WHEREAS,the City Commission andCity Administration have resolved to address
stormwaterdrainageandstormwatertreatmentenvironmentalgoals throughout theCity,and;
WHEREAS,the 6000 and 6100 block of Twin Lakes Drive isa residential area within
theCitywithvery poor drainage,and;
WHEREAS,M.C.Harry &Associates,Inc.is one of the three pre-selected engineering
firms approved bythe City Commission to perform engineering services forthe City,per
Resolution No.30-96-9783.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA:
Section1.TheCityManagerisherebyauthorizedtoenterintoacontractwithMC
Harry&Associates,Inc.,atacostnotto exceed $5,500.00 forPhaseI.
Section 2.This resolution shall become effective immediately after adoption.

INTRODUCTION
The attached resolution seeks approval toallowtheCity Manager toenterintoa contract with
MC Harry &Associates,Inc.,(MC Harry)to provide civil engineering services fora drainage
project onTwin Lakes Drive.MC Harry isoneofthe three pre-approved engineering firms used
bytheCityforsuch work,perResolutionNo.30-96-9783.
BACKGROUND
TwinLakesDrive(seeattachedlocationmap)iswithinaresidential neighborhood,andruns
paralleltoaMiami-DadeCountycanal.A"positive"drainagesystemcurrentlyservesthisstreet
(stormwateris conveyed bycatchbasinsintoundergroundculverts discharging intothecanal).
However,thisdrainagesystemdoesnotextendtoeveryhomealongthestreet,leaving
stormwatertopondinfront of severalproperties.Inaddition,because of the uneven grade of the
swalesand "low"driveway approaches,stormwater will accumulate intheareas between the
drains.Thenetresultisaninefficientdrainagesystem,andastreetwhichexperiences
unacceptable amounts of standing waterintheroadsideswales.
Moreover,froman environmental viewpoint,thecurrentdrainagesystemis undesirable sinceit
provides no retention,no french drain disposal,andno pretreatment of the stormwater.Instead,
itisa direct conveyance system of untreated stormwater intothe canal,aviolation of current
stormwater disposal regulations.

The Federal Clean Water Act's National Pollutant Discharge Elimination System (NPDES)
requires that the City undertake proactive action toward achieving improved water quality in our
canals (etc.)to the maximum extent practicable.One means to achieve this goal is by retrofitting
positive drainage systems with proper retention and "pollution control"pretreatment features,
which is what is being proposed for this project.Therefore,the Twin Lakes Drive project will
not only address a stormwater accumulation problem ina residential area,butalso demonstrate
totheEPAthe City's commitment totheCleanWaterAct.
Part Iof this project involves developing design options and cost estimates based upon the site
specific topography and subsurface soil conditions.The lump sum fee proposal from MC Harry
forthisserviceis$5,500.00.
Lastly,it should be noted thatthisisthelastofthe four drainage project covered under the
$115,000.00 appropriation from the 1998 State legislature.The other three projects funded by
that appropriation were the 57th Court Project,the "Lake Taco Bell"project,and the ongoing 74th
Street /59th Avenue "traffic calming"project.
The total expenditure would not exceed $5,500.00,and the disbursement would come from a
special account set-up forthe$115,000.00 appropriation,the "Escrow PWFinancial Assistance
Grant",account number 111-0000-219-1810.Deducting reimbursements already provided by
the State,$53,575.25 remains fromtheoriginal appropriation.
CONCLUSIONS
TheTwinLakesDriveProjectshalladdresslong-standingcitizencomplaintsconcerningthe
accumulation of stormwateralongtheedge of this street's pavement.And just asimportant,the
TwinLakesDriveProjectrepresentsthefirsttimetheCitywillundertakea"pollutioncontrol"
retrofit of apositivedrainagesystem.Inasmuch,thiswillbean important milestone inthe City's
ongoing commitment toward environmental preservation.
Approval of this resolution is therefore recommended.

SCOPE OF SERVICES

necessary to identify potentiallimitationsandconflictsforinstallation ofthe
proposeddrainage modifications andotherconstraintsthatmayimpact
permitting.This scopedoesnotinclude preparation of legal descriptions and
sketches forobtaining utility easements within theproject area.
The ENGINEER will review the survey,utility,and geotechnical data provided
by the City tofurther develop thepreliminaryprojectoptions.The survey and
utility data must beprovidedin AutoCAD 14formatandcontaina topographic
basemap oftheproject area,complete information of theexistingutilities such
asstormwater,water,andsanitarysewersystems(includingpipesizesand invert

The survey\utility information will be used to develop the project base maps.
The geotechnical data must contain the necessary soils and percolation data
requiredfor drainage calculations.
Basedonreview of theabove information,theENGINEERwillmeetwiththe
City to discuss up to two (2)preliminary drainage design options.The proposed
improvements willbe schematic drawings,and opinions of probable
construction cost will be provided for both option.Upon selection and approval
of a preliminary design option bythe City,the ENGINEER will proceed with
construction plan development,and attend one pre-application meeting with
DERMto discuss the preliminary design.During construction plan
development,any modifications tothe approved preliminary design will be
considered additional services.
Task II -Construction Plans
The finalConstructionPlanswillbe prepared forreproductionat half sizesheets
(11"x17")totake advantage oftheeaseandquality ofreproduction aswellas
beingamoreconvenient format foruseinthefieldduringconstruction.
The plansshallcontainthefollowinginformation:
1.A cover sheet will be prepared containingprojectidentification
information,avicinitymap,index of sheets and other information asmay
be appropriate.
2.Horizontal alignments andgeometricimprovementswillbe detailed onthe
topographicbasemapping.
3.Plan/profilesheets will not beprovided,but verticaldata,construction
notes,and construction detailsfortheproposed drainage improvements will
bedetailedontheplan sheets.
4.Existing utility informationfromTaskI-Site Visit/Project Review will be
detailedasneededforprojectclarification.
5.Technicalspecifications will beprovidedfor primary projectelementsthat
are not addressed in the Standard FDOT technical specifications.The
FDOT technical specifications will be the referencedstandardforproject
construction.
