If you have any questions please feel free to contact me. Finance: i. Finance continues working with the City’s new financial auditors. Finance is working on developing the MD&A. Finance continues to gather all of the required documents for the auditors. The Auditors continue their fieldwork at the City. ii. Finance continues working with the City’s parking contractor on installing the first test Wi-Fi modem within the digital parking meter. MIS and the contractor are working on connecting the installed wireless antennas to the City’s network for connectivity. Two of the required antennas could not be installed due to FPL power constraints. The City’s Public Works Department continues working with FPL on obtaining the approval to use two of their respective poles and having them bring the antennas power. iii. Finance continues to trouble shoot any issues related to the City’s ONESolution finance system. Finance continues to monitor the different department’s issues and help correct those matters. iv. Finance has closed December 2013 and is working on completing the Budget by Department Monthly Report. The check register for December has been posted on the City’s website. - 2 - City Manager’s Report to the Commission for January 7, 2014 Central Services: City Managers Report – 1/6/14 Commission Meeting i. RFP: IT Maintenance and Consulting Services: ii. Reference checks have been completed; formals interviews will be scheduled within the next two weeks by the Selection Committee. RFP: Sylva Martin Windows: iii. The Selection Committee has scheduled formal interviews of the two proposers on January 9th. The meeting is posted on the city calendar. Marshall Williamson Basketball Court Draft RFP: iv. Per the terms of the grant, the RFP is being reviewed by Miami-Dade County PHCD prior to advertising. A reply is pending. Soccer RFP: v. The City Attorney has completed his review of the RFP. The RFP will be advertised when a Notice of Default has been forwarded to the current vendor/operator by the City Attorney. Fixed Asset Inventory Report: Following are highlights for the Code Enforcement Division for December 15 –January 3, 2014: A draft report was received from American Appraisal on December 26, 2013 and is under review by staff. BTR’s Printed (61) Special Events Division: The following are the results of the Special Events Division for various activities and events from December 16, 2013 – January 3, 2014: • Collaborating with South Miami Hospital on the Community Health Fair event set for March 8, 2014, to be held at Palmer Park. • Collaborating with South Miami Rotary Club, resolution passed by the City Commission on December 17, 2013, for approval of their event, which will be held on February 23, & 24, 2014. • Collaborating with the MLK Committee on the events for January and February in the celebration of Martin Luther King and Black History Month. Prayer Breakfast will be held on Saturday, January 11, 2014 at 9:00 am at the Gibson-Bethel Community Center (5800 SW 66 Street), Gospel Festival will be held on January 19, 2014, at St John AME Church (6461 SW 59TH Place)., and the Black History Parade/Festival, Saturday, February 8, 2014, at 10: 00 a.m., starting on Sunset Drive to Murray Park (5800 SW 66 Street). • Assisted with the logistics of the new Farmers Market located in front of City Hall. This market will be on site on Sundays for the month of December, 2013. • Collaborating with Sallie Byrd from Florida Heart Research Institute on holding a dog show in March of 2014, in the downtown area of South Miami. Time and date to be determined. • Collaborating with VolksBlast Inc, on their event which will be held on February 9, 2014, and approved by the City Commission. • Collaborating with the South Miami Police Department on a possible “Gun Buy Back” event. Date and time to be determined. • Collaborating with Human Resources Department in placing volunteers in different departments. - 4 - City Manager’s Report to the Commission for January 7, 2014 • Processed seven (7) garage sale permits requests for this time period. • Reviewed and processed 14 Lien Requests for Code Enforcement Department for this time period. The following are the accomplishments for the Police Department for the time period December 16th through January 3rd, 2014: Uniform Patrol Division i. A total of 22* arrests; 09 felonies, 10 misdemeanors, 02 traffic, and 01 warrant served; ii. Of those 22 arrests, 04 were narcotics related, 04 for marijuana possession; iii. Implemented holiday downtown bike patrol, decoy vehicle, and traffic display trailer; iv. On 12/19/13, assisted the Parks and Recreation Department and Interval International Inc. in a community toy give away at the community center; v. SMPD personnel continued to volunteer hours at the collection table for the Police Officers Assistance Trust at the Shops at Sunset Place; vi. Acting Chief Landa implemented the “Shift Representative Program” to increase open lines of communication and morale among the first line personnel; vii. Preparations for a new sergeant’s promotional examination process was conducted and 13 candidates applied to participate in the process (333% increase participation increase from last examination); viii. Purchased new 2014 Law Enforcement Handbooks (Law books) for entire police department; ix. Finished striping new police vehicles and issued the vehicles to the appropriate personnel; x. All uniform patrol personnel received Crisis Intervention Refresher Training from the Honorable Habsi Kaba. *Department total Community Police Unit* i. CPU Officers conducted the following details in the CRA area; 23 Park and Walks, 29 Citizen Assists, 03 Community Meetings and conducted 78 Watch Orders; ii. CPU has been meeting with representatives from the Homeless Coalition to provide housing for homeless persons in the South Miami area; - 5 - City Manager’s Report to the Commission for January 7, 2014 iii. A homeless count to assist the Miami Dade Homeless Trust was conducted