_Add-on b)Add-on item b) Sponsored by Mayor Stoddard 6/16/15 City Commission meeting RESOLUTION NO. _________________ 1 2 A Resolution of the City of South Miami, Florida, joining with the City of 3 Miami and the Village of Pinecrest, Florida for engagement of an economist 4 relating to early cost recovery matters before the public service commission; 5 providing for an effective date. 6 7 WHEREAS, each year, FPL is authorized by Florida's Public Service Commission to 8 charge early nuclear cost recovery dollars to pay for planning, licensing, and eventually 9 constructing its proposed nuclear reactors. To receive this authorization, the utility must provide 10 an annual feasibility analysis of its project, demonstrating that the proposed power plant will be 11 cost effective for its customers and that the utility intends to continue with licensing, etc.; and 12 13 WHEREAS, construction of transmission lines on US-1 is predicated upon FPL's ability 14 to obtain financing through Advanced Cost Recovery; and 15 16 WHEREAS, the purpose of hiring an expert economist is to challenge the assumptions 17 behind FPL's feasibility analysis and present alternatives to the Public Service Commission; and 18 19 WHEREAS, the testimony will be pre-filed in late June and the hearing will take place 20 in August. 21 22 NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 23 COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA: 24 25 Section 1. 29 That a commitment of $13,000 is hereby authorized for the engagement of an 26 economist, in partnership with the City of Miami and the Village of Pinecrest, Florida in 27 connection with Early Cost Recovery matters before the Florida Public Service Commission. 28 Section 2. 33 Severability. If any section clause, sentence, or phrase of this resolution is 30 for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding 31 shall not affect the validity of the remaining portions of this resolution. 32 Section 3. 36 Effective Date. BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That a commitment of $15,000 is hereby authorized for the engagement of an economist, in partnership with the cities of Miami and South Miami, in connection with Early Cost Recovery matters before the Florida Public Service Commission.
