SUBJECT: A resolution authorizing the City Manager to negotiate and enter into a contract
with the Corradino Group for a total expenditure not to exceed $26,609.48 for
Twin Lakes Traffic Calming Design.
BACKGROUND: A traffic study was performed to assess the magnitude of cut-through traffic in
the neighborhood depicted as Twin Lakes, bounded by SW 62 nd Avenue and
SW 67th Avenue between SW 48 th Street and SW 64th Street, and also the
neighborhood depicted as Bird Estates, between SW 61 st Avenue and 64th
Avenue and between SW 40 th Street and SW 44th Street. For location of
neighborhoods see Exhibit 1 "South Miami Traffic Calming Neighborhood"
map.
Based on the results of the study, traffic calming measures such as speed tables
and a traffic circle are recommended.
In accordance with pursuant to Florida Statute 287.055 for CCNA, The
Corradino Group was one of the firms selected to provide professional
engineering services. The City negotiated hourly rates with the firm and entered
into a professional service agreement with The Corradino Group to perform
engineering services for the City.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA THAT:
Section 1: The City Manager is authorized to negotiate the terms and conditions and to execute a contract with
The Corradino Group for the Twin Lakes Traffic Calming Design for an amount not to exceed $26,609.48. A copy of the
proposal is attached.
Section 2: The expenditure shall be charged to the People's Transportation Plan account number 124-1730-541-
6490 which has a balance of$712,942.09, before this request was made.
Section 3: If any section clause, sentence, or phrase of this resolution is for any reason held invalid or
unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this
resolution.
Section 4. This resolution shall take effect immediately upon adoption.

CONSULTANT WORK ORDER PROPOSAL
Twin Lakes Neighborhood Traffic Calming
The Corradino Group, Inc. proposes to provide the services identified below for the project entitled
"Twin Lakes Neighborhood Traffic Calming", pursuant to its Professional Service Agreement with
the City of South Miami for Civil Engineering services for Roadway Projects, dated June 28, 2013 .
I. GENERAL
The general objective for the Consultant is to provide all project management and professional
engineering services required for the design and preparation of a complete set of construction
contract plans for a traffic calming devices (Roundabout and Speed Tables), at the following
locations:
• S.W. 63 rd Avenue and S.W. 42 nd Terrace -Roundabout
• S.W. 44th Street from S.W. 64th Avenue to S.W. 62 nd Avenue -1 Speed Hump
• S.W. 63rd Court from S.W. 58th Street to S.W. 62 nd Terrace -2 Speed Humps
• S.W. 65th Avenue from S.W. 64th Street to S.W. 61 st Terrace -1 Speed Humps
Elements of work shall include roadway analysis, topographic survey, signing and pavement
markings, and drainage and geotechnical activities as required. All existing features, i.e. sidewalks,
driveways, etc., requiring repair or replacement, shall also be addressed accordingly.
All plans and design documents are to be prepared with Standard English values in accordance with
all applicable engineering manuals and guidelines.
II. SCOPE OF WORK
Project Activity 4: Roadway Analysis
Task No. 4.4 HorizontalNertical Master Design Files
Includes all efforts required for establishing the master design files for the horizontal and vertical
geometry, existing drainage features, utilities (including conflict location identification and
adjustment), etc. Also includes all work to create elements showing the alignment for the horizontal
geometry in the plan sheets and all efforts required to place labels and required information in the
master design file. In addition, through the use of AUTOTURN, the vehicle path for all roundabouts
will be included as requested, to ensure maneuverability.
Task No. 4.11 Cost Estimate
Includes all work required to prepare a construction cost estimate for each submittal.
Task No. 4.14 Field Reviews
Includes travel time for field visits in order to obtain the necessary data for design.

