Mayor Fritz stated that copies of the minutes of the induction meeting :o£ March 1 had ` already, been delivered to the members of the Council. Were there any corrections:! Councilman Gluck, seconded by Councilman Corley, moved that the minutes of the meeting of March 1 be adopted as individually read. Motion carried., Item 1. Reading of request for use of Community Building on the '2nd. and 4th. Wednesday of each month, by the Dade County Employees Union. Councilman Barrow, seconded by Councilman Gres?iam moved •that�bhey withhold action on the request of the Dade County Employees Union at least until another meeting. Motion carried. Item 2. Reading of request for use of Community Building n, Saturday, March 10 from :30 to 4:00 P.M., for auditions for the Youth Round -up (Betty Ward of the Miami Daily News). Councilman Barrow, seconded by Councilman Gresham, moved that they grant the use of the hall for that day. s Motion carried. • a Item 11. Reading of request for permission to put up a church sign 4 x'8 ft. signs y ie Rev. Je D. Henderson of the Riviera Presbyterian Church on behalf of the Ministerial Association of ,South Miami. Councilmen Gluck stated the wording of the sign is to include an item re: safety. Councilman Gresham,, seconded by Councilman Corley, moved that a committee be appointed to work with the Ministerial Association to work out a sign and the location thereof. Motion carried. Mayor Fritz named Councilman Gresham as chairman and Councilman Gluck and A. J. Rebozo to serve as a committso to work with the Ministerial Association on a sign for the churches. The Sanitan, Inc. bid for the collection and disposal of all garbage and trashTnSouth Miami, opened at the regular Council meeting of February 6, and action withheld for the incoming Council. Following discussion on the bid and specifications, Councilman Corley, seconded by Councilman Gluck., moved that the bid of Sanitan, Inc. be rejected. Motion carried by poll,, as follows:' Gluck yes Barrow yes Gresham yes Bryant yes Corley yes „ Mr. Kelley said he will be glad at any time to consult with them on getting organized.. Councilman Corley stated that Mr- Kelly had helped him in more ways than one. Item 6. Res complaint on amateur radio station operated by Frank H. Stephens, _Jr. 700 . ed oad. R. C. Gammage, Electrical Inspector, reported that as per instructions he got < in touch with Mr. Stephens, owner# of the broadcasting station, he investigated the neighborhood, looked into power disturbances in the neighborhood, found another station in the County within a half mile. Several sets around there may have trouble but Mr. Stephens is not entirely to blame, there is a;66,000 volt transmission line, A 13,200 volt next to the residences and a 13,200 volt on the other side. There is a lot of interference, it is very dry and dusty, mating a slime on insulators that runs to the ground, there is an arc - welder, there are also driers -Ath machines. The City, according to Ordinance #191, has no control over -this, the only thing that could be done would be to declare a nuisance and then find out who that is. Even airplanes raise interference. lie stated that Mr. Stephens has conformed to Ord. ;191 and his installation is according to the Underwriters Rules and Regulations. Councilman Darrow, seconded by Councilman Gresham, moved that in view of Mrs Gammagals report they dismiss the complaints against Mr. Stephens' station. Motion carried. Itom ?. St., and No. 5th. Ave. at a total cost of $173.07. Councilman - Gluck asked that in view of the Charter requirements that items over $100. cannot be bought without bid, the Consumers ;'Pater Company be asked to make a break- down. t,> Mayor Fritz reported he had talked with Consumers Water Co. today and they have agreed not to install any more hydrants without proper authorization. Councilman Gresham reported the arrangement made by ex- Councilman.Carballo for getting hydrants from Miami's stockpile (samm Company) and then rep]a cing them. Motion carried by poll, as follows; Gluck yes" Barrow yes; Gresham yes Bryant ye. Corley yes Item 9. Report of Attomey Ruff on the Frost property. Attorney Ruff stated he had been authorized by the last Council to offer the cancellation of improvement liens against the Frost property in exchange for a deed to the tri- angular corner. He made this offer to Henry Fuller, attorney for Mr. Frost, but the offer as of this date has not been formally rejected or accepted. A; discussion with Mr. Fuller indicated that Mr. Frost considers that the City has used the property for years and with other damages would want a figure more in the neighborhood of $400. Councilman Gluck stated that Mr. Frost came to see him with Councilman Bryant and they went with a 'stool tape to measure -it and submitted a scaled sketch. Councilman Gluck, seconded by Councilman Corley, moved that an offer be made to Mr. Frost to set aside the liens of $172.31 with interest of approximately $45.00 totaling $917.31 and allow him an additional $99`.99 to 'buy the corner up to a certain point to give the City the fire well. Mayor Fritz read the letter from Lucien C. Proby, attorney for Mrs. Boyer. Attorney Ruff reported th had met as a committee. subsequent discussion of county vs. city liabilit e y because the county maintains that R/W They are still waiting for replies From the County Zoning Board as to the exact amount of footage under the jurisdiction of the city. He suggested the City purchase it and hold until the County condemns and than purchase from the City. The price of $250. was agreed at tho last meeting as fair. He believes Mrs. Bower will accent. Following discussion, Councilman Gluck, seconded by Councilman Gresham moved that the question of the Grace Boner property eontiscatod by the City be tabled. Motion carried by poll, as follows: Gluck yes 'Barrow yes Greakum yon Bryant yes Corley yes Recent was doclnrdd at GsSS P.M. and busivass :roaumod, at 10olU � !!. 1 it 0 Page - -4 NEW BUSINESS: 'There was no new business but Mayor Fritz discussed the matter of re- quests to be submitted in writing and again explained the ,procedure for Council meetings, as outlined in the meeting of `March 1.- Reports of 'Standing 'Committees were as follows: Streets & Sewers: Councilman Gluck reported on the proposed re- numbering of streets and read a letter from the Postmaster in Miami, stating the Department would be in favor of the change Following discussion, Councilman Gresham, seconded by Councilman Barrow, moved that Councilman Gluck approach an engineer on the subject of re- numbering the streets and draw up a proposal to be submitted to the Council. Attorney Ruff talked of the activity of the Zoning and Planning Board and suggested that Councilman Gluck contact an engineer and then turn it over to the Zoning and Planning 'Board to conduct the hearing. Councilman Gluck discussed the engineering needed, re: grade lines, etc., and said the Planning Board has too much to do already. Mayor Fritz stated the motion does not conflict with the Zoning and Planning !Board but asked Attorney Ruff whether the action taken would conflicts Would it be ad- visable to dissolve the Zoning and Planning Board and re- establish as 2 Boards? Attorney Ruff believes the ;present Board -would ;agree that it should be broken into 2 groups and said the proposed action is O.K. Re: diiolving the Board and re- creating he would suggest discussing that with the present members of the Board. Dr. Tharp said they will have a letter from the Advisory Zoning and Planning Board along that line. If the Council will work with the present Zoning Board and present a workable program, that every member would resign and the Council could go ahead and work with a new proposal. Re: Councilman Grluck's suggestion of appointing technicians to this Board, it is good if you could get technicians who would be willing to give many hours to this work. They probably need to appoint some citizens to act in aiding the Council in making or recommending a policy. "With that Board' of citizens they will have to have paid City 'employees to do the work. Only with some such system as that can they - expect "to go ,ahead. Most of these building permits are above the average size house. He would like to get the City Hall building covered over a little bit with some water -prodf paint, and asked if it would be permissible to act without bids on a labor basis. lie was told to go ahead'. Public Safet s Councilman Gresham stated they are going to change the system on car inspections and will get now cards to provide a double filing system. The new stickers, aro to be in tomorrow. Penances :N No report tonight. Sanitationt Councilman Corley said what he has in mind vrill take more than $100. by a long sot. Since they have rejected the bid of Sanitan, Inc. he thinks they should advertise for bids for a S ton or ,5 ton truck and aloo for a comprossor -type body to be installed on that truck, and also a'bull -dozer for that pit, as a boginnor. They now pick q about 20 to 21 tons of garbugo per day. Page--5 Councilman Barrovr, seconded by Councilman Corley, moved that Councilman Corley be given permission to proceed with woxking,up bids to advertise for this equipment.; Councilman Gresham stated that no new tractors are available now. We will have to buy a used one.; Councilman Gluck, re: buying over of a period of time (years.) Councilman Barrow asked that the Clerk furnish each individual Councilman with a budket report of his department and the Clerk was so instructed.
