Alexander. City Manager 11./ March 18.2014 A Resolution authorizing the City Manager to enter into a three (3) year contract with South Miami United F.C. Inc., for the management of youth soccer programs at Downrite/South Miami Park. The City issued a Request for Proposal for the management of youth soccer programs at Downrite/South Miami Park. The RFP was posted on the City's website. Demand Star and advertised in the Daily Business Review. The City received two (2) proposals that were reviewed by a Selection Committee. The Committee was comprised of: Darryl Morrison. Parks and Recreation Board Member; Quentin Pough. Assistant Parks Director; and Shari Kamali. Assistant City Manager. Based on a thorough review of the proposals. the Selection Committee is recommending for the award. the highest ranked. responsible and responsive proposal. South Miami United F.e. Inc. It must be noted. an additional proposal was received from the South Miami Grey Ghosts Soccer Club. who has an outstanding balance to the City in excess of $85.000. but was rejected pursuant to Administrative Order #2-14 that states: Prior to issuance of any permit, contract, license, franchise or acceptance of any bid proposal or quotation, the City's Finance Department shall certify that there are no outstanding fines, monies, fees, taxes, liens or other charges owed to the City by the applicant/permittee and/or the business establishment/restaurant. A permit, contract, license, and franchise will not be issued nor will any bid proposal or quotation be accepted until all outstanding debts to the city are paid in full. The Selection Committee was unanimous in their scoring and ranking and determined South Miami United F.e. Inc .• had the most experience and certified resources in the operation of youth soccer leagues and programs of the two proposals that were received. It is the opinion of the City Attorney's that City administration, including the Selection Committee, may consider that entity's proposal. South Miami United F.e. Inc., also has prior experience operating youth soccer programs in the City dating back to 2009, specifically at Downrite/South Miami Park. I would like to provide some background about the former soccer club I helped to stmi and run, South Miami United, and tell you why I believe my new organization -South Miami United FC -is the best qualified group to run soccer at South Miami Park starting in the summer of2014. From 2010 to 2012, South Miami United ran one of the largest recreational soccer programs in all of South Florida. Each season, SMU had upwards of 500 recreational players, playing in U4, U6, U8, UlO and U12 age groups. SMU was an extension of the community: teams were parent-coached and soccer players and families from surrounding neighborhoods sought us out. Saturdays at South Miami Park brought together hundreds of kids to play soccer, there was a positive energy and goodwill for all involved. While there are other strong, community-based soccer programs in the vicinity -Coral Gables Youth Center, Pinecrest Premiere, Miami Lakes -SMU was a destination for families in South Miami, Coconut Grove, Coral Gables, and Kendall. South Miami United's recreational soccer program was always affordably priced, plus SMU feai1u'ed more games and longer seasons. Dick Ward, involved in South Miami Parks & Recreation for over 30 years, with Ludlam Avenue named after him because of this long-standing contributions to youth sports and his civic activism in South Miami, called SMU "the most successful recreational sports program in the history of South Miami." Lou Confessore, one of the original members inducted into the Florida Youth Soccer Hall of Fame -and someone responsible for introducing the spOli of soccer to our state -was on record in describing SMU as the best, most organized recreational soccer program in the area. South Miami United was the only area soccer program to offer U4 soccer (for children under 4 years old), and became recognized as the place for yOlmg parents to introduce their sons and daughters to the sport. SMU's goal was for all participants, U4 to U12, was to have f-un, to improve and develop their soccer skills and understanding of the game, and to provide a safe environment where every player teceived an equal chance. South Miami United F.C, Inc. Page 1 SMU invested in a high quality website, where all teams had individual web pages, and could contact their coach or the league. SMU's website posted weather updates, league news, and was the central platform where families had access to information or to ask questions. One of the natural bypro ducts of a strong recreational soccer program is developing yOlmg boys and girls who can move onto travel soccer -a more competitive, more ambitious level. SMU was the first organization in South Miami to create a travel soccer program for older players U9- U14. In 2011-2012, SMU featured approximately ten travel soccer teams that won tournaments in Miami, Naples, West Palm Beach and Orlando. Travel teams featured licensed coaches and intensive training. As a vendor, South Miami United was a responsible and reliable pminer. Payments were made in a timely fashion. SMU contributed to charitable causes and was involved in soccer unifonn and cleat giveaways. SMU provided need-based scholarships to players and families. SMU gave local travel soccer players the 0ppOliunity to referee recreational games on weekends, and allowed school and church groups to sell food and drinks for chm-itable causes. How South Miami United cmne to be: in the fall of 2008, local soccer parents mobilized to help the City of South Miami stmi up the City of South Miami Grey Ghost Soccer program. People were dissatisfied with the YMCA's soccer program, which had operated out of at South Miami Park for many years. The City controlled 