Includes production work necessary to develop sheets and all required labeling not included in the
Master Design file.
Task No. 5.21 Miscellaneous Detail Sheet
Includes efforts for developing miscellaneous roadway construction details as required.
Task No. 5.31 Traffic Control Detail Sheets
Includes efforts for developing Traffic Control Detours Sheets
Task No. 5.41 Quality Assurance/Quality Control
Includes implementation of QAlQC plan. Also includes internal peer review and/or constructability
reviews, responses to comments and any resolution meetings if required, and assembly of plans for
submittals for reviews.
Task No. 5.42 Supervision
Includes all efforts required to supervise and coordinate plans production and sUb-consultant
coordination.
Project Activity 6: Drainage
Task No. 6.0 Drainage Analysis/Design
Includes all work required for the design of an isolated storm drain system composed of inlets and/or
manholes with a closed French drain system. Analysis will be based on a 5-year return period using
the rational method and a minimum time of concentration of 10 minutes.

Task No. 7.2 Identify Existing UAOs
Includes identification of all utilities at each intersection by reviewing existing plans, checking with
Sunshine State One Call, City of Miami, and any potential existing SUE reports.
Task No. 7.3 Make Utility Contacts
Includes sending letters and plans to each utility company for coordination.
Task No. 7.10 Review Utility Markups, Work Schedules, Provide Relocation Documents
Includes review of utility marked up plans and work schedules as they are received.
Task No. 7.11 Utility Coordination / Follow-up
Includes coordination and follow-up to ensure the resolution of all known utility conflicts and/or
attainment of utility clearance or "No conflict" letters from each utility company. If there is a conflict
that it can't be resolved, a UWS shall be prepared, coordinated and obtained by the EOR with the
corresponding utility agency.

Includes all work required to determine the quantities for each plan sheet.
Task No. 19.9 Cost Estimate
Includes all work required to prepare a construction cost estimate for each submittal.
Task No. 19.14 Quality Assurance/Quality Control

reviews, verify comments are addressed, assembly of plans for submittals, etc.

V. COMPENSATION
Consultant shall perform the Work detailed in this Proposal for a Total fee of twenty-six housand-six
hundred and nine dollars and fouty-eight cents ($26,609.48). The City shall not be liable for any fee,
cost, expense or reimbursable expense or other compensation beyond this amount. Said fee
includes an allowance for Reimbursable Expenses required in connection with the Work, which shall
not exceed $4,955.00. Said Reimbursable Expenses shall be used in accordance with the Agreement
Provisions and shall conform to the limitations of Florida Statutes § 112.061.

Dear Mr. Verson,
In response to your request regarding a fee estimate for surveying and mapping services for the above referenced
project. LONGITUDE SURVEYORS, LLC (LS) is pleased to submit the following proposal for your consideration.
A. Scope of Services:
LONGITUDE will perform a full Topographic Survey including the following information;
• A Digital Terrain Model (DTM) will be prepared.
• Right-of-Way and property lines for the project area and adjacent properties will be shown graphically.
• A graphical baseline will be created and included.
• Location of all overhead utilities, sidewalks, curb and gutters, paved roads, fences, signs, manholes, catch basins, valves/valve boxes
and any other aboveground improvements within the project area, with elevations.
• Invert and grate elevations for all project area storm and sanitary manholes and catch basins.
• Elevations will be taken at edge of pavement, center of pavement, right-of-way limits and approximately 5 feet beyond wherever
possible. In addition, cross section elevations will be taken at 25-foot intervals.
• LS will collect shots to delineate the driveways beyond the right-of-way whenever possible.
• All elevations will be referenced to the National Geodetic Vertical Datum of 1929 (NGVD29).
• Control points will be set outside the project limits, in locations where they can be used by the contractor during construction.
• All control points will have Northing and Easting coordinates referenced to the Florida State Plane Coordinate System, based on the
North American Datum of 1983/90 and elevations referenced to the National Geodetic Vertical Datum of 1929 (NGVD29).
B. Survey Limits:
City of South Miami intersection of SW 63 Avenue and SW 42 Terrace approximately 250 feet in each direction of the intersection.
C. Deliverables:
LS will deliver signed and sealed originals of the resulting Map of Survey and an electronic copy of the resulting cad file.
D. Schedule:
LS have estimated eight business days to complete this task.

The total professional fee to complete this task shall be a lump sum of $2,800.00
