t MINUrTS OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF SOUTH MIAMI HELD TUESDAY EVENING, SEPTWBER 12, A.D. 1950 AT THE COMMUNITY BUILDING AT '8 00 P.M* The meeting was called to order by President.Prebish, with Mayor Acker,'Attorney Ruff and Councilmen Corley, Carballo, Gresham, Andrews and Prebish responding to roll call. Reports of Standing Committees were the next order of business, and were as follows: SANITATION`: Councilman Corley gave a report from Mr. 'Thayer, of the health Department, re: the in- stallation of plumbing in the colored section, 100 completed, City water in 55•more and 57 in the process of being completed and waiting on water. They should have at least 200 within a period of 2 months. He brought up the matter of R. C. Gammage's appointment on a 2 months temporary basis and stated he would like to make a motion to make the appointment permanent tonight. Cou #oilman Corley, seconded by Councilman Carballo, moved that R. C. 'Ga.mmage be appointed permanently as supervisor of the Sanitation Department effective September 16, 1950 at $100.00 per month. .'Following discussion, Attorney Ruff suggested it be done by ordinance', Councilman Andreirs liked that idea, and President Prebish declared the original motion out of order. Councilman Corley, seconded by Councilman Carballo, moved that R. C. Gammage's temporary appointment be extended for a period of 60 days and that an ordinanoe:be drawn up 'ap pointing him permanently as supervisor of the Sanitation Department at a salary of $100.00 per month. Motion ;carried;, with one negative vote. r, FINANCE: Absent. FIRE: Chairman Carballo brought up the matter of the salary of Chief Melton, to be increased $25.00 per month as of July 1, included in his budget and approved by the Council. He :grants to make this 'effective now. Councilman Carballo, seconded by Councilman Corley, moved that Arthur Melton's salary be raised by $25.00 per month as of July. 1, 19509 Attorney Ruff thinks that should be done by resolution to waive objections. Mayor Acker expressed himself in favor ':of-the salary increase for Melton but stated another fireman in the department has been there for 14 years and making only i$200.00 per month and should also be given a $25.00 raise. President Prebish stated that rather then have difficulty;, they make :separate reaolutions. The Mayor can make the rocommondation under .his "report of Officers." That the still of the Fire Chief of the City of South Miami to -wit: Melton, is hereby increased Twenty -five Dollars ($25.00) per month as of July 1, 1950, making a total monthly pay 'of $240.00 per month. 2. That payment for his salary hall b e drawn a }+ra £rem the funds set as in the 1950 -51 budget under Salaries Expense for the Fire Department. Councilman Carballb, seconded by Councilman Gresham, moved that Resolution No, 353 be adopted as read. They should have moved it in the first place. (Re:: hydrant lochtion at No. Red Court); Councilman Gresham and Councilman Carballo discussed re- location of the hydrm ts. Mayor Acker stated a mnp was drawn up showing the fire hydrant locations and sent to the 'Fire Underwriters who O.K.'d it. It is a matter of 'hydraulics. Councilman Carballo, re: Mr. Carpenter moving the hydrant, said he moved it back because they have more volume of ;Hater from that pipe, Councilman Andrews , re: the water map and the overall plena" The plan is the results of conferences of the Water Board with Consumers Vlater Compeny and 'should be held to. Mayor Acker stated he has a report along that line to make, do they want it now? He read a letter from the Southeastern Underwriters; (H. V. Eye) with recommendations that would, if complied with in full, give the City Class 7 rating. Continuation of reading of Underwriters recommendations for Class 7 ratings It was pointed out that if the City obtains a Class 7 rating -any time a hydrant is installed within- 1000 ft. of a building the rates will be reduced. Councilman Carballo, re: the fire prevention ordinance, which is the same as passed by Coral Gables. He said he will get a certified copy, Re: hydrants. Ros hydrant at Bird and Rod, they are not ready for it there and the ovmer has agreed to lot the City and the Highway. use it for Sunset Councilman Andrews does not fool it advisablo to take the man's hydrant because he may not need it himself until after Sdarch 1. D. Moods Company giving figures on hydrants varying from $79.75 to $91.60. Councilman Carballo, re: the fire truck °being bought by the people ", stated as of today' they owe two payments, $166 and ,$170. They have on hand $U., leaving a balance of $314. If the Council wants to pay it, he has a resolution, if not, they can collect some more. He knays no-diin!, abou•b tla man !personally. Mayor Acker stated he has no comments but his recommendation is for a probationary period for all employees regardless of who it is. i, P. E. Tripp stated he waon the Personnel Board and wants, the question of ability akn wered. Chief Melton stated the man is slow, does not answer calls right, there ere a lot of kicks from t Vol he the the Volunteer Firemen who said they would not go with him on the truck, and we need rs for fine fighting. He does not want to hurt the man in ary way. Councilman Andrews stated' the Chief should either definitely say the man is O.K. or not,, they 'should not depend on what the people say. Chief Belton, thereupon said that he will say that he is not satisfied with the men. Councilman Carballo suggested advertising again for a fireman and giving this man to October ist. Following further discussion, Councilman