Manager's Report
Attached are the City's accomplishments for the period covering November 7 -Nov 16, 2014
which are hereby submitted for your review prior to the Commission Meeting.
If you have any questions please feel free to contact me.
Finance:
Finance is completing the PTP unspent extension letter request, along with all of the other
required annual documentation.
Finance continues completing the process of closing FY 2014 and preparing all of the required
audit schedules. The closing of the year is a long and very detailed process that takes each and
everyone of the City's finance personnel.
Finance continues working with the auditors and gathering the primary source documents. Once
complete, Finance will begin preparing the trial balance which will immediately be submitted to
the Auditors so that they may begin their respective fieldwork.
The City's parking contractor has installed the first test Wi-Fi modem within the digital parking
meter. The Wi-Fi modem continues working without issue. The City's Public Works Department
has issued a NTP to the pole and electrical installer. They anticipate installing the two required
poles and electricity before Thanksgiving. Once completed, the City will have the Wi-Fi antennas
installed.
Finance continues to trouble shoot any issues related to the City's ONESolution finance system.
Finance continues to monitor the different department's issues and help correct those matters.

Finance continues to update and trouble shoot issues related to the City's website. Finance
currently revised certain items within RequestTracker in an effort to provide better service for
residents, businesses, and visitors.
Finance has completed and submitted the City's Transportation Plan for the next 5-fiscal years.
Finance has is in the process of closing October 2014, the first month of the new fiscal year. Once
completed, Finance will upload the Budget to Actual Monthly report for October 2014 onto the
City's website. The check register for October 2014 has been uploaded to the City's website.
Parking:
Parking continues working with Public Works on stripping certain spaces which will be converted
to paid parking. Parking will be moving forward with the installation of the single meter heads
once the stripping is completed.
Parking continues to receive parking complaints with reference to the School and in the City's
industrial area. Parking continues to visit the area and cite any vehicles which are parked illegally.
Finance and Parking has completed an evaluation of the City's Valet Services and provided a Scope
of Services for Review. Parking has completed gathering information from the existing City
Downtown valet company and provided a detail email for the City Manager's review. Currently
Finance and Parking are on standby until provided further notice.
Parking and Finance are in constant communication with Ft. Lauderdale with reference to "smart
parking./I Finance and Parking are currently standing-by for Ft. Lauderdale to award the contract,
and once awarded, Finance and Parking will be moving forward with the piggyback agreement.
Grants and Sustainable Initiatives:
Applied to the South Florida Water Management District grant application for the Twin Lakes
Stormwater Drainage, Phase III project for $225,000 with a match of $225,000 from the Local
Option Gas Tax Trust Fund and the Stormwater Drain Trust Fund.
Applied to the South Florida Water Management District grant application for the Bio-swales and
Drainage Improvements at Palmer Park Area project for $75,000 with a match of $75,000 from the
Stormwater Drain Trust Fund.
SNP Murray Park Pool was extended until December 31, 2014 to allow for RDC to pay final invoices
to subcontractors and to provide the City the final Release of Liens.
Submitted FY 2015 the scope and budget for both the After School Program and Senior Meals
Program to Miami-Dade County.
Submitted Close-out Report for the FY 2014 After School Program and Senior Meals Program to
Miami-Dade County.
City Manager's Report to the Commission for November 18, 2014
Procurement Division:
• Letters of Interest: Two LOI's were issued. Aquatics Program Management LOI was
advertised on October 2ih and closed on November 13; eight (8) proposals were
received and are being evaluated by P & R for an award recommendation.
Basketball Management Services was issued on November 10 and will close on
November 26.
• RFP -Downtown Business District LED Lighting: The RFP was advertised on October
14. A Pre-bid meeting was scheduled on October 28 with eight (8) companies in
attendance. The RFP will close on November 18th at 10 AM.
• ITQ -Copier Lease Program Quote: An ITQ was issued on October 14th piggybacking
from a State of Florida Contract for copiers, equipment & supplies. The ITQ closed
on November 5; four (4) proposals were received. An award recommendation is
scheduled for the December 2, Commission Meeting.
• RFP -Parks Master Plan: The RFP was advertised on October 2ih. A Pre-bid
meeting was scheduled November 12; eight (8) companies were in attendance.
The RFP will close on November 24th at 10 AM.
• Draft -Towing Franchise RFP: A scope of services, drafted by PD, has been
forwarded to the City Attorney for review. Upon receipt of the CA's response, a
RFP will be advertised.
• Draft RFP -Plavground Structures: A draft RFP has been forwarded to the City
Attorney for review. Upon receipt of the CA's response, the RFP will be advertised.
• Draft RFP -Solar Panel Installation: A draft RFP to solicit for a Solar Panel
Installation Program has been forwarded to the City Attorney for review. Upon
receipt of the CA's response, the RFP will be advertised.
• Surge Suppression for City Hall: The City's electrical inspector has reviewed the
quotes for surge suppression and lightning rods and has advised the National
Electrical Code addresses surge suppression but does not address lightning rods.
The quotes and the City's electrical inspectors opinion has been forwarded to Public
Works for further action.

