ROLL CALL: The following members of the City Commission were present: Mayor Stoddard, Vice Mayor Harris, and, Commissioners Welsh and Edmond. Commissioner Liebman was absent. Also in attendance were: Assistant City Manager Shari Kamali, City Attorney Thomas F. Pepe, Esq., City Clerk Maria M. Menendez, CMC., and former Charter Review Committee Members Dan McCrea, Dr. Dean Whitman, Dr. John Makemson, Javier Baños. B. SUBJECT: 1. To discuss proposed Charter amendments to be placed on the November 4, 2014 Countywide General Election. Mayor Stoddard presented the proposed Charter amendments consisting of an explanation table, a draft of proposed ballot language, and a draft of revised Charter with proposed changes. • Everyone had a chance to express an opinion about the proposed changes; • Former Charter Review Committee Members provided input; • A few items were pulled, after deciding that the were not as important, leaving them for further opportunity; • The reference to “State Law” found throughout the document was questioned and left for further research and explanation; 6130 Sunset Drive – South Miami, Florida 33143 - 305-663-6340 – www.southmiamifl.gov Page 2 • Another item of concern was the “Initiative and Referendum”; REMARKS: • The deadline to place questions on the November 4, 2014 countywide election ballot is August 5th. • The deadline to place a 10-day newspaper ad for the Charter amendments resolution on the City Commission agenda of July 15th is July 1st; • The deadline to place a 10-day newspaper ad for the Charter amendments resolution on the City Commission agenda of July 22nd is July 8th; C.
