RESOLUTION NO.
A Resolution acknowledging Commissioner Liebman's (Group Seat II)
appointment of Rodney Williams, as the representative of Group Seat II, to
serve on the Parks and Recreation Board for a two-year term ending April
20,2017.
WHEREAS, Article II, Section 8, Sub-section A of the City Charter provides that:
* * * When a Board or Committee is comprised of five members, each City
Commissioner shall appoint one person to serve as a representative on the
Board or Committee. When there are more than five (5) members on a
Board or Committee, each City Commissioner shall appoint one person to
serve as a representative on the Board or Committee, and all members of
such Board or Committee in excess of five (5) shall be appointed by three
(3) affmnative votes of the City Commission based on recommendations
submitted by any City Commissioner. When a Board or Committee has less
than five (5) members, then the selection of all members shall be by three (3)
affirmative votes of the City Commission from recommendations submitted
by any City Commissioner. (Amended 2-09-10)
22 WHEREAS, the Mayor and Commission recognize the important contributions made by
23 those who serve on the various city boards and committees, and wish to have a full complement
24 to each of the active boards and committees; and
25
26 WHEREAS, there is no current representative for City Commission Group Seat II on the
27 Parks and Recreation Board; and
28
29 WHEREAS, Commissioner Liebman now desires to appoint Rodney Williams to serve
30 on the Parks and Recreation Board, as the representative of Group Seat II. Therefore, Mr.
31 Williams' appointment shall expire April 20, 1917 or upon his removal or until a successor is
32 du1y appointed and qualified; and

34 WHEREAS, commencing with appointments made after January 1, 2009, Sec. 2-22
35 "Term Limits" of the Code of Ordinances provides that, appointees are limited to two (2)
36 consecutive two-year terms of membership on a specific commission, board, or committee.
37 After serving a maximum of two (2) consecutive year terms, an appointee shall not be
38 reappointed to the same commission, board or committee unless at least one year has elapsed
39 between the term limited position and the effective date of commencement of the proposed
40 appointment for a new term; and
41
42 WHEREAS, Sec. 2-22 "Term Limits" of the Code of Ordinances, as amended by
43 Ordinance No. 06-14-2184, dated April 15, 2014, provides that the appointer, or his or her
44 successor in office, may extend the term limits of his or her appointment with the advice and
45 consent of a majority of the City Commission; and

47 WHEREAS, Rodney Williams has not served on the Parks and Recreation Board in the
48 past; and

2 WHEREAS, pursuant to Sec. 2-22 "Term Limits" of the Code of Ordinances, this will be
3 considered to be Mr. Williams' first, two-year term for the purposes of Term Limits.

5 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
6 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:

8 Section 1. The City Commission hereby acknowledges Commissioner Liebman's
9 right to appoint Mr. Williams to the Parks and Recreation Board as the representative of Group
10 Seat II pursuant to the terms ofthe City Charter.

12 Section 2. The expiration date of this appointment shall be April 20, 2017 unless
13 earlier removed or until a successor is duly appointed and qualified.

15 Section 3. Effective Date. This resolution shall become effective immediately upon
16 adoption by vote of the City Commission.
