A Resolution relating to budget; authorizing a transfer of $15,000
from City Manager's General Contingency account, to City Clerk
Legal Ads account.
The City of South Miami is required by City Charter and by Florida Statues
to advertise the time and place of the second reading of ordinances and of
the first readings of certain resolutions, including resolutions that approve
voter referenda. Resolution 43-14-14137 approved an amount not to
exceed $19,215 for the 2014 election advertisements. The City has
advertised Spanish translations as required by the Voting Rights Act, Sec.
203 (C). The City Clerk Legal Ads account was underestimated as the cost
of running the Spanish Ads for the election were more than what had been
estimated, as well as other advertising that was required.
The City Clerk is contacting other Spanish newspapers for publishing next
elections ads in an effort to find better prices than those of the Miami
Herald.
It is requested that the budget for City Clerk Legal Ads be increased by
$15,000 from account No. 001.1310.513.9920. It is essential to provide
sufficient funds for City Clerk Legal Ads account in order to cover
payments through the end of the 2014 fiscal year.
Transfer Amount: $15,000
Transfer From: Account number 001.1310.513.9920 City Manager's General Contingency,
with a current balance of $70,000.
Transfer To: Account number 001.1200.512.4910, City Clerk Legal Ads, with a current
balance of $277.43.

7 WHEREAS, it is requested that the budget for City Clerk Legal Ads be increased by

32 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
33 COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT;

35 Section I. The City Manager is hereby authorized to transfer sufficient funds in the amount of
36 $15,000 funds from account No. 001.1310.513.9920 City Manager's General Contingency, with
37 a current balance of $70,000, settlements to account No. 001.1200.512.4910 City Clerk Legal
38 Ads, with a current balance of $277.43.

A Resolution authorizing the City Manager to pay the Miami Herald for
Election Advertisements.
WHEREAS, the City of South Miami is required by City Charter and by Florida Statutes
to advertise the time and place of the second reading of ordinances and of the first readings of
certain resolutions, including resolutions that approve voter referenda; and
WHEREAS, during City elections, the City not only is required to advertise public
hearing items, but election notices as well; and
WHEREAS, the City has duly advertised the 2014 City election ads both in English and
Spanish; and
WHEREAS, the City has advertised Spanish translations as required by the Voting
Rights Act, Sec. 203(C); and
WHEREAS, the City has advertised the English verSIOn of election notices in the
Neighbors and the Spanish version of election notices in EI Nuevo; and
WHEREAS, the City has budgeted an appropriation for the payment of these
advertisements under line item "Legal Ads" in Account #001-1200-512-4910; and
WHEREAS, Account # 001-1200-512-4910 has a current balance of$22,789.61and
WHEREAS, the Mayor and City Commissioners desire to pay the Miami Herald an
amount not to exceed $19,215.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to pay the Miami Herald an amount
not to exceed $19,215 for duly required advertisement to be paid from Account # 001-1200-512-
4910 which has a current balance of$22,789.61.
Section 2. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 3. Effective Date. This resolution shall become effective immediately upon
adoption by vote of the City Commission.
