3 A Resolution of the City of South Miami supporting the
4 Friends of the Ludlam Trail in the implementation of the
5 Ludlam Trail, a six (6) mile linear park along the former
6 FECI rail tracks, requesting Florida East Coast, Inc. to
7 temporarily withdraw its application to amend the County
8 Development Master Plan, and directing the City Clerk to
9 transmit a copy of this resolution to the designated officials
10 herein. .

12 WHEREAS, the Friends of the Ludlam Trail ("Ludlam Trail") support the
l3 creation of a six (6)-mile walking, biking exercise path and linear park, from NW 7 Street
14 to Dadeland South Station; and
15
16 WHEREAS, the Ludlam Trail will provide a world-class mobility corridor with
17 wide paths, safe crossings and abundant vegetation; tie together a network of bikeways
18 and greenways around Miami-Dade County and directly impacting thousands of South
19 Miami residents and businesses; and
20
21 WHEREAS, the Florida East Coast, Inc. (FECI) corporation is seeking to amend
22 the County Development Master Plan (CDMP) to receive bonus zoning capacity without
23 providing any benefit for the public good or having undergone any public planning
24 process to show how they plan to use the additional capacity; and
25
26 WHEREAS, the Friends of the Ludlam Trail seeks to engage the FECI in a robust
27 and transparent planning process that balances the goals of the FECI with the vision of the
28 community; and

30 WHEREAS, the City of South Miami urges FECI to withdraw its application for a
31 CDMP amendment during this amendment cycle, and work with the Friends of the
32 Ludlam Trail to establish a consensus plan for the corridor prior to changing land use or
33 rezoning.

35 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
36 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT:

38 Section 1. The City Commission supports the Friends of the Ludlam Trail in
39 the creation of a six (6) mile linear park and bike path, and urges FECI to withdraw is
40 current application to increase the zoning capacity of the land until a master plan is
41 produced with public input.

43 Section 2. The City Clerk is directed to transmit a copy of this Resolution to
44 Governor Rick Scott, members of the Miami-Dade Delegation of the Florida Legislature,
45 Mayor Carlos Gimenez and the Board of County Commissioners, the Florida Department
46 of Transportation, and FECI.

Section 3. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the
holding shall not affect the validity of the remaining portions of this resolution.
Section 4. This resolution shall take effect immediately upon adoption.
