If you have any questions please feel free to contact me. a. Finance: I. Finance continues working on reviewing and updating the FY 2015 budget. As of August 11, 2014, the city provided the Mayor and Commission with an updated PROPOSED FY 2015 budget. ii. The City's parking contractor has installed the first test Wi-Fi modem within the digital parking meter. The Wi-Fi modem continues working without issue. The City'S Public Works Department continues working with FPL on obtaining the approval to use two of their respective poles and having them bring the antennas power. Finance has processed a purchase order for FPL and the Pole installer in an effort to have FPL provide the electrical which is critical to the operation of the antenna. III. Finance continues to trouble shoot any issues related to the City's ONESolution finance system. Finance continues to monitor the different department's issues and help correct those matters. IV. Finance has taken the initiative related to Laserfiche. Finance has been training and setting up users. Finance will be conducting training for all interested departments in October of 2014 -2 -City Manager's Report to the Commission for August 19, 2014 v. Finance continues working with Miami-Dade County on providing the needed IT services to the City of South Miami. Finance has been working on the Police Departments mandated dual authentication project. Finance is working to have the project completed before September 30, 2014. VI. Finance, Grants and Public Works continue working with Miami-Dade County's Department of Audit and Management Services in an effort to complete audit of the City's People's Transportation Funds for the past 5-fiscal years. VII. Finance has completed the closing of July 2014. The Budget to Actual Monthly report has been uploaded. The July 2014 check register was also posted on the City's website. Central Services: City Managers Report -8/19/14 Commission Meeting i. Sunset Drive Improvements Phase RFP: The RFP was issued on July 25 th and closed on August 11 th at 10 A.M. Five proposals were received and are under evaluation. ii. Bathroom Remodeling at Dante Fascell and Palmer Park: The RFP was issued on July 24th and closed on August 12th at 10 A.M. Four proposals were received and all bids were rejected due to the unexpected cost related to the two bathroom remodeling projects. iii. RFP Draft: AC Installation for the Community Center: A scope has been completed with PW's input and the draft RFP has been forwarded to the City Attorney for review and approval. iv. Chamber Renovations: Window blinds were installed in the chambers and new seating for the dais is on order. NEW LICENSES (BTR's) REVIEWED (12) Other Reports: • Florida League of Cities Insurance Report -Completed • Miami Dade County Report -Completed • Renewal Report -Completed • Renewal Licenses printed for 2014 -2015 Total amount collected $ 1,500.00 $ 2,460.00 $ 1,150.00 -4 -City Manager's Report to the Commission for August 19, 2014 Special Events Division: The following are the results for the Special Events Division for August 1 -August 17, 2014: • Collaborated with Parks & Recreation on the grand opening of the Murray Park Aquatic Center, that was held on August 6, 2014, at Murray Park. • Collaborating with South Miami Police Department on a Bike Registration Day, to be held on Saturday, August 30, 2014, from 11 :00 a.m. -1 :00 p.m. in front of the Shops of Sunset. • Collaborating with Mr. David Rafkind on a Bike Lane buffer for Parking Day. This event will be held on September 19, 2014. • Collaborating with Roc Burger on an event which will be held on Friday, September 12, 2014 from 5:00 p.m. -11 :00 p.m. • Processed one (1) garage sale permit requests for this time period. • Reviewed and processed 12. lien search requests for Code Enforcement Department, for this period of time. • Processed/recorded 2. lien and Llien releases for this time frame. • Collaborating with Human Resources Department in placing volunteers in different departments. The following are the accomplishments for the Police Department for the time period August 4th through August 17th , 2014: Chief's Office i. "Staff Own-A-Zone" program yielded 40 citizen and business contacts throughout the City; ii. A total of 1013 calls for service were handled during this period; iii. Continuing efforts to convert the whole Department to electronic attendance record keeping. Supervisors need to be trained in process. A "go-live" date is anticipated in month of September; IV. The first of the new police vehicles has been delivered to the equipment installation vendor. Uniform Patrol Division i. Total of 17 arrests: 9 felonies, 7 misdemeanors, 1 traffic arrest, and 0 warrants served. II. Of those 17 arrests, 7 were narcotics related. -5 -City Manager's Report to the Commission for August 19, 2014 iii. On August 15 th , The UPD assisted The Coral Gables Police Department with a DUI Checkpoint as part of our traffic enforcement effort. iv. The UPD continued training members in the County's New Automated Arrest Form System. The training process will take a month to complete and train everyone. Community Police Unit i. August 13 th , CPU and Staff attended the grand opening of the Murray Park Pool. ii. A meeting was held with James McCants (SMCRA) to discuss potential problems and solutions with the new swimming pool. iii. The school zone sign identified as being blocked by a tree at SW 66 ST /61 Ct has not yet been resolved. iv. Ofc. P. Rodriguez was out on vacation leave the week of August 11-15. v. 17 "Park and Walks" were conducted and 38 citizen contacts were initiated in the C.R.A. vi. 08 traffic enforcement details were conducted in the CRA yielding; 60 citations. vii. CPU is requesting that a crosswalk be striped on SW 62 Ave for the Senior Center at SW 68 Street in order for the seniors to cross to the southbound bus stop safely. viii. The B.E.A.T. program was continued and an additional 18 businesses were re~istered. ix. A bike registration is currently being planned for August 30, 2014. x. Tree branches are blocking the view of southbound traffic on SW 59 PI and SW 70 ST. Criminal Investigations Division I. ClD detectives are closing cold cases from 2012 where evidence has led to two arrests for grand theft from a local retail store. ii. Detectives continue conducting surveillance details at our local parks, roving patrols on city parking garages and municipal parking lots. They continue to assist in keeping