NOW,THEREFORE,BEIT RESOLVED BYTHE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section1:ThattheCityCommissionauthorizetheAdministrationtonegotiateandto
executethreeseparateprofessionalservicesagreementswith

Marlin Engineering,Inc.

Section2:Thatthe Agreement allowsfor renewal ofan additional periodoftwoyearsat

REQUEST
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF

KIMLEY-HORN &ASSOCIATES,INC.,MARLIN ENGINEERING,INC.&CIVIL
WORKS INC.AND PROVIDED THAT INDIVIDUALLY EXECUTED
AGREEMENTS BE MADE A PART OF THIS RESOLUTION.
BACKGROUND:
Last year the City initiated a process of selecting a number of consultants under
Miscellaneous Professional Services Agreements in four different professional
categories.Selection of Architectural/Engineering consultants are required to be done in
accordance with Florida Statutes 287.055 (Consultants'Competitive Negotiation Act).
These pre-selected consultants will be used,as funding is made available,for
miscellaneous projects,basic cost of which does not exceed $500,000 or a planning study
activity of which the fee for professional services does not exceed $25,000.The
execution of these Miscellaneous Services Agreements no way commits the City to any
minimumamount of feesandorguarantees anv work.
In the recent months there have been numerous complaints about traffic intrusion,
speeding,volume of traffic in various neighborhoods.The City has obtained some traffic
counts to substantiate some ofthe complaints but in-order to move forward with solutions
it would be necessary to have some professional consulting help.Retaining traffic
consultants at this time will enable the City to address these issues during the summer
months.
This resolution deals only with the General Traffic Engineering Services.Atotal of six
firms submitted for consideration.A staff committee consisting of Mr.Fernando
Rodriguez,Director of Public Works,Mr.David Goodin,Public Works Project Manager,
Lieutenant Bobby Richardson and Assistant City Manager Subrata Basu recommended
that the following three firms,listed alphabetically,for this contract.The
recommendation is based on their review of the submitted information and telephone
interviewswiththethreefinalists.

Excerpts of the proposals of the three finalists are attached for your information.
RECOMMENDATION
It is recommended that the City Manager be authorized to negotiate hourly rates and
execute three separate agreements for professional traffic services in accordance with the
Florida Statues 287.055 for a period of two years,each for a maximum amount of
$150,000 for all professional services required during the full term and with a provision
for renewal.

PursuanttoChapter 287.055,Florida Statutes,theCityofSouth
Miami will retain consultants to provide professional Architectural,
Engineering (general and traffic),and Urban Planning services (or
miscellaneous city projects.
In orderto fulfill such needs andmeet therequirements for quick
response and specialized services,the Cityintends toretaintwo(2)
qualified firms for eachofthe categoriesunder separate butsimilar
agreements.Each agreement will beforatermending September 30,
2001,andeachforamaximumof $150,000 for all professional
services required during the full term,although actual completionof
performance mayextendbeyondsuch term.Only firms with similar
experienceandaproventrack record of delivering successful/on time-
onbudget projects areencouragedto apply.No minimum amountof
suchserviceorcompensation will beassuredtoanyofthe firms so
retained,and theCity shail notbe prevented inanymanner from
retainingotherfirmsatits sole discretion.
The general scope for eachoftheareas of professional servicesis
outlined below:
a)GeneralArchitectural/Engineeringservicestoinclude but not
limited to building renovations and/or alterations;roofevaluation,
design,and specifications;space planning;cost estimating;and
construction inspection/constructionmanagement.
b)General Engineering services to include butnotlimitedto street'
lighting;recreational facility lighting;and general civil engineering.
c)GeneralTraffic engineering servicestoincludebut notlimitedto
traffic countsandreports;traffic planning andsurveys,and
comprehensive traffic analysis,safety analysis,parking studies,
traffic intrusion studies,and neighborhood traffic management.
d)GeneralUrbanPlanningservicesto include butnot limited to
comprehensive planning;land development regulation;growth
management;consensus building;and ordinances and legislation
drafting.
Tobe eligible for selection consideration,interested consultants
must submit one (1)original andthree (3)copiesofthe following
