WHEREAS,C3TSisone of thepre-selectedMiscellaneousServices Consultants,and
NOW,THEREFORE,BEIT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section1:ThattheCityCommissionapprovethefunding of $13,500fortheworktobe
performed under thisworkorder.
Section2:ThattheattachedproposalforWorkOrderforProfessionalServicesbemadeapartof
the resolution.
Section 3:The total amount $13,500 will be drawn from the account number 01-1620-524-3100.

BACKGROUND:
Recent interests in development inthe downtown areahave quickly brought forward the
inadequacies of the existing infrastructure indowntown.The City Commission has expressed its
desirein meeting these challenges andto develop aplanto upgrade the infrastructure sothat
planned developments cantakeplace.Asafirststepintheprocess,a conceptual master plan
andaset of preliminary cost estimates are essential.Attachedisa proposal fromC3TSforthe
required Scope of Services.You may recallC3TSwasthe consultant who designed the
improvements on Sunset Drive.Intheinterest of timethe administration has already authorized
the consultant to proceed with the portion of theworkfor$4,950.An additional funding for
$8,550 is requested to complete the remainder of thework.
The total amount $13,500 will be drawn from the account number 01-1620-524-3100,
Professional Services,which has a current balance of $30,000.
RECOMMENDATION
Itis recommended that the City Commission approve the funding for the work tobe performed.

SCOPE OF SERVICES:
Study and preparation ofa conceptual master planfor streetscape improvements intheSouth Miami
downtown district;area bounded by South Dixie Highway.RedRoadandSW 74m Street,including
commercial area bounded by SW 62nd Avenue,76th Street and 61st Street.Study toaddress
roadwayandsidewalk improvements,utilities,potablewater,sanitary sewer,street lights,storm
drainage,landscaping,irrigation,decorative crosswalks and street furniture.
Weshallhaveapproximatelytwocoordinationmeetings with Citystaffduringthedevelopmentof
the Conceptual Master Plan.
Endproductofstudy will bea conceptual streetscape planview and typical sections,mounted on
boardsforpresentation,andconceptualcostestimatesbrokendownperstreetandpergeneral
category (sidewalk,landscaping,lighting,etc.).
Ourservices will include one presentation tothe City Commission ofthe conceptual plan and
estimates.This presentation is expected tooccurattheendofJuly,2000.
Ourservicesdonot include presentationsor attendance tomeetingsofthe ERPB,the Planning
Board,or citizen/merchant groups,oranycoordinationwithMiami-DadeCountyPublicWorks
Department
TERMS AND CONDITIONS:
All termsand conditions shallbeperour professional servicesagreement.Ourfeefortheabove
services shall be as follows:
Phase I -Preliminary MasterPlan LumpSum$4,950
Phase II -FinalMasterPlan&Presentation $LumSum$8,550
Weare ready to begin working onthis assignment upon your authorization to proceed.If acceptable
to you,we will acceptasignedcopyofthis form asyour written authorization toproceed with the
assignment.