burglaries down in these target areas by supplementing to the existing road patrol officers. iii. Detectives have recovered a stolen vehicle and made an arrest for Grand Theft Auto. They are currently seeking the second subject in the case. IV. Detective Lisa King has been nominated for the prestigious Florida Retail Federation Officer of the Year award for the State of Florida. -6 -City Manager's Report to the Commission for August 19, 2014 Services Division Fleet Management, Records Management, Quarter Master, Property & Evidence Management; i. Revised filing system to categorize and efficiently store property and evidence in the Property Room is currently being implemented; II. List being compiled of firearms and rifles for destruction; "I. Bicycle racks for certified bicycle officers have been purchased and awaiting for assignment; iv. GEM vehicle being restriped to match current graphics used on police cars; v. Vendor specializing in storage solutions asked to provide a rendering and pricing for improvements to be made in the property room. Professional Standards Division and Training I. Processing seven applicants for Reserve Police Officer; II. VU body camera field test and evaluation "I. Completed two Tactical Response Team training sessions, and prepping them for upcoming tactical training schools; iv. Met with AMC Movie theater management to discuss future training locations. -7 -City Manager's Report to the Commission for August 19, 2014 Human Resources Please be advised that no "significant" events have occurred in the Human Resources Department since the August 5, 2014 Commission meeting. We will continue to maintain our activity and project status reports, which can be made available at your request. PUBLIC WORKS DEPARTMENT Engineering and Construction Division Bus Shelters: Bus shelters on 59 th Place and on Sunset Drive are progressing. Shelter roof was delivered to the contractor. Columns are complete (plastered and painted), and the installation of the metal roof and metal structure are scheduled to be complete the week of July 14th. Inquiring for bus bench to refinished (sandblasted and repainted). Sunset Drive Striping: The schedule is to be coordinated with the Sunset Drive Median project. In coordination with MDC for striping implementation. Police Fueling Facility Improvement: RFP being prepared to be advertised. Dog Park: Pending further instructions and approval. Sylva Martin Window Replacement -Windows are being installed. City Hall Sewer Connection: Sewer lateral connection to main sewer line is complete. Pending Building inspection to pass, HRS permit received. Pending on the installation of a sign used by Police to calibrate speed guns. Manor Lane Traffic Calming: The consultant is in coordination with the County to finalize the design phase. Resident survey was distributed. Five locations were included in the survey to evaluate concurrence. SW 61 Avenue Drainage Improvements: Construction is complete. An email was sent to the property owners for concurrency on the implementation of green islands within the new parking spaces. City staff is coordinating with FPL for the relocation of the wooden pole. Street Lights (Cobra Heads) on 67th Street: Being coordinated with the City Attorney. Pending further instructions. Downtown Wi-Fi: Contract is being executed. Purchase order will be issued upon execution. Sunset Drive Median: Purchase Order was issued. -8 -City Manager's Report to the Commission for August 19, 2014 Citywide Sidewalk Repair: Purchase Order was issued. SW 57th Court Sidewalk Repair (By Town Bar & Grill): Purchase Order is being processed. Median Landscaping Along US1: Pending a fee estimate for design and a rough construction cost estimate. Project being coordinated with FOOT. Pending further instructions. Sunset Drive Roadway Improvements Ph. V: Bid opening was on August 11. Pending review of funding. Public Works Attachment A i. Installed electrical wiring for Commission Chamber cameras. II. Repaired NC in the Motor Pool facility. III. Reset NC in the Community Center. IV. Replaced several light bulbs and transformers in the parking lot of the Community Center. v. Replaced damaged light switch in the Police Department's lunch room. vi. Repaired an underground water leak outside of the restrooms at Dante Fascell Park. vii. Repaired ice storage machine for the Police Department. viii. Replaced 8 light bulbs and 40 transformers. IX. Painted 18 posts along USI that had graffiti. Parks and Recreation: The following are the accomplishments that have taken place from August 6 -August 18, 2014: Recreation Division: • The Murray Park Aquatic Center Grand Opening Ceremony was held on Wednesday, August 6, 2014 at 10:00 a.m. • On August 14, 2014, the Annual Back to School Giveaway was held at the Gibson- Bethel Community Center from 4:00 p.m. to 6:00 p.m. Participants from the summer camp program and children from the Community received book bags and supplies for all grades. Over 250 book bags were distributed. • The Murray Park Aquatic Center opened to the public Saturday, August 16th , 2014, 95 swimmers went to the pool during opening weekend. No accidents were reported. The pool will be open until September 13, 2014. The hours of operation are Saturday through Wednesday, 1 0:30am-12:00pm (lap swim) and 1 :00 p.m. -4:30 p.m. (public open swim). -9 -City Manager's Report to the Commission for August 19, 2014 • Youth cheerleading and football season has begun. The season is from August to December 2014. • The City, in partnership with Next Level Martial Arts Academy, is now offering martial arts classes every Tuesday and Thursday at the Gibson Bethel Community Center. For more information, please call (305) 668-3876. • The 2014-2015 Afterschool Program has commenced. The program is held Monday through Friday from 2:00 p.m. to 6:00 p.m. Activities include arts and craft, homework assistance, organized sports activities, reading, computer lab fun, and more. Parks Maintenance Division: • All athletic fields have been prepared for football season. Home games have already begun. • Tree work is being conducted at FUCHS Park. • Completed pressure cleaning of tennis court at Brewer Park. • New tennis net has been installed at Brewer Park. • Irrigation repairs have been completed at Murray Park. • Fiber Optic project is awaiting final inspection at Murray Park. Planning Department The following is the Planning department update for the August 19, 2014 Commission meeting.
