3 A Resolution authorizing the City Manager to enter into an agreement with
4 Catalysis Adaptation Partners, LLC for an initial a sea level rise, storm surge,
5 and inland riverine flooding study.

7 WHEREAS, the City's wishes to identify critical vulnerabilities to sea level rise,
8 storm surge, and inland riverine flooding over time, but recognizes that a City-wide
9 vulnerability assessment may require many types of data that do not exist; and
10
11 WHEREAS, the City needs to commence the process of evaluating the city's
12 critical vulnerabilities and should commence the process in phases; and
13
14 WHEREAS, the City recognizes that Catalysis Adaptation Partners, LLC is uniquely
15 able to provide the required suite of technical, analytic, and planning services, needed
16 for this type of project; and
17
18 WHEREAS, the City desires to begin with Phase I of the process, whereby
19 Catalysis Adaptation Partners, LLC will analyze the risks and the sequencing of those
20 risks from sea level rise and storm surge over time in three critical areas of the City; and
21
22 WHEREAS, at the completion of the analysis, Catalysis Adaptation Partners, LLC
23 will provide a comprehensive report that will detail the results and implications of the
24 study for the creation of a general framework for conducting a City-wide vulnerability
25 assessment which shall be designated as Phase II ofthe project.

27 NOW, THEREFORE, BE IT RESOLVED THE MAYOR AND CITY COMMISSION OF
28 THE CITY OF SOUTH MIAMI, FLORIDA:

30 Section 1. The City Manager is authorized to enter into an agreement with
31 Catalysis Adaptation Partners, LLC for the completion of a sea level rise study for the
32 City, under Phase I of the project, in the amount of $15,000. Should the City decide to
33 continue with Phase II of the project, which would involve the creation of a City-wide
34 vulnerability assessment, Phase II will be covered under a separate engagement
35 agreement. A copy of the proposal for Phase I is attached.

37 Section 2. Severability. If any section, clause, sentence, or phrase of this
38 resolution is for any reason held invalid or unconstitutional by a court of competent
39 jurisdiction, this holding shall not affect the validity of the remaining portions of this
40 resolution.

42 Section 3. Effective Date: This resolution shall take effect immediately upon
43 enactment.

Proposal to conduct
Sea Level Rise Modeling, Vulnerability Analysis, and Decision Support
for South Miami, Florida
March 31,2015
The City of South Miami wishes to identify critical vulnerabilities to sea level rise, storm surge,
and inland riverine flooding over time, but recognizes that a City-wide vulnerability assessment
may require many types of data that do not exist and cost more than available resources will
support. As an interim step, and recognizing that Catalysis Adaptation Partners, LLC is uniquely
able to provide the required suite of technical, analytic, and planning services, Catalysis is being
contracted to:
I) In collaboration with City staff, identify three small sections of the City (roughly 3-5 blocks in
area each) where a detailed evaluation of risks to vulnerable assets will be conducted;
2) Conceptualize and draft a risk-categorization and vulnerability analysis method tailored to the
identified areas, and revise and confirm the method in collaboration with City staff;
3) In collaboration with City staff, select the assets to include in the vulnerability analysis and
secure appropriate data layers to be used (or, for necessary data layers that are incomplete or
non-existent, and within the budget constraints, create the necessary data through field surveys
such as determining the elevation of houses in each area);
4) Conduct the analysis to identify relative levels of risk and sequencing of these risks from sea
level rise, storm surge, and inland riverine flooding over time, in each area for the collection of
assets identified;
5) Produce a report detailing each of the above steps and their results and implications. Specify
requirements for scaling the study up to the whole city, including a.) identification of data sets to
secure or create ifthey do not currently exist and b.) creation of a general framework for
conducting a city-wide vulnerability assessment, to include elaboration of possible analytic and
other approaches to include in Phase II of the project.

The final report will be submitted with an expectation that any comments or concerns will be
returned within I week from submission. A revised final copy will be submitted within I week
from the time the comments are returned to Catalysis. If no comments are received within I
week the first submittal will be considered final.

Budget $15,000 for Phase I
For Phase I, invoices will be submitted in thirds as follows (payment terms are Net30):
$5,000 due on contract signing.
$5,000 due upon completion of step 3 of 5 above.
$5,000 due when final report is accepted or revised final report is submitted.
