RESOLUTION NO. ______ _
A Resolution of the Mayor and Commission of the City of South Miami requesting
that the Underline not spend the monies given it by the City of South Miami, other
municipalities and organizations until a public visioning has been held.
Ii! WHEREAS, on March 9, 20 IS, Commissioner Bob Welsh sent the Underline organization an
9 email stating that "The Ludlam Trail will be a more efficient expenditure of Amendment 1 dollars"; and

11 WHEREAS, on March 10, 2015, Underline President Meg Daly responded to Commissioner
12 Welsh's email but did not address his concern. Instead, she stated that: "The master plan money is not
13 sourced from Amendment I dollars"; and

15 WHEREAS, on March 20, 2015, Commissioner Welsh sent the Underline organization a request
16 to provide him with certain information: "How many feet of how wide a trail (rebuilt)? How many
17 Metrorail station rebuilds at what price per station? How much per square foot for 10 miles x 100 feet
18 wide (121 acres) for landscaping?"; and

20 WHEREAS, on March 21, 2015 Underline President Mag Daly responded to Commissioner
21 Welsh's email stating, "As soon as we have this information organized as requested I will send it to you";

24 WHEREAS, on March 22, 20 IS Commissioner Welsh received a phone call from Underline
25 President Meg Daly in which she stated, "WE DON'T HAVE A BUDGET BECAUSE WE DON'T
26 HAVE A PLAN" and "I DON'T KNOW WHERE YOU GOT THAT 100 MILLION DOLLAR FIGURE

29 WHEREAS, on March 26, 2015, Commissioner Welsh received an email from
30 TREEmendous Miami President Steve Pearson stating:

Please do not say that I am against the Underline or do not support the effort. I think the
idea of better bike and pedestrian trails, and safer crossings, are a great idea. I also would
like to see more landscaping, but I want them to preserve most if not all of the
landscaping that TREEmendous Miami has already planted. I have also told Meg Daly
that I believe that landscaping should be selected like ours has been, to wit: to be able to
survive without irrigation. With today's increasing problems with potable water supplies,
it is a sin to put irrigation in public landscapes except possibly for some small areas
where there is some special effect or benefit to be created. But generally proper planting
practices and proper selection of species should nullify any need for irrigation.

Beyond that I am not sure what the Underline is. I have heard some very grandiose
proposals for infrastructure improvements and buildings that to me are over the top and
would be a waste of money. But I am really not sure what is being proposing at this
juncture. My understanding is that they are paying someone to come up with a plan, but it
seems somewhat odd to me that they went to a NY fIrm to do so. The overhead park they
did in NY is, I think, a very different thing than what we can do with our limited area and
different climate, but I hope they will get some great ideas from the fIrm they hired.
There are so many competing and very real needs in this community, but I think
Underline can be good so long as they don't get too excessive in deploying taxpayer
dollars on grandiose schemes that will not work. As I indicated to you, all of the
thousands of trees and shrubs that TREEmendous Miami has planted on US 1 during the
last 11 years did not cost more than $18,000 and that also included money for fertilzer
and maintenance activities.
I apologize for the delay in sending this to you, but I have been extremely busy, including
having to correspond with Meg Daly to clarifY my positions after you apparently gave her
the impression that I was against the Underline.

WHEREAS the City of South Miami has steadfastly opposed the construction of Turkey Point
Nuclear Reactors 6&7, giving many reasons for its opposition including the massive amounts of fresh
water needed to cool the reactors.
NOW THEREFORE, BE IT RESOL YED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City of South Miami formally requests that the Underline stop all expenditures of
the monies collected for the plans for the Underline until a public visioning of residents who live within
114 mile of the proposed Underline has been held, and ifno public visioning is held before the monies are
spent on architectural plans, the Mayor and Commission of the City of South Miami demand the
Underline return to South Miami the $25,000 the City of South Miami gave the Underline.
Section 2. The City Clerk shall send a copy of this resolution to the Governor and Cabinet of the
State of Florida, all Federal Senators and Representatives of Florida, all State Senators and
Representatives, the Mayor and Commissioners of Miami Dade County, and the Mayors and Commission
members of all municipalities of Miami Dade County.

2 Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for any
3 reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect
4 the validity of the remaining portions of this resolution.

6 Section 4. Effective Date. This resolution shall become effective immediately upon adoption by
7 vote of the City Commission.
