President of the out-going Council, Harry P ebish called the meeting
to order and asked I:ayor• -elect John 7.7. G. Fritz to step up to be sworn
in. The oath of office was administered by 0. 1. Jones, Notary Public,
and father- in -lav; of Mr. Fritz.'
' Having been duly qualified, IGRayor Fritz proceeded with his first official
duty where:Lt he swore in the members of the newly- elected Council, to -wit,
A. G. Gresham, Jr., J. I.T. Bryant, Carl Gluck, H. Hollis Earrow and Edward J
Corley, and who were then seated.
Itayor Fritz declared the first meetinL; of the new Council in session and
asked the ,Rev. John D. Henderson make the invocation. Mayor Fritz 'asked
if any member of the Council wished to make a statement at this time.
fr Councilman Barrow stated he hopes that they can prove by action as a
Council that it will not be necessary to make ;speeches >
Councilman Gluck states he ;,rants to take this opportunity to thank the
people who have supported him. He hopes to have that support throughout
the comin,13 year and welcomes advice, and any good suggestions for the
improvement of the Council will be received gratefully by him.
b"iciLnan Gresham stated he seems to have made the newspapers this after-
noon even. before this Council 'has been org�7ized. Fie hopes to work in
harmony with all.
Nayor Fritz stated he wishes to express his Gratitude to the people for
the confideiacc placed in him, and he v;ill do hi,- utmost to fulfill that
confidence. Ho changes the City Council and himself from this point
forward to dedicate themselves unbiasedly to the work of improving the City,,
forget dislil:ca and come in with vi open - mind, ti -with a sincere desire to
serve the people %rho havo' elected them to office.

Councilman Bryant accepted thu nomination and with no further nominations,

and Councilman Corley accopted the nomination. All councilmen declared

The appointment of officers and committees for the new term was next dis-

Dayor Fritz announced a procedure for the conduct of business and asked
that a copy of the procedure, be placed on the bulletin board at the City
.fall and asked the co- operation of all concerned.

1. all items to be considered by the Council must be presented in writing
and signed by the 'person or 'persons ori- mating the subject matter to
be considered.
2. all requests for consideration will be directed "to the Mayor and the
Council of the City of South I :riamill and must be in the lands of the
City Cleric not later than 12 o'clock noon of the Friday preccd ilk
each revular- Council _ meeting.
- 3 Emergency requests may be presented in writii; to the Chairman of the'
Council at any regular :meeting w-ider Elbe headimg of now business. Be-
fore any discussion each councilman present will be given an opportunity
to examine the request and a vote will be taken. a maJority vote of the
Council will declare the request a real emergency and place the subject
on the agenda for consideration.
4. Discussions, on all subjects will be as follows:
1. The person originating the subject (if present) Will be given a,
brief period 'to enlarge on the written request.
2. The Councilman in whose department the subject matter falls
Will have first voice in the discussion2 followed by each

she wishes to congratulate the Mayor and ;members of the Council and
presented them with a basket of floers on behalf of the League.

Mayor Fritz asked him to get with the other ministers in the Community
and send the request in in writing.
