NINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF SOUTH I�11K. I HELD TUESDAY 'EV•II, NG, JTJXE ;5, A.D. 1951 AT THE COi,L,MITY BUILDIVG AT 8:00 P.M. The meeting was called to order by Mayor Fritz, with Councilman Gluck, Borrow, Bryant and Corley, and Attorney Ruff responding to roll call. Councilman Gluck,, seconded by Counclmanarrow, moved that the minutes of the regular' meeting of IMay 15 be adopted as individually read. Potion carried.' Councilman Barrow, seconded by Councilman - Bryant, moved that the minutes of the special meeting of 11-lay 22 be adopted as individually read. Motion carried. Councilman Barrow, seconded by Councilman 'Gluck, moved that the minutes of the special ` meeting of Inlay 29 be adopted as individually read. 'Motion carried. Councilman Gluck, re the transfer of licensor,, stated the way it reads it creates a monopoly of a particular business and he 'believes it should be non - transfer able. Following discussion, re: restriction of only one license to a person, it tivas decided to leave that in. Sec. 9. - - -- Sec. Z. A further' addition to Section 5 was read, as follows :' "provided, further, that on or before the first day of 'October of each year the applicant for a license to sell liquor, beer or wino, must 'apply for a "use- pormit "'as a condition precedent to applying for a license to do business as provided in this ordinance." Councilman Gresham, seconded by Councilman Corley, moved that the addition as read be placed in Section 5. Motion carried. It being 9:20,1tiayor Fritz called attant on to the matter of bids and that Dr. C. R. Van Dusen of the Dade County Board of Public Instruction was present and 'was to be heard. Councilman Barrow, seconded by Councilman Corley, moved that the Council deviate from the order of business to hear from Dr. Van Dusen and then open the bids before pro- ceeding with the ordinance in question. Motion carried. Dr. Van Dusen stated the purpose of his visit hero is re: the prospective school site for South Miami. He hooked over the property last week -- it is good high pine land. A school was planned for the location of Bird and Ludlum - because of population distribution he believes it still necessary to locate a school in that vicinity. He has talked with sevoral members of the Board and if they could acquire this site (the City's) they could put in some portable buildings for the time being and lay the foundation for an eventual school for South Miami to be paid for out of the p %r -as -you- go fundsp and he 'would like to see the 10 acres at the, back of the 20 sat aside for .. .. school use. The next step would be the City's decision as to vniat it could let that ry land go for. They could probably get 10 portables for that site and thereby bring the 6th. grade back to South Miami Mayor Fritz suggested the City give the School Board the use of that 10 acres with option to purchase in 2 - 3 years at a reasonable price, thou they could use the money intended for the land to build the portables. Dr. Van Dusen said that would mo-ke it much easier to act. Following further discussion, Councilman Corloy, seconded by Councilman Gluck moved that if the Dado County School Board Brill, build a school on that property Uhat :South Tlami donate thom that land free, Councilman Barrow sug; ostod granting tho use of the land for 3 years, ' not a pormanont structure by thou, the property reverts to the City. Discussion ro: closing hours* Following several attempts and considerable discussion re: Sunday closing, 'wet vs,. dry, etc., Councilman Barrow, seconded by Councilman Gresham, moved that a referendum be held within 60 days to control the hours for the sale of alcoholic beverages. ,Following further discussion and Councilman Corlarj's suggestion that they let it ride and bring up on the ballot of the regular election, Councilman Corley, seconded by Councilman Gluck, moved that they table the motion on the,floor until the neat regular meeting.
