A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO
PERSONNEL;DIRECTING THE CITY MANAGER TO
INITIATE BY THE END OF DECEMBER 2000 STEPS TO
ASSESS THE ADEQUACY OF SUPPORT STAFF AVAILABLE
TO THE CITY'S DEPARTMENT HEADS;PROVIDING AN
EFFECTIVE DATE.
WHEREAS,theMayorandCityCommission of theCity of SouthMiami
recognizesthevaluablecontributionsmadebyall individuals employed bythe
City,especiallythosewhoprovidesupporttodepartmentheads;and,
WHEREAS,itisnotuncommonforsupport staff tobedoingtheirassigned
workandthework of another staff positionwhichhasnotbeenfilled,whilebeing
paidforonlyone position;and
WHEREAS,itisnotuncommonforsupport staff tobeleftatalower
payingpositionafterobtainingcredentialsforahigherlevelposition;and
WHEREAS,itisthedesire of this Commission to assess all employee's
jobsandthereby establish clear guidelines asto duties,responsibilities andjust
compensation for each position;and
WHEREAS,itisthedesire of theCommissionto establish an environment
wherethereisequalpayforequalworkatalllevelswithintheCityofSouth
Miami.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA;
Section1.TheCityManagerisherebydirectedtoinitiatebytheend of
December2000stepstoassesstheadequacy of support staff availabletothe
City'sdepartmentheads,beginningwiththeParksandRecreation Department,the
Clerk's Office and Building andZoning.
Section 2.The results of this assessment willbe used to:a)ensure that
departmentheadsareadequatelysupportedtocreateaworkenvironment
conducivetomaximum productivity,effectiveness andefficiencyandageneral
betterquality of lifeforallemployees;b)ensurethatallemployeesarebeing

Section 3.This resolution shalltake effectimmediately upon approval.

REQUEST
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE

BACKGROUND AND ANALYSIS
The attached resolution sponsored by Vice Mayor Feliu directs the City Manager
to initiate steps to assess the adequacy of support staff available to department
directors.
Ina continuing effort to make the City of South Miami a better place to work the
Commission For Women asked that the Commission carefully look at the staffing
of departments within the City.
The adoption of this resolution would require the initiation of this assessment by
the end of December 2000.

Inourcontinuingefforttomake our citythebestplacetoliveandtowork,The Commission forWomenasks
youandtheCommissionto carefully lookatthestaffing of departmentswithinthecityasyouworkonthe
budgetfor 2000-2001.
ItisapparentthereisadesiretoestablishgenderpayequitywithintheCity,i.e."equal payforequalwork".
Although thetaskisnotyetcomplete,werecognizethebeginnings of "a process".However,ifoneis
ultimately doingthework of twopeopleor utilizing inappropriately trainedstaff,additionalcompensation
becomes amootpointwhenthejobcannotbedone properly.Havingtoworkwithinadequatesupportstaff
defeats increasing compensation.For example,secretariesbeingused in acapacityotherthansecretarial should
be reclassified and compensated appropriately,thensecretariesshouldbehiredtodosecretarialwork.
We respectfully request that you assess the adequacy of support staff available to the Directors of the
City's departments.Weare confident youwill find overworked,incorrectlyclassifiedand consequently under
compensated employeescausingDirectorstobeoverworkedand consequently notoptimally effective.
