No. 046-00-10939RESOLUTION NO.46-00-10939 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,RELATING TO THE GENERAL (NON-UNION)EMPLOYEE FINANCIAL ADJUSTMENT FOR FY 1999/00, CONSISTING OF:(A)A3.0%COSTOFLIVING ADJUSTMENT (COLA) EFFECTIVE OCTOBER 1,1999;AND (B)A ONE TIME .50%CASH PAYMENT;AND MAKING APPROPRIATE CHANGES TO THE PAY PLAN. WHEREAS,inrecentyears,theCityhasmaintainedapolicy of adjustingthegeneral (non-union)employee payplanonanannualbasis,simultaneously with implementation of the union employee contracts,inordertoavoidsalarycompactioninthepayplan;and WFIEREAS,itis desirable andfairtomakethegeneral employee adjustment atthistime to coincide with the ratification of AFSCME bargaining unit contract;and WHEREAS,an adjustment includingbothacost of living adjustment andaonetime cash payment isinthe interests of boththe employees andtheCity. NOW,THEREFORE,BEIT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,THAT: Section 1.An adjustment forgeneral (non-union)employees consisting of:(a)athree percent(3%)cost of livingadjustment,effectiveOctober1,1999;and(b)aonetimeone half percent (.5%)cash payment,is approved. Section 2.TheCity Manager is authorized tomake appropriate changes tothepayplan reflecting the cost of living adjustment. Section 3.This resolution shalltakeeffect immediately upon approval. BACKGROUND &ANALYSIS TheCity of SouthMiamihasthree "groups"of employees:(1)Swornpolice officers represented bythePoliceBenevolentAssociation(PBA);(2)Certain classifications of employees,primarily in Public Works and Parks and Recreation Departments,represented bythe American Federation of State,County,and Municipal Employees (AFSCME);and(3)"General"or non-union employees.There are approximately 70General Employees consisting of classifications includingprofessional,clericalandadministrativeemployeesandnon-swornpolicepersonnel such as communications officers. AnagreementhasbeenreachedbetweentheCityandAFSCMEwhich provides fora3.0% COLAandretroactive improvements tothepension system.Thepensionimprovementsprovide a benefit to employees who were hired prior to 1995. Itisrecommendedthatathreepercent(3.0%)COLA,thesameasAFSCME,beapprovedfor GeneralEmployees.Itisalsorecommendedthataonetimepayment of one half percent(.5%) be approved forGeneralEmployees.Thisisinrecognition of thefactthatthe retroactive pension adjustment isnot applicable tomostGeneralEmployees. The provision of aonetimepayment of one half percent,inlieu of an equivalent COLA,will providethefollowingtheGeneralEmployeewithameaningfulonetimecashpaymentin recognition of differentpensionbenefitreceivedbyAFSCME.ItwillalsoprovidetheCitywith the perpetual salarybasesavingsnecessarytofundthepensionbenefit. RECOMMENDATION Approvalisrecommended.