to assist with the annual Homeless Census in specific areas; Criminal Investigations Division i. Detectives have arrested 2 more subjects involved in retail thefts at local businesses. These subjects have been responsible for numerous thefts in throughout Miami Dade County. ii. Detectives have arrested a subject for a residential burglary which occurred in 2011. Detectives collected DNA samples at the scene of the burglary and recently got their results back. The female subject was identified and arrested iii. Detectives have arrested a subject for cashing fraudulent checks at local banks. This subject cashed checks in access of $16,500.00. This subject was also wanted by the Florida Highway Patrol for Identification Fraud. iv. Detectives identified and arrested a subject responsible for stealing poinsettia plants off of a front porch. Support Services Division Services Division: Accreditation Unit, Fleet Management, Records Management, Quarter Master, Property & Evidence Management; i. Awaiting approval of Records Destruction project submitted to City Clerk. ii. Fleet vehicles were purchased and delivered; striping has begun, awaiting missing striping by week of January 5th. iii. Narcotics cases from 2010-2011 reviewed for closed cases and list being compiled for destruction. Paperwork prepared for judge’s authorization for destruction. iv. List being compiled of firearms and rifles for destruction. v. Property records updated for closed cases up through 2012. vi. Newly hired officer completed her orientation phase and has begun the FTO program. - 6 - City Manager’s Report to the Commission for January 7, 2014 Human Resources Please be advised that no "significant" events have occurred in the Human Resources Department since the December 17, 2013 Commission meeting. We will continue to maintain our activity and project status reports, which can be made available at your request. PUBLIC WORKS DEPARTMENT Engineering and Construction Division Police Canopy: A meeting with Police Department and the consultant is being held this week to discuss the design. Road Resurfacing on 57th ST and on 62nd ST: A purchase order was issued. The contractor has been given the notice to proceed with construction. Traffic Calming Projects in Progress: Mango Terrace - Design • Boundaries: SW 67th AVE to SW 69th AVE, SW 72nd ST to SW 80th ST. • Status: 90% Drawings were submitted and reviewed. Plans will now be finalized, signed and sealed. Pinecrest- Study • Boundaries: SW 57th Ave to SW 62nd Ave, SW 80th ST to SW 87th ST. and SW 60th Avenue to US 1 and SW 80th ST. See map attached. • Status: A meeting was held at South Miami Public Works (SMPW) with the consultants to discuss the findings of the study. A meeting at City Hall will be set up in mid February for the residents. The consultants will explain their findings and discuss their traffic calming recommendations. A survey will be distributed to the residents to comply with Miami Dade County Public Works (MDC PW) requirements for 2/3 concurrence for devices. Upon concurrence, and review of the devices by MDC PW, an Intergovernmental Agreement with the County will be presented to the Commission for approval and execution. Twin Lakes- Study • Boundaries: Areas within SW 62nd AVE to SW 67th AVE, SW 64th ST to SW 40st. Please refer to map. • Status: A draft study report was submitted to SMPW and MDCPW for review. Pending response from MDCPW. Cocoplum- Study • Boundaries: SW 62nd AVE to SW 67th AVE, SW 72nd ST to SW 64th ST. • Status: the Traffic Study is underway. - 7 - City Manager’s Report to the Commission for January 7, 2014 Public Works Attachment A i. Delivered 17 new garbage containers to residents. ii. Completed annual project of A/C vent cleaning and repairs at Community Centers which included the installation of 6 new A/C vents, replaced 5 400Watt transformers, and 24 light bulbs of 400Watts. iii. Repaired 2, 30 AMP fuses on the circuit located on Dorn Avenue. iv. Reset 5 holiday light timers in the Downtown Area as requested. v. Reset 8 GFI outlets in the Downtown Area due to rainy weather. vi. Replaced 42 A/C filters at the Community Center. vii. Installed a new protective cover for the fire alarm switch in the Gymnasium at the Community Center. viii. Changed storage closet door handle and lock at the Community Center as requested. ix. Installed a bulletin board in the education room at the Community Center as requested. x. Collected 26 boxes from the Finance Dept to be placed in the storage room. xi. Cleaned and painted 9 A/C vents in the fitness room on 2nd floor of the Community Center. xii. Repaired leak in urinal at Dante Fascell Park. xiii. Repaired & Installed 4 new lamps in the restrooms at Palmer Park. xiv. Repaired door lock for office in the Police Department as requested. xv. Replaced 24 light bulbs T8 in different areas in the Community Center. xvi. Assisted with the installation of the new video & audio system for the Commission Chambers. xvii. Reset 12 GFI outlets for the Holiday lights in the Downtown Area due to weather. xviii. Cleaned fish pond and repaired & rebuilt the fish pond pump. Parks and Recreation Department The following are the accomplishments that have taken place from December 17, 2013 - January 6, 2014: Recreation Division • The 18th Annual City of South Miami and Interval International Toy Drive was held on December 18, 2013 at the Gibson-Bethel Community Center. The event was a great success. Approximately, three hundred and forty two (342) children received toys. We would like to thank Interval International and the South Miami Police Department for their continuous collaboration and support. - 8 - City Manager’s Report to the Commission for January 7, 2014 Parks Maintenance Division • The facility lights have been restored at Dante Fascell Park. • The Parks Maintenance division is currently conducting turf renovations at South Miami Park. • The demolition of three playgrounds at Marshall Williamson Park is completed as per the grant’s timeline.
