No. 063-00-109561 RESOLUTION NO.63-00-10956 2 3 A RESOLUTION OF THE MAYOR AND CITY COMMISSION 4OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO 5 THE COMPREHENSIVE EVERGLADES RESTORATION 6 PROJECT;URGING THE ARMY CORPS OF ENGINEER AND 7 THE STATE OF FLORIDA WATER MANAGEMENT DISTRICT 8 TO MAINTAIN OR ENHANCE EXISTING WATER LEVELS OF 9 FLOOD PROTECTION IN ALL URBAN,AGRICULTURAL 10 AND ENVIRONMENTAL PRESERVATION AREAS; 11 PROVIDING AN EFFECTIVE DATE. 12 13 WHEREAS,the Mayor andCityCommission wholeheartedly recognizes 14the importance of a restored Everglades asaStateand national priority,alongwith 15 thefair distribution of water to urban usersandagriculture,and 16 17WHEREAS,floodprotectionispart of themission of theSouthFlorida 18 Water Management District,and limited evaluation of flooding impacts in urban 19and agricultural areaswas conducted inthe development of the Comprehensive 20 Everglades Restoration Project (CERP),and 21 22 WHEREAS,current funding proposals fortheCERPdo not allocatecosts 23equitableamongallState,regionalandlocalinterests,andrequireadjustment,and 24 25WHEREAS,theComprehensiveEvergladesRestorationProjecthas 26numerousprojectsproposedwithinthearea of theLowerEastCoastwhichbenefit 27theoverallsystembutwhichareexpensivetoconstruct,operateand maintain,e.g. 28two wastewater re-use plants planned tobe located in Miami-Dade County,and, 29 30 WHEREAS,the impact of implementation of the CERP on flooding isnot 31 known atthistimeand significant areas of South Florida are subject to frequent 32andsevereflooding. 33 34 NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY 35 COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA; 36 37Section1.TheCity of SouthMiamifullysupportsthe restoration of the 38 Everglades ecosystem,alongwiththefair distribution of water to urban and 39 agricultural users. 40 Additions shownbyunderlininganddeletionsshownbyovorstriking. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 Section 2.The City of South Miami re-affirms that a fundamental guiding principle fortheentire Everglades restoration effort shallbe "Shared Benefit,Shared Adversity". Section3.Thenon-Federalfunding of the Comprehensive Everglades RestorationProgramshouldbeequitablesharedthroughouttheState of Florida andthecosts of operations,maintenanceandmonitoringbesharedwiththefederal government. Section4.Theavailability of theregionalwaterresourceforallusersbe equitablydistributed,leavingnooneinterestorlocationunfairly dependent on particularly expensive and technically-uncertain sources. Section5.ThattheArmyCorpsofEngineerandtheSouthFlorida Water Management District mustcommittothepeople of South Florida andactto ensurethe proposed components of theplanwill maintain or enhance existing levels of flood protection inallurban,agricultural and environmental preservation areas,andthatthe projects willnotresultinadverse water quality or flooding impacts anywhere inSouthFlorida. BACKGROUND The attached resolution sponsored by Commissioner Russell urges the Army Corp of Engineers and the State of Florida Water Management district to commit to the people of South Floridaand act to ensure the proposed components of the "plan"will maintain or enhance existing levels of flood protection inall urban,agricultural and environmental preservations areas,and that the projects will not result in adverse water quality orflooding impacts anywhere in South Florida. Flood protection is part of the mission of the South Florida Water Management District and limited evaluation of flooding impacts in urban and agricultural areas was conducted in the development of the Comprehensive Everglades Restoration Project (CERP).The impact of implementation of the CERPis not known at this time and significantly areas of South Florida are subject to frequent and severe flooding.
