHEREAS,the National SAFE KIDS Coalition Walk Our Children to
SchoolDayprogram focuses attention onthemanychildreninour community
whowalktoschoolwhomareatrisk of seriousinjuryordeathduringtheirdaily
commute;and
WHEREAS,in1999,300childrensufferedinjuriesand3werekilledin
pedestriancrashesin Miami-Dade County;and
WHEREAS,hundreds of childrencouldbesavedeachyearnationwide,if
each community takes steps to make pedestrian safety a priority by involving
parents and schools in examining the routes traveled by those students,that their
safety canbe improved by students'pedestrian education,identifying dangers on
present routes that can be corrected through municipal action;devising safer
alternaterouteswherepossible;and
WHEREAS,children,parents and community leaders in conjunction with
public and private schools in Miami-Dade County will be actively involved in this
event on October 4th;and
WHEREAS,theBPACwillevaluatedatafromparticipatingschools
gathered bytheDade County SAFE KIDS Coalition,andwill recommend
interventionstoincreasepedestriansafetytotheappropriateagencies.

COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;

THE REQUEST
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI,FLORIDA,RELATING TO PEDESTRIAN
SAFETY;SUPPORTING MIAMI-DADE'S PARTICIPATION IN THE
NATIONAL WALK OUR CHILDREN TO SCHOOL DAY;PROVIDING
AN EFFECTIVE DATE.
BACKGROUND
The attached resolution sponsored by Commissioner Russell supports Miami-
Dade County's participation in the NationalWalk Our Children To School Day
event scheduled for Wednesday,October 4,2000.
According to the Florida Department ofHighway Safety and MotorVehicle
statistics,in 1999 three hundred children under the age of fourteen were
injured,and three children were killed,as a direct result of pedestrian
accidents in Miami-Dade County,Florida.The National Walk Our Children to
SchoolDay"isan exercise in safety involving students,parents and schools to
make pedestrian safety a priority for all children.
This event promotes:
•physical activity through the easiest-to-do exercises
•safety by teaching children safe walkingskills and howtoidentify safe
routes to school
•awareness of how walkable a community is and where improvements
can be made
•concern for the environment
•taking back neighborhoods for people on foot
•reducing traffic congestion,pollution,and speed near schools
•sharing time with community leaders,parents and children

October 4,h,2000 has been designated "Walk Our Child to School Day".We wanted to
startearlyinthe school yearto work withyouandyour PTA toplanan event to be held
onthis internationally designateddaythatteacheschildrensafe walking skills and how to
identify saferoutestoschool.Enclosedisageneric flier,whichwe would modify for
eachschoolthatparticipates.Also included isasample checklist forparentstouseto
helpthem identify howsafetheirchild'srouteisontheirwaytoschool.We have
selectedseveral schools totargetandwillprovide incentives andeducational information
for childrenand parents.Theinformationwecollectwillbeusedtohopefullymake
changes inourcommunitiesto prevent pedestrian injuries.One of oureventswill
hopefully be the participation of amedia personality anda community political figure
walkingtheirownchildtoschooland encountering justwhatanytoherparentwould
duringthe event.
