Resolution No.27-00-10920 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,FLORIDA,AUTHORIZING THE CITY MANAGER TO ISSUE AN OPEN PURCHASE ORDER TOT-SHIRTPLUS;THEY HAVE BEEN DETERMINED TO CONSISTENTLY OFFER THE BEST PRICES ON GOODS AND/OR SERVICES USED BY THE PARKS &RECREATION DEPARTMENT AND APPROVING DISBURSEMENT OF FUNDS TO PAY FOR THESE GOODS AND /OR SERVICES FROM DIVISIONAL ACCOUNTS AS APPROPRIATED IN THE '99 -2000 FISCAL YEAR BUDGET. WHEREAS,aspart of itscentralizedpurchasingprocedures,theCity Administration has implemented onopen purchase ordersystemto facilitate acquisition of goods and/or services,and; WHEREAS,forinternalcontrol,theCityManagerisrecommendingthat thevendor-specificopenpurchaseordersbeissuedforaspecificamountwhichisnottobe exceededandwhichisapplicableforalimitedtimeperiod,and; WHEREAS,bymeans of competitivebidStatecontracts and/or repeatedly obtainingcompetitivebidsoverthecourse of monthsandinsomecasedyears,theCity Administration has determined thatthevenderslisted under Section 1 below consistently offerthebestpricesandproductqualityontheirrespectivegoods and/or services,and; WHEREAS,T-ShirtPlusisthe closest companytotheCityand continues to giveoutstandingserviceandproducts. BACKGROUND The use of open purchase orders helps to expedite the purchasing process, which often involves delays associated with the solicitation of price quotes for each individual purchase over $200.00.These delays have an adverse impact on programming.Additionally,the administrative effort and paperwork required to obtain these quotes are unnecessary given the consistent history or low bid pricing exhibited by many repeat vendors. The vendor listed in the attached resolution has offered the most competitive prices based on the low price quote procedure applied over an extended period of time.Aside from cost considerations,the Parks &Recreation Department has been extremely satisfied with the quality of the products/services,efficiency and customer service provided by this vendor . The disbursement of $3,200 will be made from account Number 001-2000-572- 5220 "Uniforms".Available balance is $3,755.00.
