Parks and Recreation staff conducted an assessment at Dante Fascell Park, Murray Park, Fuchs Park and Brewer Park, and discovered that the existing playground structures require replacement. The playground structures are antiquated and faulty. Historically, Park Maintenance and Landscaping staff has been taking a piecemeal approach to maintaining the aging equipment. Our goal in completing this project is to offer the public a safe and exciting place to play and to enhance the City's presence while providing new updated play equipment. A snap-shot summary of the scope of work is listed below: Brewer Park • Remove and demolish existing playground structure, swing set structure, and independent slide; • Furnish and install new playground structure with 10' sq. shade canopy and new swing set structure; • 11 total play elements (6 elevated and 5 ground level); • 8 total play types; "* Playground includes wheelchair accessible transfer station and is ADA compliant. The City submitted a Request for Proposal (RFP) #PR2014-15 on Wednesday, December 17,2014 for "Playground Demolition and New Installation at Four (4) City Parks." The City received five (5) proposals that were evaluated, ranked and given a preliminary scoring by a Selection Committee on Wednesday, February 4, 2015. The committee was comprised of Quentin Pough, Director of Parks and Recreation, Ricardo Ayala, Capital Improvement Project Manager, and Deltravis Williams, Parks and Recreation Advisory Board Member. The Selection Committee conducted interviews with the top two (2) firms-Playmore Recreational Products and Services and Advanced Recreational Concepts-on Thursday, February 12, 2015. Advanced Recreational Concepts was the highest ranked respondent and is recommended for project #PR2014-15. Please find below a breakdown of all submitted proposals. VENDORS AMOUNT D.W. The City reserves the right to award the Respondent whose proposal is found to be in the best interest of the City. The Committee concluded that Advanced Recreational Concepts (ARC) is providing higher user capacity per manufacturer than its competitors. Group play is essential to positive child development, and ARC's playground structures accommodate large capacities and encourage social play. There are twelve (12) recognized types of play: auditory/sound; balancing; brachiating; chinning; climbing; gathering; imaginative; manipulative; rocking; sliding; spinning; and, swinging. It is important to incorporate as many of these types of playas space allows to ensure our play environment encourages and develops a wide range of skills and developmental opportunities. Although RD Construction Inc. is offering more types of play, its proposal fee does not meet the city's budget for this project. Leadex Corporation and ARC come in second for incorporating more play types. In addition, ARC offers more play elements, the lowest price per element, and satisfactory shade structures than its competitors. Based upon the information above, ARC is recommended for the award. A detailed proposal analysis is attached as part of backup documentation: Amount not to exceed $278,500. To account for any unknown factors that may arise, a $5,000 contingency over the proposal of $273,500 is requested. The total expenditure shall be charged to the Parks and Recreation Capital Improvement account number 301-2000-572-6450, which has a balance of $443,348 before this request was made. Article III, Section 5, and Article IV_Section 4 of the City of South Miami Charter PURPOSE: This Administrative Order describes the Cones of Silence, and establishes procedures for its implementation and administration. It identifies the exceptions to the Cone of Silence, includes the method of notice to the public and the affected City officials, and establishes a disciplinary and/or penalty process for those who violate the Cone of Silence. The Cone of Silence is designed to protect the integrity of the procurement process by shielding it from undue influences prior to the recommendation of selection or contract award. This Administrative Order does not supersede but supplements the County's Cone of Silence Ordinance by providing additional restrictions and requirements. POLICY: It is the policy of City of South Miami that a Cone of Silence be established on all City competitive selection processes including RFPs, RFQs, and bids for the provision of goods and services. This Cone of Silence shall be imposed on these competitive selection processes at the time their solicitation and/or advertisement has been commenced. TERMINATION OF CONE The Cone of Silence terminates at the time when: (a) The Manager makes his or her written recommendation to the City Commission which shall be defined as the beginning of the meeting that includes, on its agenda, an action item sponsored by the Manager for contract approval or; (b) The