Special Events Division:
The following are the results for the Special Events Division for November 1 -November
16,2014:
• Collaborating with various vendors for the 2014 State of the City Address that will
be held at South Miami/Coral Gables Elks Lodge on Wednesday, November 19,
2014, at 6:00 p.m.
• Collaborating and processing paperwork for Mack Cycle on an event that will be
held on 11/20/2014 in the City Chambers for Best Buddies Challenge Miami.
• Collaborating & processing paperwork for Bougainvillea's Florida Tavern for their
annual Thanksgiving event that will be held on Wednesday, November 26, 2014.
• Collaborating & processing paperwork for Rok BRGR for their event that will be held
on Wednesday, November 26, 2014.
• Collaborating with various businesses and City Departments on the 2014 Santa's
Elves Parade that will be held on Sunday, December 7, 2014, starting at 2:00 p.m.,
on Sunset Drive between USl and Red Road (SW 57 Avenue).
• Processed three (3) garage sale permit requests for this time period.
• Reviewed and processed ~Iien search requests for Code Enforcement
Department, for this period of time.
• Processed/recorded Q lien and 1..Iien releases for this time frame.
• Collaborating with Human Resources Department in placing volunteers in different
departments.
The following are the accomplishments for the Police Department for the time period November
3 rd , 2014 through November 16th , 2014:
Chief's Office
• "Staff Own-A-Zone" program yielded 40 citizen and business contacts throughout the City;
• A total of 824 calls for service were handled during this period;
• Chief Landa attended the 200 Club dinner on November 12th;
• Two new officers will be sworn in on November 21 st ;

Uniform Patrol Division
• Total of 25 arrests: 4 felonies, 16 misdemeanors, 4 traffic arrests, and 1 warrant served.
• Of those 25 arrests, 15 were narcotics related.
• Nov 4th -5th
, UPD participated in the annual SOMI Art Festival. In addition to the regular
traffic post assignments, a booth was set up to promote the crime prevention initiative.
Gun locks, crime prevention pamphlets, and coloring books were distributed.
• On Nov 6th
, The Police Explorer Program participated in the Annual Homeless Awareness
Event organized by Miami Dade Homeless Trust. The explorers passed out educational
brochures and held signs along the roadway to increase awareness.
Community Police Unit
• A meeting was held with the RCCV and Active Shooter response was discussed.
• A meeting was held with the CRA to discuss the upcoming holiday events,
• The DMV was contacted in order to set up a mobile identification card event at the South
Miami Senior Center. This event will assist in providing identification cards to those
disabled seniors that are unable to respond to the local DMV office. Many of these seniors
need identification cards to receive much needed services and assistance.
• The B.E.A.T. program was continued and an additional 02 businesses were registered.
• 10 Park and Walks were conducted which yielded 52 citizen contacts.
• A new bicycle registration program is being designed in order to increase efficiency and
effectiveness.
Criminal Investigations Division
• C.I.D. Detectives conducted four (4) vehicle burglary surveillance details, in two affected
areas of our city.
• C.I.D. Detectives have placed under cover surveillance cameras in strategic locations where
vehicle burglaries have occurred. The images captured will give us the exact time, date and
subject descriptions (Intelligence) necessary for proper investigation and for the successful
prosecution of all subjects involved.

i. C.LD. Detectives are currently waiting for the results from the Miami Dade Crime Lab of
D.N.A. evidence that was collected from a commercial burglary crime scene. Video images
of the offense were also impounded and have led us to two (2) possible suspects in this
case. The D.N.A. results, if proven positive would give us the probable cause necessary to
affect their arrests and the successful closure of this case.
Services Division
Fleet Management, Records Management, Quarter Master, Property & Evidence Management;
• Revised filing system to categorize and efficiently store property and evidence in the
Property Room is currently being implemented,
• There have been 991 items entered into the Evidence and Property module, since the
transition to electronic record keeping,
• List being compiled of firearms and rifles for destruction,
• Pricing for 2015 vehicles and equipment have been requested from Don Reid Ford,
• Thirteen bicycles have been designated for donation to The Alliance For Youth Program.
Professional Standards Division and Training
• Processing 5 applicants for Fulltime/Reserve Police Officer;
• Processing 4 applicants for open Communications Officer position;
• Roll call training was completed covering all 3 shifts. The training covered search and
seizure, stop and frisk law, handcuffing and search techniques, perimeters and crime
elements;
Human Resources
Please be advised that no "significant" events have occurred in the Human Resources Department
since the November 6, 2014 Commission meeting. We will continue to maintain activity and
project status reports, which can be made available at your request.