90% of the field space at South Miami Pm-k and decided they could offer a betier product for residents and patiicipants. The City'S new program had the full suppOli of all of the former YMCA teams, parents and families. From the winter of 2009 through the spring of 2010, our local parents worked alongside the City of South Miami to help run the City's soccer program. Volunteer coaches were recruited, teams were formed, and scheduling was done by the parents. This was a collaborative effOli in all regards. After two full years as a city-run program, the city of South Miami decided they lacked the time and personnel to continue its soccer program. They asked the original parents who worked with them over two yem's, to take responsibility for the progrmn -thus South Miami United was born. I believe the record will show that no soccer program at South Miami Pm'k was as successthl as South Miami United's. Both in size and in spirit. When a sports program is formed through shm'ed effOli and community goodwill, when people work together for a common cause, the result is an enormous benefit for a city and its residents. An outstanding local soccer program is a feature for South Miami to showcase: it enhances the quality of life, and makes our city a more attractive place to live. South Miami United FC will again focus on a community-based, grassroots soccer program. As before, we expect recreational soccer to be om foundation. We will strive to bring together families, and to make sure everyone is welcome. We'll make a concerted effOli to reach out to the under-served popUlations and to provide scholarships. We expect to work closely and successfully with the City of South Miami. South Miami United F.C., Inc. Page 2 South Miami United FC will be a professional organization that responds to both recreational and travel soccer. We'll have an infrastructure that includes licensed coaches for travel teams, and academy-style training available for younger rec players who want a more intensive soccer experience. We'll provide information and coaching sessions to recreational coaches, so they can run successful practices and teach their teams the fundamentals of soccer. We intend to balance the two programs -rec and travel -so we provide options for all players and families who want to pmiicipate in our soccer program. South Miami United F.C, Inc. Page 3 1. Qualifications and Experience Robert Maseri As a longtime resident of the City of South Miami, I was proud to be part of a sports program that enhanced the quality of life in this city. I was a coach at South Miami Park from 2006 to 2011. Previous to my move to Miami, I coached youth soccer in Tallahassee from 1994 to 2000. I am cUlTentiy the Head Soccer Coach at The Cushman School and I am employed as the U13 Boys Head Coach at Coral Estates Soccer Club, which has been in existence since 1965. In addition, I am also a volunteer coach for the City of Coral Gables Recreation center as Head coach for tile Ul a Toros team. As the Program Director for the Travel Soccer Program at South Miami United, I lead the efforts that transitioned recreational players to travel. I particularly e~oyed coaching and working with younger kids, 8-12, for both travel and recreational soccer. This stage of their life is crucial developmentally. It's also an age where children are eager to absorb new ideas. They are growing physically, mentally and emotionally. My degree from Florida State University is in Psychology (with a focus on child psychology), so in addition to my lifelong passion for soccer, I coach soccer so that kids can enjoy themselves in a social setting and they can continue to leam outside a school environment. It is important to me that they work t together as a group and maximize their potential. I pride myself in taking a leadership role in making sme my programs communicate these goals to all of my coaches, both rec and travel. The most important thing here is not soccer, but the positive contributions we make to the development of young kids. South Miami United never lost sight of the fact that it ran a conununity based organization. I intend for South Miami United F.C. to follow in these footsteps. Understanding and Approach South Miami United F.C. Inc., has adopted the following Mission Statement; South Miami United F.e. strives to provide a youth soccer program to our community where children can leal'11, enjoy and develop in the sport of soccer. Our program emphasizes the values of sportsmanship and teamwork, we provide an environment where all participants and families will have a positive experience. South Miami United F.e. offers both recreational and travel soccer programs, with diverse opportunities for evelY type of player. In recreational soccer, available to children ages 3-12, all players are guaranteed equal playing time. The focus is on having fun, developing soccer skills, and learning the fundamentals of the game. Travel soccer, a more competitive level, is open to players ages 8 and oider, who want to play the sport at a more rigorous level. The foclls with travel is on player development, with training from licensed coaches and staff who foclls 011 technical skills, and then tactical understanding, as the fOllndations of a player's future Sllccess. Travel soccer teams with South Miami United F.C, Inc. Page 4 South Miami United F.e. are determined by tlyouts, and playing time 011 teams is merit- based. South Miami United F. C. Website South Miami United F.C. will invest significant amount oftime and effOli in building its website. The website will be the pOlial to the club and will contain all relevant information to the programs at South Miami United F.e., including both the Recreational Program and the Travel Program. The website will also serve as the platform for online registration, which serves as