Carballo moved that G. L. Willis' services be discontinued as of the end of the month and in the meantime advertise for opening of new job and in the interim period the Mayor make a temporary appointment. Motiob lost for want of a second. Mayor Acker stated they should go by the formula of the Charter. President Prebish suggested that the Council advise Mayor Acker to germinate the employment of G. L. Willis as of September 30th., that the Mayor make a temporary appointment and sit .,� with the Personnel Board and then recommend the employment of a near employnifb. Follav ing discussion, end upon recommendation of President Prebish, Councilman Carballo, seconded by Coumilman Gresham, moved that the Council advise Mayor Aokdt to terminate the employment of G L. Willis as of September 30 1950, that the Mayor make a temporary appointment in the interim, that the City Clerk advertise, the opening and that the Personnel Board report to the Mayor who will thereupon make his recommendation to the Council. Motion carried. POLICE: i President Prebish said he would like to request bids fors new motor cycle with a trade in. Councilman Gresham asked if he intended to equip it with radio, Chief McKinney said "no." Councilman Andrews, seconded by Councilman Carballo, moved that bids, to be opened the first meeting in October, be asked for the purchase of a new motorcycle, taking into con- sideration trade -in of ,prosont' motorcycle. H. Barrow and himself to this committee. President Prebish suggested making raises ,at this time but that they in no way be ;considered base pay, as follows, ti W y, ?J A. He wants to got street signs up but wants the feeling of the Council. Mayor Ackor,atated they should have street signs but the mechanics of changing over will take time and expense. He suggested putting up inexpensive signs and work from there to detarmine tho system wanted. It would take some kind of survey, possibly thru the Chamber of Commerce, to see_Yhat tho Feelings of tho people are on the matter. Attorney Ruff suggested appointing a committeo to make a survey and inquire and comp back with a roco=wndation of a, system that Muld tie up with tho Counby system. Councilman Gresham also reported on the various pieces of "junk" setting up in the yard back of the City Hall - the old school bus chassis, old Dodge pick -up, etc. and believes they should dispose of them to the junk man. Following discussion, Councilmen Andrews, seconded by Councilman Corley, moved that the City advertise a public sale and take the best offer, on obsolete equipment, rederving the right to decline all bids, for Saturday noon, September 30th., to be advertised in the RIVIERA TIMES- Motion carried. Councilman Gresham, seconded by Councilman Andrews, moved that the salary of Gilbert Burmeister, -who has been with the City since Deconber 1,' 19498 be raised to- x7200.00 per month, effective September lst.' President Prebish thought that the only an following discussion, Councilman Andrews suggested that Franklin Parsons, attorney who is well qualified, be contacted and get an estimate for the next meeting. Attorney Ruff will contact him. Councilman Andrews, re: the Caningtou case, Attorney Ruff believes it set for October 21. Councilman Andrews asked if he thinks he can beat the case or feels that he needs assistance. Attorney Ruff stated he has studied and believes there is only one answer but whether the 'Judge y he has, sufficient `testimony and 'w�.11 see the same way is another matter. He fools precedent. Mayor Acker recommended that E. H. Rogers be given a $25.00 per month raise -- is oldest employee with the City (14 years, same as the Clerk) and warranted' a pay raise. He is rated as assistant 'Fire Chief 'and it would be discrimination not to do this. Councilman Carballo said there was no discrimination. He was getting two salaries at the time the budget was made and resigned after 'that. As to ,225., he believes that is a little too much. He does not object to a raise, on base pay rate. Councilman Andrews stated an employee's service should be recognized when increases are being passed around, and he would rido along with •the Mayor on the 025.00. Councilman Andrews, seconded by Councilman Corley, moved that the salary of E. H Rogers be increased to 4$225. per month, effective September 1. Do Loyless placed on full time basis as assistant City Clerk at 4;225.00 per month, both as of September late Councilman Gresham, seconded by Councilman preble, moved that the rocomstendation of the Mayor be taken. Councilman Carballo stated that'Vr. Loyloss is a tomporary employee for 50 days, now they ,make him asaistrmt City Clod:. iV Page-8 Councilman Carballo stated they neodod a competent stenographer who can take records of 'meetings, court, zoning board, etc. Councilman Andrews stated Mr. Loyless is a competent bookkeeper but questions the assistant c City Clerk. They definitely have need of such an employee (bookkeeper) but does believe anyone should be designated as assistant City Clerk. Councilman. Prdblos seconded by Councilman Andrevis moved to amend the motion by taking out the suggestion that Yr. Loyless be made assistant City Clerk. On a call for the vote on the amendment, it was carried. On a call for the motion as amended, that Mrs. BerRell's salary be raised to $200.00 per month, and Mr. Loyless put on a full time basis at $225. , per month effective September lst., it,was < carried by poll, as follows Corley yes Preble yes Carballo no Gresham yes Andrews yes Prebish yes Mayor Acker recommended that the salary of the City Clark be raised $25.00 per month.
