A Resolution of the Mayor and Commission of the City of South Miami, 3
calling for state and federal regulations requiring the serving of vegetable 4
with all meats, regulating the ratio of meats to vegetables in restaurant 5
servings and regulating the pricing of same. 6

WHEREAS, the Commission of South Miami issued Resolution #259-13-14077 calling 8
for Meatless Mondays; and 9
WHEREAS, South Miami Resident John Edward Smith authored a political piece asking 10
if Mayor Stoddard, Commissioners Harris and Welsh were embarrassing the city by passing, 11
among other things, a resolution calling for Meatless Mondays; and 12
WHEREAS, the Dietary Guidelines Advisory Committee, a federally appointed panel of 13
nutritionists created in 1983, decided for the first time this year to factor in environmental 14
sustainability into its recommendations. They include a finding that a diet lower in animal -foods 15
is not only healthier, but has less of an environmental impact. The Agriculture Department and 16
the Department of Health and Human Services will use the committee's report and 17
recommendations to draft the final guidelines for 2015, due out later this year. See 18

WHEREAS, the National Cattlemen's Beef Association and the North American Beef 22
Institute oppose these findings; and 23
WHEREAS, obesity is a national health crisis; and 24
WHEREAS, if restaurants were forced to serve vegetables with meats and charge the 25
same price for the meat, it would promote the eating of vegetables and provide a greater 26
opportunity for parents to be able to promote the eating of vegetable by their children. 27

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY 29
COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: 30

. The City of South Miami calls upon the federal and all state governments to 31
require all restaurants to serve a ratio of meat to vegetable that provides a serving of vegetable 32
with all meat dishes that are ordered by customer and that is at least twice the weight of the 33
serving of meat and to charge one price for both items. 34
Section 2
37 . The City Clerk is hereby instructed to send a copy of this resolution to: 36
Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for 38
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall 39
not affect the validity of the remaining portions of this resolution. 40

. Effective Date. This resolution shall become effective immediately upon 2
adoption by vote of the City Commission. 3