a fast and convenient way to register for the program by creating player profiles which are reactivated for each season of pmiicipation. ImpOliant information will be provided to all members of South Miami United F.C. by postings on the website. This will include such peliinent infonnation as field status, upcoming events, as well as schedules for upcoming games. Each South Miami United F.C. team, both Recreational and Travel, will be provided with a team page which contains a roster page, coach's contact information, manager's contact information, as well as a variety of other information such as practice times, temn pictures, and other information to help foster the sense of team and community. The Laws of the Game for each Age Group along with other pertinent infOlmation and documents m'e also published on the website. In addition to the website, South Mimni Unitcd F.C. will regularly communicate with all registered members through email blasts advising its members of upcoming events and the various accomplishments of the South Mimni United F.C. temns. This fast and convenient means of real time communication with the htmdreds of members will bc just one of the many examples of South Miami United F. C. ' s commitment to its members and customer service. RECREATIONAL SOCCER To achieve its goals of providing a safe and fun environment where kids can learn the sport of soccer in a positive atmosphere, South Mimni United F.C. will operate a Recreational League, which consists of two ten game seasons, commencing in the fall (September to December) and again in the spring (March to May). The teams participating in the recreational league are divided into age groups from Under 4, Under 6, Under 8, Under 10 and Under 12. Beginning in the Under 8 age group temns will be split by gender into a boys division and a girls division, with girls allowed to play on boy's teams which compete as coed teams in the boys division. One of the tenets of the Recreational Program is equal playing time for all players. To help accomplish this goal, coaches, managers, and parents are advised of this basic principal and everyone is encouraged to abide by the spirit of this rule. Scores me not kept in the recreational league in order to foster a less competitive environment, and there are no playoffs. This encourages coaches to play players equally and focus on the development of players rather than just coaching to win. All participants in the Recreational Program receive a seasonal participation award. South Miami United F.C, Inc. Page 5 South Miami United F.C. will host mandatory coaches meetings prior to the commencement of each season. These meetings are a means of communicating with all the coaches regarding not only the Laws of the Game for each age group, but more impOliantly the spirit of the game and what we are hoping to accomplish as volunteer soccer coaches in developing not only soccer players but good citizens. Coaches are invited to provide feedback on ways to improve the Recreational Program by Rules Changes, scheduling, divisions, as well as community outreach. South Miami United F.C. will also makes various reSOlU'ces available to the coaches in the Recreational Program. Each registered player in the U4 age groups will be provided with their own ball. Teams in the Under 6 and older divisions will be provided with three size appropriate balls for each season to facilitate practices with a ball at each player's feet, as well as cones and other training aids. All the Coaches in the travel program will be made available to the recreational coaches program to offer assistance and guidance with respect to age appropriate training styles and methods. South Miami United F.C. will provide all registered players with a complete uniform for each season. All schedules for the Recreational League will be posted on the website and on each team page. South Miami United F.C. has been committed to publishing schedules for the entire season well in advance of the start of the season, providing a balanced season of play with all the teams in the age / gender division. Schedule changes will be allowed to accommodate other activities and commitments, with time set aside for re-scheduled games. In preparing the season schedules, South Miami United F.C. is aware of the SUl1'Olmding neighborhood and the concern with parking and traffic flow. Schedules will be created to minimize the flow of traffic on the sU11'0unding neighborhood, as well as in such a way that parking does not overflow out of the designated parking area. Fees for the Recreational Program at South Miami United F.C. will be one of the most economical in the area. While most other clubs charge considerably more, they provide significantly less in terms of service and quality. South Miami United F.C. is pminered with Niky's SpOlis to provide a line of logo apparel including t-Shilis, hoodies, hats, caps, and other training apparel, as well as field equipment. Recreational Referees South Miami United F.C. will make mTangements with experienced Travel Soccer Players from various local Clubs and Licensed referees to referee games in the Recreational Program. . According to the USYSA, as a recreational program, there is no requirement for Grade 8 referees. However, we will attempt to bring in the highest quality referees who understand the learning process of a recreational player. South Miami United F.C, Inc. Page 6 Field Marshall South Miami United F.C. will have a designated Field Marshall at South Miami Park during all hours of operation. During Recreational Games, the Field Marshall can be identified by a bright yellow / green vest. During practices, members of South Miami United F.C. will present. Summer League South Miami United F.C. plans on offering additional recreational soccer opportunities as well as academy style