A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA,RELATING TO DONATIONS,
REGARDING FRUIT TREES AND PARKS,
AUTHORIZING THE CITY MANAGER TO ACCEPT
THE DONATION OF A FRUIT TREE AND
DEDICATION PLAQUE FROM THE MIAMI
CHAPTER OF EARTHSAVE.
WHEREAS,theMiamiChapterofEarthSave,anon-profitenvironmentalorganization,
desires todonatea fruit-bearing treetotheCityofSouth Miami forplantinginapublicpark,and
to dedicate thistreetotheoutgoing chairperson ofthis organization,Ms.CynthiaCowen,and;
WHEREAS,theCowenfamilyhasalongtradition of servicetotheCity of SouthMiami,
includingMr.James Cowen's 18-yearemploymentwiththe City's Parks&Recreation
Department.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OFTHE CITY OF SOUTH MIAMI,FLORIDA:
Section 1.TheCity Manager is hereby authorized toacceptthedonationofa
dedication plaqueandeithera Litchi treeora Carambola (StarFruit)treeforplantinginDante
Fascell park.
Section 2.Thisresolutionshallbecomeeffectiveimmediatelyafteradoption.

REQUEST
The attached resolution accepts the donation ofa fruit-bearing tree(Litchior Carambola)for
plantinginDanteFascellpark.
BACKGROUND
TheMiamiChapter of EarthSave,anon-profit environmental organization,wishestodonatea
fruit-bearing tree,and dedicate ittotheir outgoing chairperson,Ms.Cynthia Cowen.They
further wishtohavethistreeplantedinapublicparksothatthefruitwillbeavailablet6all.
EarthSave isan environmental organization which promotes vegetarianism,andseeksto educate
about the connection between food choices and personal health,aswellasthe connection
betweendietandecological consequences.Additional informationontheEarthSave
organization can be found in the attached newsletter.
The outgoing chairperson ofthe Miami Chapter of EarthSave isMs.Cynthia Cowen.The
Cowen family hasalongtraditionof service totheCity of South Miami;Mr.JamesCowenwas
employed bythe City for 18 years with the Parks &Recreation Department,including 10 years
as Director.The Miami Chapter of EarthSave desires to honor Ms.Cowen by planting a tree and
providing adedicationplaque(see attached plaque details).
EarthSave is offering either a Litchi (45-gallon size available)or Carambola (7-gallon size
available),whichever the City would prefer.EarthSave desires to have thetree planted in Dante
Fascell park because ofthehigh visibility and great public usage ofthis park.
Approval of the attached resolution is recommended.

As welook forward Into the new millenium,weneed
to remember the wordsand deeds of someof the
great thinkers ofthe 20th century:Mahatma Ghandi,
Martin Luther King,and Gene Roddenberry.The
"common thread"among them was that eachofthem
envisioned aworld where racial strife nolongerex
isted.What about us?
Atthe community andcity level,we needto lower
the barriers of distrust and raise ourown standards
simultaneously.Flowery words,you say,but what can
onepersonreallydo?
I propose that for each community in ourcity,a
common areabe set asidefor public gardening.If
people will garden together,their bond with our
MotherEarth will be strengthened and withthis,a
greater awareness will come,as surely asa tail follows
a dog!
Asa member of Chefs Collaborative 2000,1 know
that a successful program like thisexists in Minneapo
lis,Minnesota.Miami,asone of the mostculturallydi
verse cities in the world,canbecome an example of
mutual acceptance as we nurturetheearthtogether
withour own public gardeningprogram.
Only atthegrassroots level can we permanently
affect change for ourcityandour world.Others will
follow,butsomeonemustlead the way.What about
you?Whatcan you dotohelpright now?
EarthSave isnotjustabout changing your diet-
it's much bigger thanthat.We provide an avenue for
change and have a message about how food figures
into that.We area partofa growing (there's that
word again -grow)consciousness that understands
the earth,our natural environment,tobe the onlyone
we have.If wedo not see it as sacred,then we need

intoanewenvironment,bringing new challengesandother
waysformetogrow,whichIwelcome.EarthSave willal
waysbeapart of meandviceversa;itspeaksthe message
that I most believe in.
This particular grouphasmeant friendships,good
works and community.ForthatIam most grateful.How
ever,thefewcoregroup members whostartedthischapter,
andkeptitgoing,needto move ontoo.Four yearsisalong
time,formost of them,to consistently serveinresponsible
positionsandweneedsome of YOU reading thistostep
forwardandgiveayearorso!
The Miami areaisfortunateto have had many wonder
fulspeakers,eventsandeducationbroughtherebythis
EarthSavechapter.John Robbins,founder of EarthSave,
andHoward Lyman,current president,have been heresev
eraltimes.We providedfouryears-worth of greatpotluck
programs and Turkey-Free Thanksgiving Dinners,tabled at
publiceventsallovertown,andhavebeen represented lo
callyand nationally.Weevenprovidedtwosolid years of
intense health,environment,ethics,andfood education at
every level of publicandprivateschoolsthroughour
HealthySchoolLunchProgram.Inspite of deliberateat
temptsbythe Miami-Dade Public Schools'Department of
Foodand Nutrition to block and then compromise it,we
ran aone-month program of meatlessmealsatArvidaMid
dle School.
People in prison,thepoor,theelderly,and the everyday
Joe have all heard about the connection of our dietary
choices toour bodies,planet andtheanimals.My greatest
wishisthatthis message spread even furtherintothecom
munity.Thiswill only happen if all of you volunteer to
help,accordingtothe time you choose togive.Weare
looking tofillthesepositions:Chair,Co-Chair,Secretary,
Membership andVoicemail.Other areas needing coordina
tion are:potlucks&programs,events,newsletter,website,
volunteers,fooddemosandpublic speaking.Wecan al-

1,In pressure cooker orlargepot,put soaked,rinsed
dais in2 14 Cwateralong with tomatoes,garlic,
ginger,chile,andturmeric.Bringtoarollingboil
andsealpressure cooker or cover pot.Lowerheat
to simmer andcook20 minutes,if using pressure
cooker,or cook 1 14 hours,if usingpot.
Set aside to cool.
Heatoilinsmallsaucepan,addmustardseed,and
when itsputters,add cumin,onion,curry leaves,
asafoetida and onion.Stir &shut off heat.
Add mixture to cooled dal.
Garnish with freshcilantroandlimejuice.Serve
withsteamedbasmatiriceorchapati.

vegetable stock;adjustsalt.
