1. An Ordinance of the City of South Miami, located in Miami-Dade County,
Florida ("City")' approving a tentative millage rate of the City for the fiscal year
commencing October 1, 2014, through September 30, 2015 which amount
may be amended at the first or second reading, and approving and enacting
the final millage rate of the City on second reading.

2 This item was tabled in order to discuss item No.2 (proposed budget).

4 Moved by Mayor Stoddard, seconded by Vice Mayor Harris, the motion to approve
5 Ordinance No. 23-14-2201, approving a tentative millage rate of the City for the fiscal year
6 commencing October 1, 2014, through September 30, 2015 which amount may be amended at
7 the first or second reading, and approving and enacting the final millage rate of the City on
8 second reading, passed by a 5 -0 vote:

Florida ("City"), approving a proposed budget for the City for the fiscal year
commencing October 1, 2014, through September 30, 2015, which amount
may be amended· at the first or· second reading of this Ordinance, and
approving and enacting the final budget on second reading.

13 The public hearing was opened and the following individual(s} addressed the
14 Commission: Marie Valenti, Yvonne Beckman, Denise Covington, Brandon Lurie, Antoinette
15 Fischer, LorieCano, Brad Cassel.

17 The Commission discussed the budget with staff. Upon a request for further
18 clarification, the City Manager explained that the allocation of the 20% as emergency fund is
19 highly recommended by the Government Financial Officers (GFO). After further discussion, the
20 Commission voted to increase the Capital Improvement Program (CIP) by $60,000 in order to
21 take care of SW 60th Avenue improvement and the Underline project.

23 The Commission also discussed parking funding and the proposed Smart Parking
24 system that will be greatly beneficial for the businesses downtown which among other things, it
25 will impq)Ve the ways of finding a parking space through a free 'app'. Beyond helping our

1 downtown merchants, staff explained, the proposed system is also estimated to generate
2 substantial revenue to the City.

4 At the conclusion of the discussion among the Commission and staff, this item was
5 tabled in order to adopt the millage before approving the proposed budget.

7 Moved by Mayor Stoddard, seconded by Vice Mayor Harris, the motion to approve as
8 amended Ordinance No. 24-14-2202, approving a proposed budget for the City for the fiscal
9 year commencing October 1, 2014, through September 3D, 2015, which amount may be
10 amended at the first or second reading of this Ordinance,andapproving and enacting the final
11 budget on second reading, passed by a 5 -0 vote:
