RESOLUTION NO. _____ _
A Resolution consenting to and confirming the appointment of Quentin Pough,
as the Director of the Department of Parks and Recreation for the City of South
Miami, Florida.
7 WHEREAS, the City Manager, on the basis of ability to perform the duties of the
8 position Director of the Department of Parks and Recreation, hereby recommends the
9 appointment of Quentin Pough to that position; and
10
11 WHEREAS, pursuant to Article III, Section 5, subsection A. provides that "the City
12 Manager may not appoint any department director without first obtaining the consent of a
13 majority of the members of City Commission at a duly noticed City Commission meeting.";
14 and
15
16 WHEREAS, the Mayor and City Commission wish to consent to and confirm the
17 appointment of Quentin Pough, as the Director of the Department of Parks and Recreation
18 for the City of South Miami.

20 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
21 CITY OF SOUTH MIAMI, FLORIDA:

23 Section 1. The Mayor and City Commission hereby consent and confirm the
24 appointment of Quentin Pough, as the Director of the Department of Parks and Recreation
25 for the City of South Miami.

27 Section 2. Effective Date. This resolution shall become effective immediately upon
28 adoption by vote of the City Commission.

My name is Quentin Pough and I am writing to express my interest in the Assistant Director of Parks and
Recreation position. Please accept this letter as a brief introduction of myself.
I am currently serving as the Community Center Manager for the City of Miami Gardens Parks and
Recreation Department. I have had the pleasure of managing and directing all activities and functions of
the community center, streamlining administrative and operational functions, building division teamwork
and improving staff morale, and initiating new partnerships with the IRS, University of Miami, The
Princeton Review, AARP, Toastmasters, and fitness instructors in order to implement new and exciting
programs to the community. Although some of these tasks remain on going, positive changes have been
made and were recently acknowledged in the Department's Gardens Experience brochure.
As a Parks and Recreation professional, I am confident that this position will allow me to utilize my skills
to accomplish the Department's goals. Knowledge of the philosophy of recreation, effective oral and
written communication skills, and the ability to develop community participation and interest in
recreation activities through active and ongoing public relations programs are traits I can add to the City
of South Miami Parks and Recreation Department. In addition, the following characteristics and abilities
may interest you:
• Extensive management experience: I have 6 years of management experience conducting
advanced administrative and supervisory work in the management of large recreational service
areas and facilities at Historic Virginia Key Beach Park (82 12 acres) and the Betty T. Ferguson
Recreational Complex (56,000 sq. ft).
• Lifelong commitment to learning: I completed my MBA in Management (2011) and I am a
member of the Florida Recreation and Parks Association (FRPA) and Hollywood Toastmasters
Club.

Six years of professional management, advanced administration and operation experience in the
Parks and Recreation sector. I have supervised and directed P&R activities through 27+ support
staff, which may include supervisors, Aquatics Manager, Assistant Manager, administrative
personnel, seasonal employees, volunteers, technical and maintenance workers in a manner
conducive to full performance and high morale. Moreover, I have exercised independent
judgment and sound decision-making while managing Historic Virginia Key Beach Park (82 Y:!
acres) and the City of Miami Gardens Parks and Recreation's largest and most complex, the Betty

Community Center Manager March 2013 -Present

• Manages and directs all activities and functions of the community center in its entirety,
including fitness center, aquatics facility, outdoor amenities-Amphitheater,
Multipurpose Fields, track and concession stands.
• Oversees planning and development and directs all recreational activities, internal and
external special events and programs, including Seniors, Youth Sports and Teens.
• Assists in the preparation of annual budget and monitoring of budget expenditures to
assure sound fiscal control; create, review and edit monthly reports sent to Director.
• Implementation of community center operational standards to include information
disbursements, revision of scheduling to optimize salary expenditures, enforcement of
uniform policy and staff expectations/accountability.
• Issues written and oral instructions; assigns duties and examines work for conformance to
departmental standards and expectations. Develops policy for efficient operation of
facilities and outdoor amenities
• Maintains effective working relationships with members of public, civic organizations
and various private associations; coordinates dept. activities with other departments and
agencies as needed.
• Performs public relations duties to promote the Department and its programs in the
community.
• Assists in the coordination of park improvement projects such as installation of heat
pump, perimeter fence, football scoreboard, turnstiles and re-painting of facilities and
park amenities.
• Manage vendor service agreements for programs, fitness contractor, external camps, and
sports events.

• Plans and promotes special events designed to encourage public attendance and
utilization of park facilities, for example, the City of Miami Gardens 3rd Annual