PUBLIC WORKS DEPARTMENT
Engineering and Construction Division
Sunset Drive Roadway Improvements Ph. V: Project is ongoing.
Sunset Drive Median: Construction of the median is complete. Irrigation Controller is installed.
The palm trees will be opened and trimmed after December 8th •
Twin Lakes Drainage Improvements: Survey is completed. Project is ongoing.
Dog Park: Location for the shade structure and concrete slabs are marked. Notice to proceed for
the shade structure and enclosure entrance will be issued this week.
Citywide Sidewalk Repair: Notice to Proceed was issued.
Downtown Wi-Fi: Contractor will receive the materials next week. A preconstruction meeting is
scheduled for next week.
Police Fueling Facility Improvement: Contract to be signed and executed. Purchase order will be
issued.
Street Lights (Cobra Heads) on 67th Street: Pending further instructions.
Sunset Drive Striping: A new ITQ will be requested.
Median Landscaping along US1: Project being coordinated with FOOT. Pending further
instructions.
Pinecrest Villas Traffic Calming: Contractor was given NTP for the design of traffic calming
devices.
Twin Lakes & Bird Estates Traffic Calming: Contractor was given NTP for the design of traffic
calming devices.
Mango Terrace & Manor Lane Traffic Calming: The consultant is in coordination with the County
to finalize the design phase. Resident survey was distributed, surveys received. Information is
being tabulated, will be provided to the County in conjunction with the General Interlocal
Agreement.
Manor Lane speed table: Survey results were provided to MDC Public Works.
Pocket Park near SW 50th Street: Boundary Survey received.
Street Name Signs: Contractor submitted plans to the City and County. Comments were provided
to contractor. The Interlocal agreement was provided to him. Contractor resubmitted to the
County after City Review. We are pending on County approval.

Public Works Attachment A
• Change all light timers throughout the City due to Daylight Savings.
• Repaired electrical outlet box in the Computer lab at the Community Center as requested
by Parks.
• Repaired 25 transformers, ballasts, capacitators and spot lights in the median in front of
City Hall for the up lighting project as requested by Public Works Director.
• Contracted vendor to replace broken mirror in the gym on the 2nd floor at the Community
Center as requested by Parks.
• Repaired wall and installed 3 name plates in the Police Department as requested.
• Repaired 3, 30AMP outlets and covers in South Miami Park as requested by Parks per
electrical failure.
• Adjusted water heater thermostat for reduction in water temperature at the Community
Center as requested by Parks.
• Replaced 25watt light bulb and light sensor at the bus stop in front of City Hall as
requested by Public Works Director due to electrical failure.
• Installed 2 new electrical outlets including new wiring in the football room in the Palmer
Park Office as requested by Parks.
The following are the accomplishments that have taken place from November 7 -November 18,
2014:
Recreation:
• The City is soliciting sealed Letters of Interest (LOI) and qualifications for Aquatic Program
Management Services (closing date 11/13) and Basketball Management Services (closing
date 11/26).
• On November 8,2014, South Miami Hospital held a "Caring for Our Community Day" at the
Murray Park Aquatic Center. During that event, volunteers from South Miami Hospital and
selected children from the After School Program repainted the mural of the aquatic center.
• South Miami Grey Ghost Cheerleading placed 1st and 2nd place at the Orange Bowl
Competition held at the Bank United Center.
• On November 15, 2014, the South Miami Grey Ghosts' 115lbs football team won the
Miami Extreme Championship. The team has advanced to the Turkey Bowl Championship
which will take place on Thanksgiving weekend at Milander Stadium in Hialeah.

• The City is soliciting sealed proposals for Parks and Recreation Master Plan (closing date
11/24).
• Tennis, basketball and handball court resurfacing at Brewer Park, and Restroom
remodeling and renovations at Dante Fascell Park and Palmer Park were approved by City
Commission. Anticipated start date is December 2014.
• The pedestrian asphalt walking trail leading to the restroom facility has been repaired at
Fuchs Park.
• New security cameras are currently being installed at Murray Park Aquatic Center.
Upcoming Event:
• On November 20, 2014, the Annual Thanksgiving Drive will be held at the Gibson-Bethel
Community Center from 5:30 p.m. -7:30 p.m. We are asking for your donations for this
event. Frozen turkey donations can be dropped off at the Community Center on
November 19, 2014 between 8:00 a.m. -4:00 p.m. or call the Gibson-Bethel Community
at 305-668-3876 for more information.
