Resolution providing authorization to purchase carpet for the
Commission Chambers.
Previously, the Commission had approved purchasing carpet from
Rene American Carpet. However, Rene did not provide the City with
adequate color, pattern or quality carpet. It was subsequently
determined that the second lowest bid received from Opler Carpet was
more precise in its measurements and due to prior redistribution of work
tasks, could be lowered due to the removal of existing ceramic tiles being
removed by a different company. Oplers original bid was $10,507.50.
With the removal of the now unnecessary item of ceramic tile removal
($380) their bid stands at a corrected $10,127.50 approximately ten
percent more than the inferior product from Rene.

A Resolution authorizing the City Manager to expend an amount not to exceed
$10,200 with Opler Carpet for the removal and installation carpet in the
Commission Chambers at City Hall.
WHEREAS, the Mayor and City Commission desire to remove and install carpet in the
Commission Chambers at City Hall; and
WHEREAS, three quotes were obtained and it had appeared that Rene American Carpet was
the lowest, most responsive and responsible bidder with a bid of $9,200. However, after the contract
was awarded, it became apparent that Rene American Carpet was not the most responsive bidder since
it could not provide the City with adequate color, pattern or quality carpet; and
WHEREAS, the second lowest bid was received from Opler Carpet which is more precise in
its measurements and due to prior redistribution of work tasks, could provide a lower price due to the
removal of existing ceramic tiles being removed by a different company; and
WHEREAS, Opler Carpet will remove the existing carpet and install a new carpet in the
Commission Chambers at City Hall; and
WHEREAS, the funds for the services provided are being allocated from the Capital
Improvements Account No. 301-1310-513-6450, with a current balance of$17,827.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The City Commission authorizes the City Manager to expend an amount not to
exceed $10,200 with Opler Carpet for the removal and installation carpet in the Commission
Chambers at City Hall and the amount is to be paid from Account No. 301-1310-513-6450 which has a
current balance of$17,827.
Section 2. This resolution shall take effect immediately upon adoption.

CONTRACT AGREEMENT
This AGREEMENT, submitted between All Seasons General Contractors hereinafter called the Contractor and City of
South Miami hereinafter called the Owner.
Whereas, that the Contractor and the Owner, for the consideration hereinafter named, agrees as follows:
The Contractor shall furnish all of the equipment, materials, laQor. and perform all of the work as described hereIn
in a workmanship like manner on the following described property, to wit:

Remove and dispose of, rear carpeted wall with drywall.
Install new drywall and tape and plaster all joints and screw holes.
Rear Wall Prime and Paiht
Apply one coat of Sherwin Williams High Build primer and two cOats of paint to new wall
) Flooring-Demolition
Remove and dispose of existing tile and carpet flooring.
Flooring -Install
Install new 2' X 2' commercial carpet tiles to entire floor. 2.700sq.ft.
Install new vinly baseboards.
Exclusions
Any labor and materials not indicated in the stipulated description of-work.
Architectural and Engineering cost.