training for the youth in the community. South Miami United F.C. is prepared to offer these additional services for the benefits and enrichment of those in the community interested in developing as soccer players. Soccer Camps South Miami United F.C. will also host Summer Soccer Camps throughout the summer and at other appropriate times tln'oughout the year to provide both an excellent learning and training environment for players of all levels and ages. South Miami United F.C. will meet with several coaches interested in helping run soccer camps at South Miami Park, including representatives ii'om major European soccer clubs. With the extended availability of the park tln'oughout the summer, South Miami United F.C. is confident that it will be able to host quality soccer camps for the children in the surrounding 81'ea at a competitive price. Travel Soccer With competitive travel teams ranging from Under 8 Future Stars to U14 Boys/Girls, South Miami United F.C. will establish itself in the South Florida Youth Soccer Community. Teams from South Miami United F.C. will compete in the Dade Youth Soccer League, South Florida United Soccer Association as well as the Florida United Girls Soccer Association Travel soccer provides a more competitive form of soccer but remains open to players of all skill levels. South Miami United F. C. will host open tryouts for players of all ages, regardless of sldll level or gender. All players attending tryouts at South Miami United F.C. will be evaluated by licensed coaches and placed on teams according to their ability and assigned to coaches best suited to the tean1's interest and level. It is our belief that by fairly evaluating players and placing them on teams with other players with similar skill levels and interest in the spOli training effOlis will be maximized and players will learn, progress, and above all enjoy the sport more. The coaches involved in the South Miami United F .C. Travel program will all be Licensed Coaches who have attended various licensing courses and seminars and above all have a passion for teaching the game of soccer. All the travel coaches will bring a wealth of experience and insight to the program that will be shared amongst the coaches to ensure that all the coaches have the best possible approach to training and coaching. Coaches will be encouraged to attend seminars and expand their level of licensure. Through its Affiliation with US Club Soccer, all coaches will have access to the variety of coaching materials available on the US Club Soccer website. Our Affiliation with US Club soccer also entitles the coaches to membership in the South Miami United F.C., Inc. Page 7 National Soccer Coaches Association of America, an organization which also provides coaching resources and continuing education for coaches at all levels ofthe game. Training in the South Miami United F.C. Travel program will be focused on four fundamental meas, technical development, physical fitness, tactical awareness, as well as the psychological development of the individual player. Although the emphasis of training sessions varies according to age level and skill level, all players will be trained in each of the four critical areas of development in an age appropriate and ski11level appropriate manner. Players are encouraged and challenged to exceed their own abilities in an environment of positive reinforcement. South Miami United F.C. will focus on player development, rather than coaching to win. Our basic belief is that by teaching the kids the proper technical aspects of the game, and combining those with a tactical understanding of the game, physical fitness, and a positive attitude, the wins will come. South Miami United F.C. intends on building a successful Travel Soccer program by continuing its approach of player development in the four fundamental aspects discussed above. Scholarships South Miami United F.C. will offer at least 15 players scholarships to join the club. South Miami United F.C. is committed to the ideal that no player should be prevented from playing based on a financial inability to pay. Scholarships will be provided on an as needed basis. Community Outreach Coordinator will visit schools and local community centcrs to offer soccer clinics to encourage kids that are not exposed to the spod to get involved. We hope to partner with the South Miami Parks & Rec Director and the Gibson Bethel Community Center for transportation for interested kids in the afterschool programs to have the opportunity to participate in our soccer programs. Concessions In the past, the ability to provide concessions at South Mian1i Pmk have not been available. With the prospect of the ability to sell concessions, South Miami United F.C. is committed to contracting vendors in accordance with City Requirements to sell concessions during the operation of the program. In addition, South Miami United F.C. will malce available the ability to sell concession to the various Travel Teams as a means of fundraising to attend tournaments or otherwise expand their soccer experience. Picnic Area South Miami United F.e. would also be interested in a designated area of the park as a picnic mea to be available to the parents and siblings of the program's pmticipants. The area would include picnic tables and trash receptacles. South Miami United F.C. would also be interested in the installation of some form of shade or shelter at its expense, which would require the permission ofthe City and its Building Department. We have repaired goals in need of repair, screwed joints together, replaced netting, as well as purchased additional goals and training equipment. Financial Ability to Per/onn South Miami United operated as the City's Programming Paltner for two years and demonstrated its ability to pay the City the required Permit Fees.