City Manager issues a written recommendation to the City Commission or; (c) The Selection Committee issues its written recommendation to the Manager with regard to any matter that is within the Manager's delegated authority to decide without the need for Commission approval. Should the City Commission refer the City Manager's recommendation back for further review, or if the Manager refers the Selection Committee's recommendation back to the Selection committee, the Cone of Silence shall be reinstated until the Manager makes his or her written recommendation to the City Commission or, for contract awards or other actions that are within the Manager's delegated authority, at the time when the Selection Committee issues its written recommendation to the Manager. Administrative Order No.: 1·15 4 THE CITY OF PLEt\SANT LIVING PROCEDURES FOR IMPLEMENTATION AND ADMINISTRATION OF THE CONE OF SILENCE At the time of imposition of the Cone of Silence, the IssuJng Department, shall notify the City Clerk of the solicitation and the Cone of Silence. "Issuing Department" which for the purposes of this Order means the City Department as authorized by the City Manager, typically the Procurement Division of the Finance Department, that releases the solicitation and/or advertisement to the Public. Additionally, the Procurement Division shall issue an email with the message, "Bid Notice," to the Mayor and Commission, Department Heads and other involved parties. The Bid Notice for each solicitation shall advise all parties the cone of silence has been imposed. (Primer and Powdercoat?) • Playcraft Playground Equipment is double-coated with extra thick powder-coatings. -What is the thickness of that finish? • Playcraft double coats all steel and aluminum components for an average coating thickness of 11 mils, ensuring a long lasting lustrous finish that will stand the test of time and play in the most demanding environments. -Description of treatment and finish process for metal surfaces: • The Playcraft manufacturing process starts with precision welds and hand cleaning. Every single weld on Playcraft Equipment is sanded by hand to ensure that all surfaces are free of excess weld and spatter. This speaks well to Playcraft's commitment to quality. • The equipment then goes through a sandblasting process. In this stage the primary focus is again the welds to ensure they are smooth and free of all excess weld and spatter. • The next stage is a Multi-stage hot phosphate wash. Most rep groups will sub-contract the installation of the equipment they sell. Sometimes the installing contractor will offer a 1 year warranty on the workmanship of the installation. After that, he is out of the picture. Furthermore, any actual equipment warranty issue is handled directly with the manufacturer, not your rep contact. o This is not how we at ARC/Play Space do business. We're as much a small construction company as we are a playground rep group. All equipment is installed by professional, factory-trained ARC/Play Space employees. o This then allows us to back every single line of the manufacturer's warranty with our own labor for the life ofthe warranty. For example, should a customer have a warranty issue with a post-cap, instead of dealing with someone the school has never met, the entire process is handled through your personal ARC/Play Space representative. o Once notified of a warranty issue, the process is handled completely by ARC/Play Space. Then, instead of shipping equipment to the owner directly, we receive the replacement part, put it on our truck, bring it to the site, install it and remove the defective part ... at no additional cost to the owner. Page 30f6 e America TESTING PERFORMED ACCESSIBILITY OF SURFACE SYSTEMS Procedure Report Number: Q11203625.1 April 16, 2012 Sample material, Playsafe Plus, was installed in four inch layers, and tamped using a 10 inch X 10 inch hand tamper until a depth of twelve inches was achieved. The sample material was tested, propelling the wheelchair with four even propulsion strokes, per trial, across the material 5.·56 feet, within eight seconds. This process was repeated five times for each test, (straight and 90° turn). Per ASTM F1951-09b, section 5.1, no additional compaction or modification occurred between propulsion trials. Results The average work force over one foot, in pound force-inch values, for straight propulsion and for turning with material, should be less than the average work per foot values for straight and turning on a flat surface with a grade of 7.1%. Conclusion The average work force over one foot, in pound force-inch values, measured lower when propelling the wheelchair over the 12 inch compacted depth Playsafe Plus material, than whem propelling the wheelchair over a flat surface with a grade of 7.1 %. The material met the requirements of ASTM F1951-09b.
