WHEREAS,over the past year,theCity of South Miami has been approached by an increasing number of communities located in unincorporated Miami-Dade County regarding annexation intotheCity;and WHEREAS,the South Miami Community Development Council of Chamber South (CDC)has expressed its willingness to assist these communities andtheCitywith the study of annexation;and WHEREAS,the Mayor andCity Commission wish to make a contribution tothe CDCforan annexation studysothattheCitycan respond to these inquiring communities appropriately. BACKGROUND AND ANALYSIS Overthepastyear,theCity of SouthMiamihasbeenapproachedbyanincreasingnumber of communities located in unincorporated Miami-Dade County regarding annexation intotheCity. The SouthMiami Community Development Council of Chamber South (CDC)has expressed its willingnesstoassistthesecommunitiesandtheCity of SouthMiamiwiththestudy of annexation and,if appropriate,theinitiation of theannexationprocess. The interest of the communities in,andthe CDC's willingness to assist with,annexation isdueto the enhanced quality of lifeenjoyedbytheCityunderthe leadership oftheMayorandCity Commission.Inthegreater public's eye,theCity of SouthMiamihassubstantiallyelevatedits position intheechelonof Miami-Dade County's premier municipalities.Recentevents,suchas theCity'ssuccessinTallahasseeandthegunlock ordinance,havefurtherenhancedpublic perception,andstaffbelievesthatthe annexation studyshouldbeinitiatedassoonaspossibleso thatthestudyandanysubsequentannexationinitiativescanoccurinthisfavorableatmosphere. TheCDCwilloverseethestudy of thesurroundingunincorporated communities whichhave contactedtheCityandprovidea recommendation regardingwhich,if any,of thecommunities shouldinitiatethe annexation process.Foranycommunitieswhichinitiatethe annexation process,theCDCwillprovide professional expertise to facilitate andguidetheprocess. TheCDChas estimated thatthecosts of thestudywillexceed$50,000.Inorderto "jump start" the CDC's efforts,staff suggeststhatthe City contribute approximately half of the estimated study costs. On September 21,1999,theMayorandCity Commission authorized theCityManagertoreserve $15,000fromtheFY98-99Budgetinaccountnumber01-2000-219-1334forthepurpose of engagingaconsultanttoassisttheCityintheannexationprocess.Staff has utilized approximately$3,000forthepurchase of geographic,zoningand financial information to conduct preliminary landuse,demographic andfinancialanalyses of adjacent communities and mayneedanadditional$2,000forfurtheranalysis.Therefore,staff recommends thatthe City provide half of theestimatedstudycostbycontributing $10,000 fromaccountnumber 01-2000- 219-1334 and $15,000 fromthe Intergovernmental Affairs account. Thebalance of theIntergovernmental Affairs accountis approximately $36,000.Theremaining balance would be $21,000. RECOMMENDATION Your approvalis recommended.
